On 9 April 2020, al-Qaeda-affiliated groups operating in the Sahel attacked a security and customs post on the Bamako-Kayes road in Mali’s western Kayes region. Four months later, on 5 August, groups attacked another post located on the Nioro-Kayes stretch.

 

These and other incidents signal that the region, which borders Guinea, Mauritania and Senegal, is increasingly becoming a hotbed of extremist violence. On 8 February 2021, Senegalese authorities announced that they had dismantled a katiba Macina support cell, in the border town of Kidira, just across the border from Kayes.

 

While Western Mali largely remains off the radar for stabilisation efforts, emerging trends suggest that violent extremist groups have identified this region’s strategic value. With an estimated 77% of Mali’s gold production, the Kayes region could be a windfall for them. The industry is central to Mali’s economy as it provides 75% of export revenues, 25% of the country’s budget, and 8% of the country’s gross domestic product.

 

Institute for Security Studies (ISS) research in Kayes shows long-standing vulnerabilities linked to the gold mining industry that extremists could exploit – not just to implant themselves in the region but to expand into Guinea and Senegal.

 

Earlier ISS research in the tri-border Liptako-Gourma region, straddling northern Burkina, southern Mali and western Niger, shows that groups operating in the Sahel are already tapping into gold mining. This helps them obtain the financial, logistical and operational resources needed to carry out attacks and sustain themselves. They do so partly by exploiting popular resentment, among other challenges, linked to government management of the mining sector. This enables them to recruit new members, gain communities’ support, and expand their operational reach.

 

Despite the Kayes situation, stakeholders have primarily focused on preventing and countering violent extremism in Mali’s northern and central regions. These regions remain relevant, but the west needs urgent attention too.

 

Regardless of government regulation efforts, most artisanal mining sites in the region continue to operate illegally. The sector is controlled by traditional leaders who aren’t always fully aware of violent extremists’ implantation strategies through the control of local resources.

 

Artisanal gold mining in the region is anchored in cross-border trafficking. Traditional miners told ISS Today that chemicals used in mining (cyanide and mercury) and several narcotic drugs were brought to the region through illegal networks operating from Benin, Burkina Faso, Ghana, Morocco, Senegal and Togo. These multiple, generally loose networks could serve as conduits in the illicit gold trade, helping fund the violent extremists.

 

Violent extremist groups also use social tensions and frustrations linked to local land disputes – a grievance that has formed fertile ground for them to take hold elsewhere in the Sahel. Local communities resent the government for allocating them land they argue has fewer gold deposits than those the state gives to mining companies.

 

Several artisanal sites open onto the perimeters of industrial mines with the support of community leaders. Miners are often forcibly evicted by defence and security forces, resulting in violent clashes. This has nurtured perceptions of the state favouring industrial mining companies.

 

Communities in the Kayes region also feel neglected and marginalised. Despite the region’s rich natural resources and the resulting income for the national economy, infrastructure is poor, and basic social services scarce. Successive governments have made little investment in roads, health, education and electricity supply.

 

Feeling resentful, communities increasingly resort to violence as a form of dispute resolution and challenge the Malian state’s legitimacy. Violent clashes such as the 2018 conflict in Kéniéba illustrate this trend. One person died, official buildings were burnt and the town was left paralysed for three days.

 

Such incidents offer a potential entry point for recruitment and implantation by violent extremist groups keen on expanding their folds.

SANDF troops are evacuating citizens from towns hit by the latest jihadist attack on Mozambique, while Portugal is also sending troops.

 

President Cyril Ramaphosa has announced that the South African National Defence Force has sent troops to Mozambique to evacuate South Africans from the country which has been rocked by a spate of Islamic insurgency attacks in recent months.

 

South African, Adrian Nel, was killed in the Mozambique attack when he was among dozens of people who attempted to flee the town of Palma on 24 March when Islamic jihadists stormed the town, claiming to have taking control of it.

 

Ramaphosa told ENCA on Friday: “We have already attended to the issue of evacuation of those South Africans who are stranded in Mozambique and already one of those who passed away the South African National Defence Force has brought them back.”

 

“We remain involved with securing the safety of our people in Mozambique, in Pemba and in Palma…The SANDF is working very hard to secure the safety of South Africans,” he said.

Nel, a commercial diver who had lost his job because of the Covid-19 lockdown, had moved to Mozambique to join his father and younger brother in the construction industry in January. They were building worker’s accommodation in Palma to supply the burgeoning gas sector after one of the largest natural gas field discoveries was unlocked in Africa.

 

The Mozambican government has said dozens of people died in the raid, but the exact death toll in the remote northern town is not known at this stage. The islamic state group claimed on Monday that it had conducted the three-day raid against military and government targets and that it had seized control of the town.

 

The raid took place close to a multi-billion-dollar gas project that is being built by France’s Total and other energy giants, on a peninsula just 10 kilometres away, France24 reported.

 

Portugal has also announced that it will be sending about 60 troops to Mozambique to help train the Mozambique defence force.

 

France24 reported that the Portuguese news agency had said that a bilateral agreement calling for a total of 60 special forces troops to Mozambique was being finalised.

 

“Portuguese Foreign Minister Augusto Santos Silva also told the state TV channel RTP late Monday that a team of ‘around 60’ soldiers were ‘getting ready’ to be sent to Portugals’s former colony ‘in the coming weeks’,” France24 reported.

 

The team would “support the Mozambican army in training special forces,” he said.

The United Nations (UN) also has a hand in this scheme. They will work in partnership with the COGTA Department, in order to help implement some of the desperately needed changes. Minister Dlamini-Zuma recently confirmed that a team of experts will provide ‘technical support’ to these regions, ahead of her keynote speech on Tuesday.

Although local governments will still run as normal, both the national department and UN support teams will oversee the turnaround strategy. Zimbabwe is confident of rejoining the Commonwealth of former British colonies, with a senior official saying on Monday that the country’s application now undergoing consultations among the grouping's 54 member states.

 

Ministry of Foreign Affairs and International Trade spokesperson Constance Chemwayi told the state-run Herald daily that Zimbabwe was in the second stage of a four-step process to rejoin the grouping.

 

The second stage involves Commonwealth secretary general Patricia Scotland consulting member states on whether Zimbabwe should be allowed back into the group.

 

“Commonwealth decisions are based on consensus and by that nature, every member is entitled to a say on the case of Zimbabwe,” Chemwayi said.

 

She said laid down procedures for re-admission into the Commonwealth include a first step that involves an informal assessment by the secretary general. This stage was done in June 2018 and July 2019 when Scotland undertook missions to Harare to discuss with the Zimbabwean authorities.

 

“Following the second assessment mission in 2019, Zimbabwe’s application is currently in the consultation stage,” Chemwayi said.

 

President Emmerson Mnangagwa wrote to the Commonwealth secretary general in May 2018 expressing Zimbabwe’s willingness to return to the 54-member grouping after nearly two decades of estrangement.

 

Zimbabwe withdrew from the Commonwealth in 2003 at the height of tension between Harare and London over the land reform programme.

Former president Jacob Zuma appears to still hold a grudge against the African National Congress (ANC) for asking him to resign as the head of state. In a 23-page document, which is based on a meeting he held with the ANC top six, Zuma lays into the party’s top brass, particularly pertaining to his refusal to appear before the State Capture Commission, under chairperson Raymond Zondo.

 

However, the former president also brings up the circumstances pertaining to his late-night resignation on 14 February 2018.

 

“My own comrades worked to oust me and even worked with the opposition to remove an ANC president from parliament – something that was unprecedented. To this day, I do not understand what led to this. I asked some of you, what was it that I had done wrong for me to deserve to be pushed out of this position before the term ended,” Zuma said in the speaking notes addressed to ANC secretary general Ace Magashule.

 

The meeting, which was held in March, was aimed at convincing Zuma to finally take the stand at the commission, something he has been reluctant to do for over a year now, as he has accused it of being biased. The ANC was under immense pressure to take some form of action and prove once and for all, that it really does support the work of the commission and by extension, measures aimed at countering and exposing corruption.

 

JACOB ZUMA IS STICKING TO HIS GUNS

 

The Constitutional Court is set to soon deliver judgement on an application by the commission, to have a two-year jail-term imposed on Jacob Zuma for being a no show at the proceedings – in defiance of a ruling by the very same court.

 

The ANC top six are: President Cyril Ramaphosa, Deputy president David Mabuza, secretary general Ace Magashule, deputy secretary general Jessie Duarte, Treasurer general Paul Mashatile and chairperson Gwede Mantashe.

 

Zuma further maintained that he will not appear before the commission.

This was posted on Facebook on Wednesday by Western Cape deputy police commissioner Major-General Jeremy Vearey, who had acted as a staff representative of his close ally, former Crime Intelligence boss Peter Jacobs, at a disciplinary hearing last week. The disciplinary process had been halted by an urgent Labour Court application to be heard today.

