The facility in Utah doesn't hurt, either. Since you're a telecomfag, wasn't there a move from collecting meta data to collecting absolutely everything post 9/11? Are you sure it has been going on since the 80's. GWB passed legislation making it legal. TELCOs are now protected from providing information that was once illegal, but regardless, there is no need for a MSoft program called "Everything". NSA has everything.

Yes. NSA has everything. They do not gather it alone. There are agreements. Utah is one place- but know all telecom data feeds to the govt. Utah or otherwise. There still are strict rules that employees cannot access data or accounts without very valid reasons...and yet..it's OK when the govt is involved. Law enforcement pays through the nose for access though (non-elite crimes)..but the other government (three letters) is handled by a "special govt group". The telecoms were collecting everything at the fiber hubs at the border, with IP, it's all captured at the transport network edge. Then in teh 90s enter SAIC purchase of Belllabs, and suddenly cheap access to intellectual property, aka specs, sold to China. Early 90s, enter huawei . In the 2000s, govt tells AT&T they cannot buy Huawei ..after Chambers (Cisco Systems) bitched for years about Chinese ripping off the USA. Then my and other jobs are offshored- so the network is now in control of Pakistan and India..isn't that nice? there are fewere and fewer US citizens managing the data and the infrastructure. The telecoms I beleive a part of the deep state. They are still offshoring. The tech leadership is almost all muslims and Chinese now. Seriously. Got to any AT&T tech area- count the Americans you see.
