Since those two (JFK and Reagan), military learned from some mistakes. In the context of the time Reagan was trying to do what he was doing, the military hadn't had this epiphany yet that it was THAT DEEP. They corrected those mistakes with this whole plan - that led up to Trump being approached to run for office.
