The water tower is a center to this local area tunnel network. And has some small pyramids nearby.
Tunnels connect government buildings, arena, and a shopping mall. Probably much more.
The loading dock doors are massive and you can reach almost any large building underground in downtown Sacramento.
Now why does the State and City government need that kind of infrastructure?
Fun fact: Part of Sacramento was built on top of old downtown.