 

Jacobs and five other high-ranking officers had served the three-month suspension after being charged with misconduct over the alleged unlawful use of a secret slush fund to bankroll Covid-19 personal protective equipment amounting to R1.5 million. Reports suggest Jacobs was the victim of an alleged purge for claiming there was evidence suggesting police officers, including Crime Intelligence colleagues, had looted the Secret Service account.

 

In June 2016, Vearey was suddenly transferred while heading Crime Intelligence in the Western Cape. He and Jacobs had been investigating how firearms were being smuggled from police officers to gangsters, which effectively derailed the probe.

 

Both Jacobs and Vearey had approached the Labour Court to have their transfers set aside and succeeded in August 2017. They were promoted in February 2018 – Jacobs to national Crime Intelligence head and Vearey to Western Cape detective head — after Cyril Ramaphosa became president.

Alleged underworld boss Nafiz Modack says he has information about the recording that was used to implicate the top cop in corruption.

 

Western Cape police boss Major-General Jeremy Vearey was accused of soliciting bribes by the Sunday Times last year in a story that has recently been retracted.

 

The newspaper relied on a voice recording which they alleged featured the voices of Vearey, Modack and his "go-between", Mohamedaly Hanware.

 

This month, the publication retracted any suggestion that recording featured Vearey's voice.

 

Modack has told CapeTalk host Kieno Kammies that the recording was taped by him.

 

The controversial businessman says he will reveal the information he has if the matter is heard in court.

 

Vearey has indicated that he is pursuing civil action after the false allegations against him.

 

In the past Modack has accused Vearey of having gang ties and extorting money from him.

 

When asked on Friday if Vearey was a corrupt cop, Modack says he'll "leave it for the court findings".

 

However, he claims investigating officer Lieutenant Colonel Charl Kinnear is corrupt and has fabricated several cases against him, including the recent extortion case.

 

Last month, Modack and three co-accused were acquitted of extortion after they were accused of running a protection racket and extorting the Grand Cafe in Table Bay harbour out of R90,000 in November 2017.

The ANC is currently focused on its 'enemies within', from all party factions. But the outside threat from Julius Malema has been talked-up on Tuesday.

 

The ANC is a fractured party at the moment, and there are rumours it could be heading for a split: The liberation movement-turned-government is experiencing several factional battles at the moment, as the ghost of Jacob Zuma continues to haunt Cyril Ramaphosa’s time in office. But one MP says that Julius Malema is the president’s chief tormentor.

 

Mbuyiseni Ndlozi, who has been extremely vocal on Twitter throughout Tuesday, threatened to cause a divide of his own online. He stated that talk of a split in the ANC is about eight years too late, and already happened when Malema broke away from the ruling party and formed the Red Berets in 2013…

 

“The compromises of 1994 should have led to a split of the Congress Movement. The same way adoption of Freedom Charter led to the formation of the PAC. The split was successfully avoided by the assassination of Chris Hani. This long-overdue split would reoccur in 2013 – now led by Julius Malema.”

 

Malema made his name as the leader of the ANC Youth League, before proving to be too controversial even for a Jacob Zuma-led organisation. His defiant act of establishing a political party has given him an even bigger platform, and it seems his supporters have earmarked this moment as the one that irreversibly damaged the 109-year-old institution.

 

Talk of an ANC split may be premature for now, but something is certainly bubbling underneath the surface. The ousting of Jacob Zuma from the presidency came just months after the bitter 2017 leadership battle in Nasrec. Cyril Ramaphosa pipped Nkosazana Dlamini-Zuma to the top job, upsetting the large Msholozi-faction in the process.

 

Things have deteriorated since then, with Zuma frequently taking sly digs at President Ramaphosa – and Cyril has also given his predecessor some back. This battle, however, has become a full-blown proxy war: Ace Magashule hasn’t taken too kindly to an ultimatum he was handed by the head of state last week, which could soon force him to resign.

 

Magashule, a huge Zuma ally and advocate of the RET programme, has since vowed to lead city-wide protests and ‘shut down’ parts of the country – a threat that is yet to materialise. A former deputy minister, meanwhile, called for the ANC to be replaced by an interim government until 2024 on Sunday.

 

The party has always had its critics – Julius Malema included – but many of those dissenting voices now come from within.

The 59-year-old victim was allegedly "accused of witchcraft".

 

Authorities are investigating the murder of a 59-year-old woman who succumbed to her injuries earlier this month. The case has now been revised from attempted murder to murder.

 

Brigadier Mathapelo Peters confirmed that Gauteng Police Commissioner, Lieutenant General Elias Mawela ordered the prioritisation of the investigation.

 

Peters refers to the murder of Ms Jostina Sangweni as an “apparent incident of mob justice”, which took place on Friday evening, 26 March 2021 in Mapetla, Soweto.

 

Peters said in a statement that officials at the Maroka SAPS were alerted to an incident in Mabalane Street, Mepetla back in March. Brigadier Peters adds:

 

“At the same time, a family came to the police station to report their mother as missing. It is at this point that police together with the family left for Mabalane Street where indeed they found the injured victim whereupon the family confirmed that she was their mother.”

 

Sangweni was then reportedly “rescued and rushed to hospital for medical attention”. Unfortunately, the 59-year-old victim passed away on Monday, 5 April 2021.

 

It was later revealed that Sangweni was “accused of witchcraft when in fact preliminary evidence reveals that the deceased was mentally unwell”.

 

At the time of publishing, no suspects had been arrested, but investigators are “gathering evidence towards building a solid case that can stand in court”.

 

Lieutenant General Mawela has once again reiterated the SAPS’ call to communities to “refrain from mob justice that has always proven more harmful and tragic such as in this instance”.

 

Authorities are now calling on the local community and the public in general for assistance with information that could lead to the apprehension of the perpetrators

 

“The Provincial Commissioner has also taken this opportunity to assure the family of the deceased Ms Sangweni that police will do everything in their power to ensure that justice is served, in line with the SAPS’ stance to prioritise the investigation of cases where crime is committed against women, children and other vulnerable persons.”

A creche in the Alexandra township of Gauteng has been found operating illegally, after one of the now-suspended employees was accused of deliberately burning the legs of a toddler on punitive grounds.

 

A teacher of the young class is understood to have become enraged when the young victim soiled himself. They then used boiling water on the child’s body to clean him, leaving the boy in crippling pain and unable to walk properly.

 

Gauteng Department of Social Development spokesperson Feziwe Ndwayana finally broke the local government’s silence on the matter – more than two months after the case was initially reported. He spoke with Radio 702 host Bongani Bingwa on Thursday, explaining that the creche has now been shut ‘for the next five days’ while investigations continue

 

“A fully-fledged investigation is underway and the aim is to assess whether the ECD is in line with the norms and standards of the Children’s Act. The HOD is issuing a notice of closure and it will be closed within the next five days.“

The case has haunting parallels to the abuse witnessed at a creche in Carletonville a couple of years ago. A former daycare teacher, who got caught on camera assaulting toddlers, was sentenced to five years behind bars. Nellie Senwametsi was convicted of two counts of common assault and one of assault with intent to do grievous bodily harm.

 

In disturbing video clips that went viral on social media, Senwametsi struck one toddler numerous times on the head and forced the child to clean up after their own vomit. The Alexandra teacher, meanwhile, is now facing charges of ‘attempted murder’ – and will be subject to the full might of the law if found guilty.

The African National Congress (ANC) has released the names of the ANCYL National Youth Task Team. The team has essentially been tasked with resuscitating the ANC Youth League – by means of strengthening and consolidating existing structures of the youth league and to build new ones in consultation with regions and provinces.

 

The appointments were announced on Thursday, 08 April 2021.

 

“The ANCYL NYTT will primarily serve as a National Congress Preparatory Committee charged with the responsibility to prepare the ANCYL for conference… It is also charged with the responsibility to develop and roll out a programme of action, bringing together young people from different facets as a build-up to the envisaged elective conference,” the party said.

 

Some of the appointments to the ANC Youth League Task Team include Nomceba Mhlauli, currently a spokesperson in the Ministry of the Presidency, Fasiha Hassan, member of the Gauteng legislature, Joy Maimela and Thuthukile Zuma, the daughter of former president Jacob Zuma.

 

ANC secretary general Ace Magashule introduced Mhlauli as the convener of the newly established team, while Maimela will be its coordinator.

 

The ANC Youth League leadership was dissolved in 2019 after members embarked on demonstrations, claiming the ANCYL NEC was too old and way beyond the age limit required to serve.

 

The ANC Youth League has long been considered a breeding ground for future leaders of the ANC. The movement, dubbed the “Young Lions” has produced a number of political bigwigs in the ruling party, including Fikile Mbalula and Malusi Gigaba.

 

“The ANC is determined to rebuild the ANCYL and restore its vibrancy so that it can continue to fulfill its historic mission. In the 1940s, the ANC was revitalized and became more militant in its actions and articulations. A key reason for this was the influence of the ANC Youth League whose leadership included giants such as Anton Lembede, its first president, Oliver Tambo, Nelson Mandela and Walter Sisulu,” the ANC further said.

