You can’t plagiarize something you already own. That document is owned by the government not by the person or group who created it and paid their salary. A term of employment is that you forfeit copyright privileges in return for a steady paycheck.

In her capacity as First Lady representing the government, she has the right to use any government document she wants in accordance with standard procedure.

This kind of thing happens all the time in corporate America (at least in smart companies). Why spend 80 hrs. creating a new document when there’s already one created that will work just fine? Why reinvent the wheel?

I’m sure the person or group who created the original document are flattered and proud that the First Lady would find it useful with minimal changes.
It’s really sad to see how low the press will go to twist the truth for their own personal gain.
