When the integrated circuit was invented, the DoD purchased every single IC produced for three years. On the surface it was promoted as a program to kick start the industry, since they would have few other customers interested in an IC. I am suspicious though, simply through basic reasoning, that they took advantage of those three years to establish technological supremacy in the field, so that every single computer which has ever been produced is compromised by them. This would mean that anyone who has ever used a computer to facilitate, or even in within the proximity of, evil deeds was likely observed by the DoD.