South Africa was thrown into turmoil 28 years ago when struggle icon Chris Hani was assassinated and tens of thousands of citizens took to the streets in mourning and protest.

 

Hani was assassinated 28 years ago on 10 April 1993 outside his home in Dawnpark, a racially mixed suburb of Boksburg when Polish far-right anti-communist Janusz Waluś shot Hani as he stepped out of his car.

 

Waluś and Clive Derby-Lewis, a senior South African Conservative Party MP and then Shadow Minister for Economic Affairs, who had loaned Waluś his firearm, were both arrested for Chris Hani’s murder within six months.

 

Chris Hani joined the ANC Youth League at the age of 15 and later joined (MK). He was eventually arrested under the Suppression of Communism Act and later went into exile in Lesotho in 1963.

 

He departed from South Africa for the Soviet Union where he received military training, and returned in 1967 to fight in the Rhodesian bush war during which he served as Political Commissar in the Zimbabwe People’s Revolutionary Army (ZIPRA). He operated out of Zambia under the command of Joshua Nkomo. Hani spent time as a clandestine organiser in the liberation struggle in South Africa in the 1970’s. By the 1980’s Hani became the target of assassination attempts and he moved to the ANC’s headquarters in Zambia. He was head of MK and responsible for the suppression of a mutiny by anti-Communist ANC members who were in detention camps. However, he denied any role in abuse such as torture and murder.

 

Hani permanently returned to the country after the ANC was unbanned in 1990. He eventually took over from Joe Slovo as head of the South African Communist Party in 1991. He supported the end to the armed struggle in favour of negotiations.

 

According to SA History Hani’s his daughter, Nomakhwezi, then 15 years old, was with him at the time of his assassination 28 years ago today.

 

“His wife, Limpho, and two other daughters, Neo (then 20 years old) and Lindiwe (then 12 years old) were away at the time. Also implicated in the assassination was Conservative Party MP Clive Derby-Lewis, and strangely a theory based largely on documents given to the Mail & Guardian point to a conspiracy beyond the right wing, linking the assassination to the ANC,” SA History reported.

 

“Hani’s death came at a critical time for South Africa. The SACP was on the brink of gaining significant status as an independent political party. It now found itself bereft of funds, due to collapse in Europe, and without a strong leader. The assassination helped persuade the bickering negotiators of the Multi-Party Negotiating Forum to finally set a date for South Africa’s first democratic election.”

 

Both Waluś and Derby-Lewis were sentenced to life in prison for the murder of Chris Hani. Derby-Lewis died on 3 November 2016 and Waluś, now in his 60’s continues to serve his prison sentence in Mampuru Prison in Pretoria. His application for parole in February 2021 was rejected and his attorneys indicated that they would take the matter on appeal.

The ‘spy’ alleged to have known about Chris Hani’s assassination spoke to the M&G this week, reports Stefaans Brmmer

 

MOHAMMED AMIN LAHER, whom the Mail & Guardian identified as the mystery “double agent” who had advance knowledge of Chris Hani’s assassination, this week claimed the death plot had been “a conspiracy on both sides of the spectrum”.

 

The M&G last week published details from two documents in which “Ramon”, described as a double agent of the old Department of Military Intelligence (MI) and African National Congress intelligence structures, warned MI of the impending assassination. The documents claimed members of the ANC intelligence and security establishment would be involved.

 

The ANC and the South African Communist Party this week called for a thorough investigation, saying they had always believed Hani’s death on April 10 1993 had been the result of a conspiracy reaching well beyond rightwingers Janusz Walus and Clive Derby-Lewis, who are both serving life sentences for Hani’s murder.

 

But the ANC also said it could find no evidence of Laher – who is believed to have used the aliases Joseph Khan and Dave Brunner – ever having had contact with ANC officials. The M&G has received unconfirmed information to the contrary.

 

Laher this week called the M&G from an undisclosed location, denying he was Ramon or that he had been with either the ANC or MI. (In calls last week he said the “only two people” who could identify him as Ramon were dead.)

 

Laher claimed the documents had been part of a “disinformation campaign, but with a shred of truth”. He said the death plot had involved both ANC and apartheid security establishment members.

 

He did not deny having been associated with Eugene Riley, the MI operative who had composed the documents which quoted Ramon as the source of the information. Julie Wilken, long-time girlfriend of Riley, has also identified Laher as Ramon. Riley died mysteriously in January 1994.

 

Laher claimed former ANC Department of Intelligence and Security (DIS) member Ricky Nkondo, now a National Intelligence Agency (NIA) division head in Deputy Intelligence Minister Joe Nhlanhla’s office, had been “associated” with Riley before Riley’s death. Former associates of Laher and Riley also made the same unsubstantiated claims that Riley and, according to one of them, Laher, had had contact with the same group of DIS officials to which Nkondo belonged.

 

The NIA approached Wilken last Friday, asking to debrief her on her evidence. When she agreed, an NIA agent who introduced himself as “Trevor” met Wilken.

 

The M&G later established that “Trevor” was in fact Nkondo. Deputy NIA co-ordinator Mo Shaikh this week confirmed Nkondo had visited Wilken, saying the approach had been offically sanctioned.

 

Nkondo is understood to have been put under official pressure subsequently to explain whether he had any knowledge of Laher, which he denied.

 

In another twist, someone who introduced himself as “Mao” contacted the M&G last week after the newspaper had anonymously approached the MI front company to which Riley had reported, Jacaranda Pamphlets.

 

The M&G had asked a member of the “company” to find Riley’s former handlers. In response, “Mao” called the M&G – unaware of who he was dealing with. He acknowledged knowing “something” about the documents Riley had delivered on the Hani assassination. This was before the paper first broke the news of the documents.

 

The M&G has established that “Mao” – although it has no proof that it is the same person – had been a close associate of Nkondo’s in the former DIS, and is now a senior NIA official. “Mao” and Nkondo gathered intelligence on the right wing for DIS in the early 1990s.

 

Meanwhile, it has been established that Laher earlier had close contact with the Johannesburg underworld of drug lords and syndicate crime. Apart from his contact with Riley, he allegedly had contact with former Civil Co-operation Bureau agent Ferdi Barnard.

 

Laher’s father-in-law was Shariff Khan, described by police, intelligence and ANC sources as a “godfather” in the murky world of drug barons who co-operated with intelligence agencies. He died a number of years ago.

A group of international investors is threatening to sue the National Intelligence Agency (NIA)and the South African Secret Service for $14-million after getting ripped off in a complex scam by spies using apartheid-era front companies.

 

The American investors were already granted a US district court judgment for $10,9-million in 1998, but are struggling to get the South African government to agree to either a settlement or arbitration.

 

Negotiations have taken so long that an additional $3-million interest has been slapped on to the original judgment.

 

The investors’ high-powered Washington attorney, Joe D’Erasmo, and his Kentucky co-counsel, Lawrence Pedley, both confirmed last week they were about to institute additional urgent legal proceedings in New York in an attempt to enforce judgments against the South African government.

 

“The government appears to believe that if it delays long enough, the problem will go away. It won’t. My clients have enforceable judgments from US courts and are serious about getting their money back,” said D’Erasmo. “We believe there may be as much as $100-million still hidden in secret Citibank accounts in New York and Greece.”

 

He added that Citibank has refused to officially comment or release details on either account, but junior bank officials have reportedly confirmed they belong to Intercol (Pty) Ltd chief executive officer and NIA agent Riaan Stander and his sometime business partner Roelof van Rooyen Rodine.

 

Intercol is one of a series of front companies, including Oceantec Syndicate, Cavos Shipping and Eastech Investments, that appear to have been set up by undercover South African police and intelligence units in the early 1990s to generate secret offshore funds for paramilitary operations such as Eugene de Kock’s C10 Vlakplaas death squad.

 

De Kock, who is currently serving two life sentences and an additional 212 years in jail for his role in 50 murders, is listed as operations director of Intercol, while Lieutenant Pieter Botha is listed as systems director and General Tai Minnaar as director.

 

Stander was a low-ranking security policeman at the time, but is now an NIA operative who was until recently attached to the agency’s shadowy strategic projects unit headed by Thabo Khubu.

 

The unit was meant to trace and recover secret offshore slush funds set up in the dying days of apartheid, but was instead itself dismantled shortly after Khubu was suspended 18 months ago on allegations of massive fraud, misuse of state resources and death threats against his critics.

 

Stander also worked for apartheid military intelligence front company Longreach (Pty) Ltd, and has featured prominently in investigations into the assassination of Swedish Prime Minister Olof Palme after claiming that Longreach director and ex-spy Craig Williamson planned the murder.

 

Williamson denies any involvement in the assassination but confirms hiring Stander a couple of months after Palme’s death as a security consultant. He said Stander was eventually fired a year later in connection with fraud charges.

 

Intercol’s letterhead boasts it supplies covert intelligence gathering, trade or labour union investigations, political risk analysis and military security training in addition to electronic surveillance, while signed letters indicate it tried to help Zairean dictator Mobutu Sese Seko stay in power by spying on rebels.

