Actually, they explicitly CAN regulate interstate commerce … it's called the "commerce clause" and has been a bone of contention (due to overly generous interpretations of it) for decades.

One famous case involved a farmer who was ruled to have interfered in interstate commerce because he grew his own animal feed. The assertion was that if he hadn't grown it himself, he would have had to bought it and at least some of it would have come from a neighboring state.
