—a simple decoding of this ASCII cipher based on limited information, as immediately after President Kennedy was executed these launch codes were changed—and though why this message was sent, who it’s intended for, and who sent it remain unknown, the initial GRU military intelligence analysis points toward the recently filed US Federal Court case JUDICIAL WATCH, INC. vs. U.S. DEPARTMENT OF DEFENSE

—that was followed nearly 8-hours later, at 0318 hrs GMT-5 (Washington D.C. local time 3:18 AM) on 29 March, by STRATCOM posting another message below their prior one stating: ''“Apologies for any confusion…Please disregard this post”. ''

 

Unmistakable about the first STRATCOM posted message “;l;;gmlxzssaw”, however, this GRU document says, is that this cipher is a character encoding using ASCII whose true message is “059 108 059 059 103 109 108 120 122 115 115 097 119 013 010”

—as confirmed by ASCII to Text Conversion and verified by Decimal To Text analysis

—is a valid launch code authorizing the Francis E. Warren Air Force Base in Cheyenne-Wyoming to release a single SM-65 Atlas Intercontinental Ballistic Missile containing a W49 Thermonuclear Warhead

—whose directed release-to-target is Washington D.C.

—but for reasons left to be explained, STRATCOM posted this nuclear launch code yesterday knowing that it was only valid during the Cold War year of 1963.

CIA career

On April 23, 1953, while still an active air force officer, he was appointed Deputy Director of the CIA under Allen Dulles. In 1956, along with the CIA's Richard Bissell, he flew to Bonn, to brief the West German Chancellor, Konrad Adenauer, on the ultra-secret U-2 spy plane. Cabell personally negotiated with Chancellor Adenauer for permission to station the U-2 in Wiesbaden and from there to fly over the Soviet Union illegally. It was the U-2 program that allowed CIA chief Allen Dulles to sabotage the peace summit between Khrushchev and Eisenhower.[2]

 

Cabell was promoted to full general in 1958.

 

Cabell was forced to resign as Deputy Director by President Kennedy on January 31, 1962, following the failure of the Bay of Pigs Invasion.[3] Cabell's brother, Earle Cabell, was Mayor of Dallas when Kennedy visited that city and was assassinated, on November 22, 1963.[4]

 

Cabell died in 1971. According to Jim Marrs book, "Crossfire", he died of heart failure, taking his medical exam, at Joint Base Myer-Henderson Hall.[citation needed]

 

 

JFK assassination

One hypothesis regarding the assassination of U.S. President John F. Kennedy implicates Cabell and several other CIA officials, including James Jesus Angleton and William King Harvey, as well as the "three tramps", and Cabell's brother Earle Cabell.[5]

 

During Jim Garrison's 1973 bribery trial, tape recordings from March 1971 revealed that Garrison considered publicly implicating Cabell of conspiracy in the assassination after learning he was the brother of the Dallas mayor.[6] Theorizing that a plot to kill the President was masterminded out of New Orleans in conjunction with the CIA with cooperation from the Dallas police department and city government, Garrison tasked his chief investigator, Pershing Gervais, of looking into the possibility that Cabell had stayed in the city's Fontainebleau Motel at the time of the assassination.[6] The Washington Post reported that there was no evidence that Gervais ever followed through with the request and that there was no further mention of Cabell in Garrison's investigation.[6]

James Jesus Angleton (December 9, 1917 – May 11, 1987)[1] was chief of CIA Counterintelligence from 1954 to 1975. His official position within the organization was Associate Deputy Director of Operations for Counterintelligence (ADDOCI). Angleton was significantly involved in the US response to the purported KGB defectors Anatoliy Golitsyn and Yuri Nosenko. Angleton later became convinced the CIA harbored a high-ranking mole, and engaged in an intensive search. Whether this was a highly destructive witch hunt or appropriate caution vindicated by later moles remains a subject of intense historical debate.

 

According to Director of Central Intelligence Richard Helms: "In his day, Jim was recognized as the dominant counterintelligence figure in the non-communist world."[2] Investigative journalist Edward Jay Epstein agrees with the high regard in which Angleton was held by his colleagues in the intelligence business, and adds that Angleton earned the "trust … of six CIA directors—including Gen. Walter Bedell Smith, Allen W. Dulles and Richard Helms. They kept Angleton in key positions and valued his work."[3]

Mary Eno Pinchot Meyer (/ˈmaɪ.ər/; October 14, 1920 – October 12, 1964) was an American painter who lived in Washington D.C.

She was married to Central Intelligence Agency official Cord Meyer from 1945–1958, and became involved romantically with President John F. Kennedy after her divorce from Meyer.

 

Pinchot Meyer was shot to death on the Chesapeake & Ohio Canal towpath on October 12, 1964. A suspect, Ray Crump, Jr., was arrested and charged with her murder, but was ultimately acquitted. Pinchot Meyer's life, her relationship with Kennedy, and her murder have been the subjects of numerous articles and books, including a full-length biography by journalist Nina Burleigh.

 

In the summer of 1954, John F. Kennedy and his wife Jackie Kennedy bought the house next door to the Meyers';

Pinchot Meyer and Jackie Kennedy became acquainted and "they went on walks together."[9]

By the end of 1954, Cord Meyer was still with the CIA and often in Europe, running Radio Free Europe, Radio Liberty, and managing millions of dollars of U.S. government funds worldwide to support progressive-seeming foundations and organizations opposing the Soviet Union.

 

One of Pinchot Meyer's close friends was a fellow Vassar alumna, Cicely d'Autremont, who married James Angleton.[10]

In 1955, Meyer's sister Antoinette (Tony) married Ben Bradlee, who was then Washington bureau chief of Newsweek.

On December 18, 1956, the Meyers' middle son Michael, aged nine, was hit by a car near their house and killed. Although this tragedy brought Mary and Cord Meyer closer for a time, Mary filed for divorce in 1958.

Richard Mervin Bissell Jr. (September 18, 1909 – February 7, 1994) was a Central Intelligence Agency officer responsible for major projects such as the U-2 spy plane and the Bay of Pigs Invasion.

Bissell moved to Washington, D.C., where he associated with a group of journalists, politicians, and government officials that became known as the Georgetown Set.