 

The spying included a series of misspelled and highly fanciful “security reports” detailing how rebels hired European mercenaries and bought arms, specially built military 4x4s and a troop transport ship in Greece.

D’Erasmo said three of his clients hired Intercol in 1990 to trace and seize $70- million in commissions they had been cheated out of in “Operation Hammer” – an unrelated sanctions-busting financial transaction involving letters of credit from large international banks and allegedly underwritten by the Central Intelligence Agency (CIA) and intelligence agencies in Britain and Germany.

 

Intercol told the group of US and Australian investors it had traced the stolen commissions to various European bank accounts and would be able to freeze and electronically confiscate the money for a price.

 

Stander and Van Rooyen were paid $185 000 in March 1990 and an additional $117 000 in October 1990 by three of the American investors to set up the operation.

 

Stander claimed in a sworn affidavit days afterwards that Intercol had successfully “taken title” of $100- million and would pay out the investors within 30 days.

 

The money has never been paid out and both Stander and Van Rooyen simply refused to co-operate until Van Rooyen was finally detained in Dusseldorf, Germany, in February 1995 and cross- questioned by both German police and Lieutenant Colonel Andre Botha from the South African police.

 

Van Rooyen confirmed at least $100- million was on account in New York, and indicated in the resulting sworn statement that Intercol and its linked companies fed funds and information to De Kock’s Vlakplaas unit, as well as to the police C1 unit.

 

He said Stander also tried to use Intercol to infiltrate far-right groups in the Pietersburg area to track weapon smuggling and repeatedly insisted that intelligence agencies in the US, Germany and Britain were aware of, and sometimes assisted, Intercol operations.

 

Stander was arrested on fraud and contraventions of the Bank Act charges in South Africa, but was released when investigators were unable to get an extradition order against Van Rooyen and he refused to return to the country voluntarily for trial.

 

D’Erasmo stressed that Operation Hammer was unrelated to Stander’s operations. He said the operation involved a complex financial scheme in which non-liquid assets obtained during a successful CIA operation were deposited with Citibank in order to convert them to currency. The assets were then allegedly used to launch a trading programme involving the purchase and resale of documentary letters of credit exceeding $100-million each.

 

D’Erasmo said last week evidence indicated that the funds and assets traded at the time were under the control of Citibank New York vice-president John Reed.

 

“Intelligence agencies from a number of Western countries appear to have become involved. It’s all very murky, but Operation Hammer itself seems to have funded military operations at a time when everyone was worried about communism in Africa,” he said.

 

D’Erasmo’s clients helped trade the letters of credit and earned commissions exceeding $70-million, but were never paid.

 

Stressing that his clients were unaware that the deals or Stander’s companies were intelligence fronts, D’Erasmo said they had since tracked a web of linked front companies dealing in everything from Glock pistols and aircraft to gold, oil and platinum in Uruguay, Peru, Argentina, Mexico, Italy, Germany, Switzerland, Japan and Canada.

 

“We’ve got over 2 000 pages of evidence detailing the financial manoeuvres of [these people] … and which might lead to the return to South Africa of assets rightfully belonging to it,” said D’Erasmo.

 

NIA director general Vusi Mavimbela was unavailable for comment. However, senior attorney in the state attorney’s office, Ben Minnar, confirmed that he had been instructed to look into the merits of the case.

 

“There are a lot of issues involved here … and I am extracting statements from a number of government departments. We are making progress and should be ready to deliver an opinion within a couple of weeks,” he said.

An attempt by CIA-connected trainers to create a sophisticated counter-piracy force in Somalia turned into hundreds of half-trained and well-armed Somali mercenaries being left to their own devices in the desert, Mark Mazzetti and Eric Schmitt of The New York Times report.

 

The Puntland Maritime Police Force, trained by dozens of South African mercenaries from sometime in 2010 to June 2012, was run by a Dubai-based company called Sterling Corporate Services that seems to be connected to the CIA.

 

The Times reports that in July a United Nations investigative group uncovered that the force shared some facilities with the Puntland Intelligence Service, a spy organization that answers to the president of the semi-autonomous Somali region of Puntland and has been trained by the CIA for more than a decade.

 

Michael Shanklin, a former CIA station chief in Mogadishu, was reportedly hired to work his contacts both in Washington and East Africa to build support for the force while Erik Prince, the founder of the private security firm Blackwater, made several trips to the Puntland camp to oversee the training of the counter-piracy force.

 

The Times notes that Prince, a former U.S. Navy Seal who had become an informal adviser to the crown prince of Abu Dhabi, was simultaneously "involved in a project to train Colombian mercenaries at a desert camp in the emirates to carry out missions at the behest of the Emirati government."

 

(Sidenote: According to leaked emails from the private U.S. security firm Stratfor, during this time period the former director of Blackwater, former CIA officer Jamie F. Smith, was aiding the Libyan opposition and subsequently sent to contact Syrian rebels in Turkey at the request of a U.S. Government committee.)

 

The South African trainers bailed in June 2012 after one was shot by a Somali trainee, and recently about 500 former trainees—unpaid for weeks—were seen wandering the Puntland Maritime Police Force desert compound with two-years worth of weapons.

 

The Times notes that the options for the armed and semi-trained mercenaries included joining up "with the pirates or Qaeda-linked militants or to sell themselves to the highest bidder in Somalia’s clan wars."

After a massive 6 mile-high eruption of ashes from the Soufriere volcano frightened the residents of Saint Vincent, Prime Minister Ralph Gonsalves said that only those who have been vaccinated for the CCP (Chinese Communist Party) virus could board the cruise ships evacuating people off the island.

 

“The chief medical officer would be identifying the persons already vaccinated so that we can get them on the ship,” Gonsalves told reporters.

 

He then explained that there were not enough personnel operating the ships to retain evacuees on them; they can only transport passengers.

 

“Those that are vaccinated, [the chief medical officer] can get them going on the vessel,” the prime minister said.

 

“Those who are not yet vaccinated but who would be vaccinated, you wouldn’t send them immediately after vaccination,” due to possible side effects like “wooziness in the head, you know how that is,” he said.

 

According to World Health Organization WHO data, only 10,805 residents of St. Vincent and the Grenadines have received at least one vaccine dose.

 

Saint Vincent was blanketed with a thin layer of ash and a “strong sulfur” smell hung in the air on Saturday, a day after the nearby volcano spectacularly erupted after decades of inactivity.

 

Rumbling noises emanated from the volcano, with ash coating rooftops, cars, and roads in Kingstown, the capital of Saint Vincent and the Grenadines. Videos from Saint Vincent showed a ghost-like landscape.

 

On Friday, CruiseRadio.net reported that two cruise ships had arrived at the small island to rescue its residents, adding that three more were on the way.

 

“Carnival Legend and Carnival Paradise are offshore from St. Vincent, awaiting further instructions from local officials on how Carnival Cruise Line can support the evacuation of local residents who are under threat from volcano La Soufriere,” Carnival Cruise Line told CruiseRadio.net in a statement. “Carnival and Royal Caribbean are also working to coordinate our collective efforts for a seamless operation once the embarkation of residents begins. There is no time yet set for when these evacuation sailings will commence.”

 

St. Lucia, Grenada, Antigua, and Barbados accepted taking in evacuees from the disaster area, with the condition that evacuees are fully vaccinated against the CCP Virus, which causes the disease COVID-19.

 

Saint Vincent and the Grenadines, where just over 100,000 people live, has not experienced volcanic activity since 1979, when an eruption caused approximately $100 million in damage. Before that, La Soufriere erupted in 1902 and killed more than 1,000 people.

Police shot water cannons and fired stun grenades at hundreds of protesters in Rabie Ridge, north of Joburg on Sunday in a bid to disperse protesters who were illegally occupying private land.

 

The Star understands that the invaders have had running battles with the police, who have been trying to evict them since Friday last week.

 

It is still not clear to whom the 800 hectares of land belong, but the illegal settlers say they want to erect shacks there.

 

“Long live the people of Rabie Ridge squatter camp, long live! Phantsi with cowards! The land is now in our hands. We don't care who threatens us, it’s up to us whether we leave this land or we fight. Let’s sleep here today and tonight and tomorrow. To get a place like this is not child’s play. This place is worth a lot of money,” said an unidentified leader.

 

Early Sunday afternoon the leaders decided that the male squatters would continue to fight the removals and the women and children were sent home.

 

“Let’s come and stay here and call those people who must bring food here and we will defend our place,” said the leader.

 

Danny Bowes, one of the invaders, said the land had been vacant for years. “We were cutting stands when they stopped us. This land has been empty since 1986.”

 

Bowes said he saw nothing wrong with taking the land forcefully.

 

“If this place is private property, why is there no fence around it? I need land myself. I’m renting and I have a wife and two kids.”

 

Bowes said the last person to own land in his family was his grandfather, who had lost the land to apartheid laws.

 

“I’m not scared of the police. If I die, I die,” he said.

