The letter Z was the marker. The real cipher message was the second tweet. First tweet just established comms.
I believe the intended message was:
“Bug Top End Contagion”
Which signifies that intelligence used a bug to unravel a conspiracy by the Top people (Democrats?) to end the contagion (covid) that they had started so they could have mail in voting (so they can cheat) to win the elections.
