There have been rumors for decades that manned exploration of Mars began in covert military programs of the 1960s or 70s. That in itself seems pretty plausible to me – if if we had the tech to send astronauts to the Moon by the late 60s (in a public/civilian program like Apollo – to say nothing of the military stuff that might have gone before), then it stands to reason the tech to get to Mars would have taken 10 years max to develop after that.
Much more speculatively, there have been rumors that one reason they have not been publicizing the manned activities on Mars is that those activities include research banned on Earth, including human cloning activity with a military bent, i.e. 'super soldier' type research.
Whether or not the dudes in that ISIS photo come from a genetic strain developed on Mars (which I'm not promoting), the fact is that we know the deep state does all kinds of banned medical research so it's not beyond reason that they might be using the fruits of their military cloning programs in a way suggested by the Syrian officials reference to Genetically Modified Soldiers.