 

Another invader, Nombulelo Raphulani, said she was participating in the invasion because the land in question was becoming a crime hot spot where people were murdered and raped.

 

Provincial police spokesperson Captain Kay Makhubele said the police had been asked to escort the sheriff who was executing a court order to remove the invaders.

 

“The police are monitoring the situation,” he said.

 

No arrests have been made.

Reports have revealed that former president Jacob Zuma's daughter Thuthukile Zuma will be heading the African National Congress Youth League's (ANCYL) task team fundraising initiative.

 

The task team is trying to overcome financial issues that have been faced since 2013. Reports say that the fundraising is being done to raise money after "gross financial mismanagement" as well as looting.

 

31-year-old Thuthukile is the youngest daughter of JZ and Cogta Minister Nkosazana Dlamini-Zuma. She has been part of the ANC since 2014 when she became the youngest head of a minister's office.

 

According to a report by News24, the ANC was left short of money after EFF leader and former ANCYL leader Julius Malema was suspended after being found guilty of creating divisions within the ruling party back in 2012.

 

The new National Youth Task Team (NYTT) was just recently appointed and members are already showing their stance on matters involving their mother body.

 

A report by Daily Maverick stated that the NYTT plans to priorities talks on the ANC's 30-day step-aside rule. Nonceba Mhlauli, ANCYL leader, stated that they will: "Not watch as elders tear apart our glorious movement."

 

Earlier, Briefly News reported that the ANCYL made a strong comeback. Mhlauli has spoken strongly against party leaders who use the youth league to "fight their factional battles". Mhlauli stated that the ANCYL had been used as a "pocket knife" by leaders.

 

She described the youth league as being used as a pocket knife that can be pulled out at any time when there is infighting. Mhlauli says that the issues within the ANC and the ANCYL date back to 2008.

 

She attributes this to when the ANC's conference in the Free State collapsed. In 2008, Mhlauli was a 17-year-old student who was already part of the ANCYL. Mhlauli stated that she is a member of the ANCYL and the party as a whole. She added that she would work hard to change the perceptions people have of her.

ANC secretary general Ace Magashule could potentially turn the party on its head, in making a dramatic change to its step aside resolution

 

Things have just gotten more interesting in the implementation of the contentious African National Congress (ANC) step aside resolution. ANC secretary general Ace Magashule has widened the scope for those who now have to either step aside from their duties in the ruling party, or face suspension.

 

In a letter dated Friday, 9 April 2021 and sent to all the ANC’s provincial secretaries, Magashule said in addition to those facing corruption or serious criminal charges, the list of names must also include those who have been implicated or alleged to be involved in wrongdoing but not yet charged.

 

Ace Magashule has further imposed a deadline of Thursday, 15 April, for his counterparts in the various provinces, to submit the names of those who’ll soon find themselves sitting at home, at least temporarily.

This is a dramatic change in the implementation of the step aside resolution. The National Executive Committee (NEC), the highest decision-making body, had taken a decision back in March, that the resolution would strictly be applicable to those facing charges.

 

“All members who have been charged with corruption or other serious crimes must step aside within 30 days, failing which they should be suspended in terms of rule 25.70 of the ANC constitution,” Ramaphosa said at the time.

 

It’s no secret that the list of ANC members, particularly those who have been merely accused of wrongdoing, is endless – this begs several questions, what would the allegations be limited to? What exactly would that scope be? If this is implemented at all, would there even be anybody left in the ANC?

 

From ANC president Cyril Ramaphosa, to the likes of Naledi Pandor, Gwede Mantashe and David Mabuza – a large number of party members in the ANC face allegations and recommending that even they surrender their posts, even temporarily, would most certainly impair the ruling party.

Multiple deaths have been confirmed at a disused parking facility in Johannesburg, as around 100 shacks caught fire earlier on Wednesday.

 

A total of nine people – including one infant – have been killed after a fire ripped through the Kaserne parking garage in Johannesburg [former Transnet building]. The location, which is occupied by poverty-stricken citizens living in shacks, went up in flames earlier this morning. Several locals also injured themselves by leaping out of the five-story structure.

 

The CBD inferno commanded a large emergency response, but there was little that firefighting crews could do to prevent any more deaths. A total of 20 patients received treatment on the scene, with severe burns and fractures reported.

 

It’s believed that roughly 100 shacks caught fire on Wednesday morning, and although a large majority of residents managed to escape, each of the nine tragic deaths will be felt immeasurably by this tight-knit community.

 

Emergency Services spokesperson Nana Radebe made a media statement earlier in the day. The medic confirmed a number of details from the harrowing scene – but was unable to comprehensively explain what caused this devastating fire.

 

“This is one of the hijacked buildings that have shacks inside. Around one hundred shacks have been affected, and nine people have died, including an infant. A number of people were also treated on scene and most of them were taken to hospital with burns and fractures.”

Motorists had to dodge stones and what appears to be a petrol bomb during ongoing service delivery protests on the R335 in the Motherwell area in Gqeberha.

 

On Wednesday, 14 April, a truck went up in flames and two buses from the Algoa Bus Company were set alight on the M17 on the way to Kwazakhele on Tuesday morning. Before that, a tanker truck was set alight on the corner of the M17 and R335 to Addo.

 

In a video that emerged on social media, protesters can be seen running towards a truck during service delivery protests in Gqeberha. While the truck driver stops and tries to reverse, his passenger jumps out and runs towards the back of the truck. Motorists can be seen trying to make a U-turn in the background. At this point, more protesters emerge tossing stones at the vehicle.

 

The areas remain tense after several buses and trucks were torched in ongoing service delivery protests on the R335 and Motherwell in Gqeberha this week. Captain Andre Beetge said all routes have been re-opened while police are monitoring the situation.

 

“It’s still tense at the moment and we need to stabilise the situation.” He added that no arrests have been made.

 

In a separate video clip, protesters can be seen tossing what appears to be a petrol bomb towards motorists.

 

On Tuesday Chief Executive Officer (CEO) of Algoa Bus Company, Sicelo Duze, said six of their vehicles were torched in service delivery protests since the beginning of the year. It will cost R8 million to replace buses torched in Gqeberha since the beginning of this year.

 

“To replace all six buses will cost the company R8 million. Our buses are insured, but the book value of one alone is R600 000 and it will take R1.2 million to replace it,” he said.

 

While the bus service will continue along those routes once protests have stopped. Duze added that it does not make sense to burn private property.

 

“People are asking for houses and water and I understand people’s frustration with government. But they are fighting for lack of service and then burning the companies providing those services. We are not part of government. There’s nothing we can do to fulfil government promises. It doesn’t make sense and it’s quite frustrating.”

A rare type of blood clot occurs at a similar post-vaccination rate among those who get Pfizer or Moderna shots and people who receive the AstraZeneca COVID-19 vaccine, according to a newly published study.

 

Researchers found that four in a million patients experienced cerebral venous thrombosis (CVT) after getting a shot produced by Pfizer or Moderna, compared to the five in a million in those who received the AstraZeneca vaccine. The University of Oxford also has a five in million rate.

 

The study, conducted by scientists from the university, was observational, using electronic health records to explore the incidence of the rare type of clot in people two weeks following COVID-19 diagnosis, or influenza, or receipt of vaccines from Pfizer or Moderna.

 

The total incidence of CVT was 39 per million people.

 

While the identification of a similar risk from Moderna and Pfizer vaccines for clots is new, “we cannot conclude that the mRNA vaccines studied here are associated with an increased risk of CVT; far larger samples are needed to address this question,” researchers wrote.

 

The study has not yet been peer-reviewed.

 

A number of post-vaccination clots were identified in various countries since last month in people who got an AstraZeneca shot, prompting a review by the European Union’s drug regulator.

 

The European Medicines Agency in early April concluded that there was a “possible link” between the shot and the clots, advising AstraZeneca to mention the clots as a possible side effect.

 

Post-vaccination clots in patients who received Johnson & Johnson’s vaccine triggered a near-nationwide pause in using the shot in the United States this week. Those issues are similar to the ones seen in people who received an AstraZeneca shot, U.S. health officials have said.

 

But U.S. officials had also said neither Moderna’s or Pfizer’s shot were linked to CVT, at least in combination with low blood platelet levels, or thrombocytopenia.

 

“To be very clear, these types of reactions—blood clots in combination with low platelets—are not being seen with the authorized vaccines from Pfizer and Moderna,” Centers for Disease Control and Prevention Director Rochelle Walensky told a virtual briefing this week.

 

Moderna and Pfizer had also said that assessments of safety data showed no link with either CVT or thrombotic events. Neither company returned requests for comment on the new study.

 

The records for the new study came from TriNetX Analytics, a health records network that provides anonymized data from 59 healthcare organizations, primarily in the United States. The network has records for 81 million patients. Researchers looked at the records of 513,284 patients, some of whom were diagnosed with COVID-19 between Jan. 20, 2020, and March 25. Others received a flu diagnosis during the same period of time while a third cohort received a COVID-19 vaccine.

 

The risk of experiencing a CVT was eight to 10 times higher in the two weeks after being diagnosed with COVID-19, versus people who got the flu or people who received one of the two vaccines, both of which are built on a messenger RNA platform.

 

COVID-19 is the disease caused by the CCP (Chinese Communist Party) virus.

 

“We’ve reached two important conclusions. Firstly, COVID-19 markedly increases the risk of CVT, adding to the list of blood clotting problems this infection causes. Secondly, the COVID-19 risk is higher than seen with the current vaccines, even for those under 30; something that should be taken into account when considering the balances between risks and benefits for vaccination,” Paul Harrison, professor of psychiatry and head of the Translational Neurobiology Group at the University of Oxford, said in a statement.

The governments of Tanzania, Uganda and international oil firms, French Total E&P, and China's Cnooc have signed off four key agreements for commercialisation of the proposed East African Crude Oil Pipeline (EACOP), bringing to end years of protracted negotiations and setting on course Uganda's oil project for the next phases of development and production by earliest 2025.

 

Total SA is the parent company of Total E&P licensed to operate in Uganda, alongside Cnooc. The two ventured into Uganda after each acquiring 66.66% stake from Anglo-Irish Tullow Oil PLC, which recently sold off its entire stake, and is currently winding up its operations. The planned U.S.$3,5 billion crude export pipeline is to be 1,445 kilometers long, beginning in Hoima in western Uganda and ending at Tanga in Tanzania.

N'Djamena, Chad - Chad's President Idriss Deby Itno died on Tuesday from wounds sustained in battle after three decades in power, the army announced.

 

The shock news came only the day after the 68-year-old career military man was proclaimed the winner of a presidential election that had given him a sixth term in office.

 

The army also announced a curfew and border closures after the death, as well as the dissolution of government and the parliament

 

Deby had ruled Chad with an iron fist since taking power on the back of a coup in 1990 but was a key ally in the West's anti-jihadist campaign in the troubled Sahel region.

 

The army said Deby had been commanding his forces at the weekend as they battled rebels who had launched a major incursion into the north of the country on election day, April 11.

 

Deby "has just breathed his last breath defending the sovereign nation on the battlefield," army spokesman General Azem Bermandoa Agouna said in a statement read out on state television.

 

The army said a military council led by the late president's 37-year-old son Mahamat Idriss Deby Itno, a four-star general, would replace him.

 

The council has already met to draw up a transitional charter, Agouna said, without elaborating.

 

Deby's son oversaw his father's security as head of the elite presidential guard and often appeared alongside him, wearing dark glasses and military fatigues.

 

On Monday, the army had claimed a "great victory" in its battle against the rebels from neighbouring Libya, the Front for Change and Concord in Chad (FACT).

 

FACT, which waged its attacks in the provinces of Tibesti and Kanem, had claimed in a statement that Deby had been wounded - a report that could not be confirmed.

The tanks were later withdrawn apart from a perimeter around the president's office, which is under heavy security during normal times.

 

"The establishment of a security deployment in certain areas of the capital seems to have been misunderstood," government spokesman Cherif Mahamat Zene had said on Twitter.

 

"There is no particular threat to fear."

 

However, the US embassy in N'Djamena had on Saturday ordered non-essential personnel to leave the country, warning of possible violence in N'Djamena.

 

Britain also urged its nationals to leave, although France said in an advisory that there was no specific threat to the capital.

 

FACT, a group mainly made up of the Saharan Goran people, said Sunday that it had "liberated" the Kanem region. Such claims in remote desert combat zones are difficult to verify.

 

The group has a non-aggression pact with Khalifa Haftar, a military strongman who controls much of Libya's east.

 

The Tibesti mountains near the Libyan frontier frequently see fighting between rebels and the army, as well as in the northeast bordering Sudan.

 

French air strikes were needed to stop an incursion there in February 2019.

 

In February 2008, a rebel assault reached the gates of the presidential palace before being pushed back with French backing.

Chairperson of the Somali Community Services Said Mohamed said they believe certain people are orchestrating the crimes in order to run them out of business.

 

“We know that our own Somali brothers pay a fee of about R500 for protection from township thugs. There is no need to pay any fee. The police must do their job and be visible in all our shops,” he said.

Executive mayor Dan Plato said in a statement on Monday 19 April that the 15-hectare parcel of land in the River Club has been approved for development by the Liesbeek Leisure Properties Trust, with development promising to provide “a significant boost to the Cape Town economy as the impact of the COVID-19 lockdown [continues]”.

 

Plato said that the 150 000 square metre mixed-use space will be divided into commercial and housing uses across two precincts, and said that heritage considerations have been accounted for.

 

“The city has carefully and thoroughly considered all of the submissions and concerns during the appeal process. We are acutely aware of the need to balance investment and job creation, along with heritage and planning considerations,” he said.

 

“It is clear that this development offers many economic, social and environmental benefits for the area. We are committed to driving investment to revitalise the economy, which is slowly recovering following the impact of COVID-19,” said Plato.

 

MIXED-USE DEVELOPMENT TO INCLUDE LOW INCOME HOUSING

 

The proposed development will contain the following:

 

  • 59 600 SQM office space;

  • 20 700 SQM retail space;

  • 8 200 SQM hotel;

  • 4,100 SQM gym;

  • Restaurants, conferencing, school and events space

 

The developers of the project have pledged to assign 20% of the residential floor space to affordable housing opportunities. A total of 31 900 SQM of the development is intended for residential purposes.

The delegation would be pursuing “public-private partnership” aimed at boosting tourism in the region.

 

EXPANDING THE RESORT

 

Premier Mokgoro met virtually with the MEC for the Department of Arts, Culture, Sports and Recreation Galebekwe Tlhapi, as well as the Acting Head of Economic Development, Environment, Conservation and Tourism Department Sarah Manone.

 

Representatives from the Presidency and National Department of Tourism joined the discussions as well, to look at ways in which to “expand the resort and improve the infrastructure”.

 

The delegation hopes that it would “unlock the maximum tourism boom” for the region, as the Sun City Resort is regarded as one of South Africa’s key tourism destinations “during and beyond the COVID-19 pandemic”.

 

Resort management laid out plans to expand the establishment. This includes a new hotel used for sports, conferencing and cultural activities, as well as added leisure amenities for guests.

 

SUN CITY TOURISM BOOM TO BENEFIT SA

 

Mokgoro’s spokesperson, Vuyisile Ngesi, confirmed that “all parties agreed to formulate an action plan with deliverables to kick-start the partnership.”

 

“The Office of the Premier will take care of ensuring that all key departments are on board. This is the business case that we would also broaden to look at other economic sectors in the region because the inter-linkages are very important”.

The ANC government’s expensive obsession with Cuban expertise is simply unaffordable and unacceptable. It puts needless pressure on an already empty fiscus and is a slap in the face of unemployed South African experts who have more than enough expertise and are more than able to do everything that the Cubans are paid exorbitant amounts to do in our country.

 

This coming Thursday, 24 more Cuban engineers are expected to arrive in South Africa to assist with “water supply service delivery and related services”. The Minister of Water and Sanitation, Lindiwe Sisulu, will welcome them in person.

 

According to the available information, they are not yet registered with the Engineering Council of South Africa (ECSA). Their qualifications do not have the accreditation required by the ECSA and, thus, they are not allowed to sign off on any plans.

 

Over the years, the ANC’s historical ties and ideological attachment to a communist dictatorship have become a very heavy and fruitless burden on South Africa.

 

Ace Magashule, former Free State Premier, recently gave concrete expression to this friendship in 2015 when he appointed 37 Cuban engineers as “technical advisors” in the Free State province.

 

After that, service delivery in the province deteriorated at an alarming rate despite the presence of the Cuban “expertise”. It came at a cost of approximately R80 million. By last year, there were only three of those engineers left in the country.

 

There are many similar examples. For instance, the 150 Cuban technical experts who were supposed to assist with the maintenance of defence force vehicles, which turned out to be a billion-rand failure (Network24: Tesourie bloei vir Kubane in SA: 12 June 2020).

 

And last year, 187 medical professionals from Cuba were brought into the country to assist with the Covid-19 pandemic, while there are thousands of unemployed medical experts locally who could have done the work.

 

This is clearly not about bringing expertise into the country to benefit the people, on the contrary, this is done at the expense of the country and all its people.

Strategies food firms use include building close relationships with government, influencing scientific research and sponsoring events.

 

Obesity and diet-related diseases, such as type 2 diabetes, are major public health problems in South Africa but many in the food industry strongly oppose globally recommended policies that could address this. Such policies include restrictions on marketing of junk food to children and improvements to food labelling.

 

In a new study, we identify strategies used by the food and beverage industry in South Africa to influence public health policies. The strategies include building close relationships with government departments, influencing scientific research and sponsoring community events.

 

Two years ago South Africa increased taxes on sugar-sweetened beverages despite strong opposition from industry. Health experts fear that those with vested interests could thwart or delay other initiatives designed to protect people’s health. There is a proposal, for example, to increase the sugary drinks tax by 5%. There are also efforts to put new warning labels on unhealthy foods and restrict their marketing.

 

Our study focused on the political strategies used by ten major food and beverage industry actors in South Africa in 2018 and 2019. We identified the tactics they used by examining publicly available information, such as company reports, media releases and government documents.

 

We found 107 examples of food industry practices designed to influence public health policy in their favour.

 

The strategies we observed echo the tactics used by tobacco companies around the world to counter recommended public health policies.

 

PARTNERSHIPS BETWEEN THE FOOD INDUSTRY AND GOVERNMENT

 

The actors we looked at included the biggest food producers in the country as well as global beverage companies.

 

We found several high-profile partnerships between companies and some government departments. These included the departments of basic education, sport & recreation, and health. Company-branded school breakfast programmes and education campaigns were among the initiatives.

 

The food industry also sponsored a range of community events. These were usually heavily branded, with promotional material targeted at children. This contradicts industry commitments not to market to children under 12 years old.

 

Many corporate-sponsored community programmes focused on poverty alleviation and under-nutrition.

 

We also found examples where the food industry donated sugar to food security efforts.

These partnerships between the government and the food industry could compromise the credibility, independence and priorities of ministries. For example, donations of sugar are likely to be in opposition to the objective of reducing rates of type 2 diabetes and obesity.

 

We also found examples of the food industry lobbying government policymakers. This was largely in opposition to the tax on sugar-sweetened beverages that was implemented in April 2018.

 

Food industry actors emphasised their role in the economy, with a focus on job creation. They ignored the cost that diet-related ill health has on the health system.

 

In addition, they framed the conversation on disease prevention as being about physical activity and individual responsibility. This language diverts attention away from the harmfulness of unhealthy food products. It also shifts the blame onto consumers.

 

We concluded from our findings that the food industry’s tactics were designed to reduce the likelihood that the government would adopt global recommendations to tackle rising obesity rates and improve population diets. These include restrictions on marketing of junk food to children and improvements to food labelling.

 

Industry tactics also increase the chances that the solutions favoured by the industry are adopted by the government. This is despite evidence that the solutions preferred by industry, such as self-regulation of marketing to children, are much less effective than other solutions, such as mandatory restrictions on marketing unhealthy food products.

 

WHAT CAN BE DONE?

 

There are several mechanisms that could be used to counter industry influence and interference in policymaking.

 

As a start, the government could make more information available to the public. This could be done through listing political donations and gifts to government officials, publicising the diaries of ministers and other senior government employees, and publicly releasing correspondence between corporations and government officials.

 

In academia and civil society there could be public disclosure of potential conflicts of interests. Grants and awards from corporations could be disclosed.

 

Given the urgency of the problem, the government needs to be held accountable for its role in addressing obesity and diet-related diseases, such as type 2 diabetes, in South Africa.

 

And the food industry should refrain from using practices that may delay the adoption and implementation of globally recommended public health policies.

 

The COVID-19 pandemic has highlighted the importance of strong government leadership for health. Accordingly, it is important to strengthen existing mechanisms to manage industry influence.

 

This could lead the way to stronger policies that make a long-term difference to the health of South Africans.

The US State Department has updated its travel advice for South Africa this week – slapping a Level 4 ‘do not visit’ warning on our fair country. At first glance, it seems the concerns are mainly motivated by COVID-19 and the 501Y.V2 variant that originated in Mzansi – but several jarring, non-pandemic-related advisories have also been issued.

 

Level 4 is the toughest possible travel warning the United States Government will give out. We’re on the same naughty step as North Korea, Libya, and Afghanistan. However, we’re joined by most of mainland Europe, and a whole host of diplomatically-friendly countries too. About 80% of all countries have been put onto the red list, solely for health reasons.

 

Indeed, the first paragraph on the State Department’s page for South Africa reads amicably enough…

Then things take a different turn. Unlike most other countries busted down to Level 4, the US warns against ‘violent crime, attacks on vehicles, and the threat of high-risk protests’ in its assessment of South Africa.

 

Aside from health directives, we’ve got advisories for crime and civil unrest. Even a cautious mention of ‘natural disasters’ was published, with US officials still wary of water shortages in certain provinces…

 

“Violent crime, such as armed robbery, rape, carjacking, mugging, and ‘smash-and-grab’ attacks on vehicles, is common. There is a higher risk of violent crime in the central business districts of major cities after dark. Furthermore, demonstrations, protests, and strikes occur frequently.

 

“These can develop quickly without prior notification, often interrupting traffic, transportation, and other services; such events have the potential to turn violent. South Africa’s Western, Eastern, and Northern Capes are experiencing a severe drought. Water supplies in some areas may be affected.

 

Charming; and the review from Team Biden doesn’t stop there either. The White House has shared a list of guidance for travellers to South Africa, telling visitors to ‘avoid informal settlements’ and ‘keep all doors locked’:

Remember the “intelligence report” which formed the basis of former president Jacob Zuma firing then finance minister Pravin Gordhan and his deputy, Mcebisi Jonas, in March 2017, during one of his most memorable cabinet reshuffles? Well, it may not exist after all as three years later, the veracity of the report and its origin remain a mystery.

 

The Inspector-General of Intelligence (IGI) Isaac Dintwe, took the stand at the State Capture Commission on Wednesday evening, 21 April 2021.

 

Dintwe had been roped in to look into the source and authenticity of the report after several complaints were laid with him, including by the Democratic Alliance (DA). As part of his work, he then met with Zuma, who then suggested there may not even be such a report.

 

“He (Zuma) said that he is hearing people talking about an intelligence report and that that report may be none-existent because as a president sometimes gets verbal briefings,” Dintwe told the commission’s chairperson, Deputy Chief Justice (DCJ) Raymond Zondo.

 

ZUMA FAILED TO PRODUCE THE ‘INTELLIGENCE REPORT’

 

Dintwe said Jacob Zuma appeared to be the only in possession of the alleged report. He said he requested the report from Zuma, but all the then president told him was that he would give clarity on the matter, when the time is right.

 

Eventually, Dintwe nor Zuma for that matter, could prove the veracity of the alleged report.

“The modus operandi is that they besmirch you, you suffer the consequences and then there is nothing that actually implicates. They even go to the extent of saying it was a wrong alarm bell but by that time, for instance, the two people were out of their positions.”

 

In March 2017, Zuma recalled Pravin Gordhan and Mcebisi Jonas from their investment road trips in London and New York respectively, ahead of the reshuffle. At the time, the Presidency, which confirmed they would be returning to South Africa, did not give reasons.

 

It would then be learnt that Zuma presented members of the ANC top six (Cyril Ramaphosa, Jessie Duarte, Zweli Mkhize, Gwede Mantashe and Baleka Mbete) with the intelligence report.

 

The decision to fire Gordhan and Jonas, based on that report, didn’t sit well with the top six, most notably Mantashe and Ramaphosa.

More than a year after Muhammed Nagdee was brutally murdered, set alight and then dumped in the veld, his suspected killers are walking free.

 

The three suspects have not been arrested for the crime because DNA samples that could assist in solving the case sit in a police laboratory, untested.

 

And, in the meantime, the suspects have been let out on bail after the magistrate set the case aside, as they await the results of the DNA analysis.

 

The family of the well-known director and TV producer is not alone because tens of thousands of DNA samples have piled up at the country’s National Forensic Laboratories (NFSL) in Pretoria.

 

The extent of this backlog was recently revealed when Gauteng MEC for Community Safety, Faith Mazibuko, told Parliament that the backlog of forensic cases that had to be processed stood at 149 391 on March 4.

 

Mazibuko also told Parliament that as of March 4, only 35 quantification sets had been received by the laboratory in Pretoria.

 

These sets are used in conducting forensic investigations and preparing reports.

 

To Gareth Newham, the ‎head of the Justice and Violence Prevention Programme at the Institute for Security Studies, the backlog is further evidence of the crisis the SAPS is facing. The main reason for this, he explained, is poor leadership at the top management level.

 

“We have had many appointments over the years into critical positions that were political or had nothing to do with experience in policing,” he explained. “If you don't sort that top management echelon out, it will be very difficult to professionalise the police and solve these problems.”

 

Newham said that the effect of this has rippled through the police force, blunting its ability to conduct proper policing.

 

He said there had been a 24% decline in the police’s ability to solve murders between 2012 and 2020. Now 80% of murders don’t get solved.

 

“The issue of the laboratories is one of procurement and planning,” he said.

 

“Two years ago the SAPS forensic science laboratory was able to process just under 130000 DNA samples collected from crime scenes. Last year, this had dropped down to 29000. This shouldn't be happening if you had the right people fulfilling their functions at their posts.”

 

The biggest blacklog at the FSL is in their biological division, with 111 342 cases yet to be attended. The biological division analyses body fluids, DNA and hair samples.

 

Ballistics, which focuses on firearm analysis has a backlog of 9849 cases, while the chemical division which investigates incidents relating to fires, drugs, chemical related crimes are backlogged by 26 679 cases.

 

The scientific division which investigates forensic samples of materials, fluids, medicine, poisonous substances, etc, have 1 474 cases.

 

Document investigation, such as that of forgeries, has a backlog of 44 cases.

 

Mazibuko indicated that routine evidence is usually ready within 35 days from registration, non-routine evidence is finalised 113 days after registration and ballistic evidence after 90 days from registration.

 

Nagdee’s charred remains were discovered in an open field in Honeydew, on the West Rand.

 

“The backlog has affected the case in a very negative way,” said Zainul Nagdee, Muhammed’s uncle.

As time has passed the family has become increasingly frustrated at the lack of progress in the investigation.

The family of five-year-old Chantelle Makwena, who was brutally raped and murdered, were told by the prosecutor that the reason the suspect had not been arrested was that there was no reagent at the labs to perform the DNA testing required to link him to the crime.

 

The suspect, who was out on bail for another rape case, has since disappeared.

Kevin TRYTSMAN, ex CCB, and now working for Tito MALEKA is/was also good friends with George 'The Butcher' DAMANOVICH (EAG) and Ferdi BARNARD (ex CCB [Civil Co-operation Bureau] and DCI [Directorate of Covert Information]). It had been widely speculated that top officials have been involved in the disappearance of children, but actually there are some facts available. The author had met an officer in the Security Branch who had an informer within the Gert van ROOYEN circle. It is a known fact that Gert van ROOYEN was involved with sanction busting together with Pik BOTHA. Somehow MOSSAD was also involved through Moss ESTAR and Ronald TANUR, both being linked to VAN ROOYEN. Both were kicked out of MOSSAD because of their paedophile activities, taking into further account that one of Pik’s closest friends is Les LEBANON of KADETT INVESTMENTS, who also is a known paedophile. Magnus MALAN has also been confirmed through various sources of being a paedophile. Both Pik and Magnus had been linked to the children that had disappeared for apparently sanction busting activities.

 

A most worrying factor also are the reports of Satanism in which Paul ECON is involved together with above-mentioned people, and Cyril RAMAPHOSA who is also a confirmed paedophile, and TOERIEN (see Annexure 24). The involvement of the DOMA church where TOERIEN was a minister and Gert van ROOYEN, Jaques JOUBERT and Charles NEWMAN were members, show that this group had no borders when it come to their operations. To use a church as a front is not acceptable. But one of the biggest unanswered questions will be if the CCB brothel in ZURICH was linked to the disappearance of the children. Considering that TOERIEN worked hand in hand with Jurg JACOMED, the spy from Switzerland, who was the target at the CCB brothel. How many other people were contaminated by the brothel of the CCB in ZURICH?

 

The author would like to express that the paedophile link can be confirmed, but not the Satanism link, although various affidavits in this regard had been made and reported at the TRC.

Johannesburg - The Gert van Rooyen case might be cold, but a recent re-examination of the case has revealed the possibility exists that there is still enough evidence out there to solve this decades-old crime.

 

In 2010, then Hawks detective Marcel van der Watt became involved in the Gert Van Rooyen case after being approached by three sources who claimed there were gross irregularities in the original investigation.

 

His investigation led him to Pretoria where he visited 17 addresses allegedly linked to the case.

 

“To me it was quite clear that there were numerous lines of enquiry that could still be explored.”

 

Van der Watt and his commanding officer later flew to Pretoria from Port Elizabeth to meet with the then head of the Hawks, General Anwar Dramat.

 

“I strongly recommended that we re-open the Van Rooyen investigation. I had a list of 121 individuals compiled by the sources who could still add value to the investigation. I informed General Dramat that the people are growing old, and that time and opportunities to do something about the case are rapidly dissipating” said Van der Watt.

 

He added that two formal letters drafted by a family member with specific questions and addressed directly to General Dramat and General Bheki Cele remained unanswered to this day.

 

But what Van der Watt did learn from the case was that there were allegations from sources of a cover-up in the investigation.

 

“There were allegations from former police and current police members that there were irregularities in the investigation and there were one or two ex- brothel owners who echoed the same thing. That there were politicians who visited the brothels and were involved with children. They claimed there to be an acquaintance between Gert van Rooyen and these politicians.”

 

Van der Watt, who is a well-known human trafficking specialist at Unisa, believes that valuable insights and answers could be gleaned after all these years.

 

“It would mean putting together a team and investing the time and money, but it could be worth it,” he said.

 

“I believe a subsequent investigation was initiated after I left the SAPS, but do not know what the status or outcome of this investigation was.”

 

He maintains that “by following a systematic process and analysis of whatever information and sources are still available, the government and the police may very well be presented with an opportunity to put speculation to rest. The families and South Africa are owed an answer. It has been three decades and they are still waiting.”

 

But while there is the possibility of solving the case, new evidence provided by people who knew Van Rooyen as a teenager point to another spot where he might have disposed of the remains of some of his victims.

 

Beneath a Pretoria shopping mall just off Bloed Street lies the remains of a deep well that was once the playground haunt of South Africa’s most notorious child abductor.

 

In 1979 he abducted two girls aged 10 and 13 and sexually assaulted them. He later released them and was arrested and sentenced to four years' imprisonment.

 

In the late 1980s he is believed to have abducted six girls. The seventh girl was able to escape and, when police caught up with him, he shot his partner Haarhoff before turning the gun on himself.

 

Vermaakt said he did see Van Rooyen after he left Bloed Street. “He was in Capital Park in a bakkie with Haarhoff. I didn’t greet him.”

Respondents interviewed report that Zimbabwean and Malawian children as young as 10 to 15 years of age are being trafficked through the Musina/Beit Bridge (South Africa/Zimbabwe) border. Once across the border respondents have reported that the children are then sold to crime syndicates (reportedly of Nigerian nationality) operating within South Africa. The victims are then trafficked to clients in other provinces within South Africa. Young girls are forced into prostitution, while boys are used to traffic drugs. Respondents have also reported that young women from Lesotho between the ages of 17 and 21 are also targeted by human traffickers and transported through the border post situated at Maseru then on too Bloemfontein where they are forced into prostitution and pornography.

 

Once victims have been transported through the land ports of entry they are sold and trafficked to various provinces within South Africa. Further reports have indicated that Mozambique, Malawi, Zimbabwe and Lesotho nationals (women, men and children of varying ages) have been located in Rustenburg in the North West province and in the Gauteng province with a concentration in Johannesburg.

 

Respondents interviewed in the Cape Town area have indicated that children as young as seven years old have been trafficked into the area from a wide variety of countries from the African continent including Zambia, Senegal, Tanzania, Uganda, Kenya, Ethiopia and Angola. Once these children are controlled by the criminal syndicates, the young girls are forced into prostitution and domestic servitude where they are repeatedly raped by their respective owners. Young boys are forced into labour in factories, the agricultural sector and drug trafficking. There have even been reported cases of the corpses of children being utilised to conceal narcotics across borders.

 

A respondent knowledgeable of operations at the Messina/Beit Bridge border post highlighted a case in which human traffickers appear to be cooperating with and being assisted by DHA officials. A DHA official at this border crossing was arrested for allegedly facilitating the illegal entry of Malawian children from the ages of 10 to 13. These children, in addition to many others, were discovered at the residence of a local church reverend and community leader in a nearby town, who is alleged to be in collusion with the DHA official who was taken into custody. The community leader in question was taken into custody and is suspected to be trafficking children to in order to remove body parts for muti [medicine] purposes.

 

Based on the primary and secondary data it is clear that corruption of government officials and more specifically those within the DHA and the SAPS are direct enablers within the human trafficking chain. A large number of people pass through the land ports of entry, and the presence of corrupt officials acts as a magnet for criminal syndicates. The trafficking of persons is believed to go hand in hand with the smuggling of persons, narcotics and vehicles at these ports of entry.

 

Organised criminal networks are especially active in the part of Cape Town known as the Cape Flats. Again, a favoured tactic is debt bondage. The same networks are involved in prostitution rings including child prostitution. Respondents mention that networks ‘rent’ young children from parents and or guardians. Children, both male and female, and from ages of four to eighteen may be ‘rented out’ for a few hours to a few weeks to earn money. Profits are recycled back to crime syndicates to purchase narcotics from the same individuals that trafficked their respective children. Moreover further reports indicate that children may even be debt-bonded to teachers who in exchange for sex will cover the student’s school fees.

 

Respondents report that the Cape Town city centre is controlled by up to 30 street gangs that fight for control of the drug trade and the trafficking of young boys and girls in the area. Gangs, often linked to prison gangs (specifically those known as the ‘twenty-sixes’ and ‘twenty-eights’), are calling in debts owed by families situated in the Cape Flats areas. Debts are often incurred by households that borrow money from criminal syndicates/gangs to purchase life necessities. These debts are collected by criminal syndicates who use the debtor’s children as payment of interest and capital by pimping children for prostitution and drug trafficking.

9.11 HUMAN TRAFFICKING FOR SATANIC CULTS

 

The operations of human trafficking networks may link to the rituals of satanic cults in South Africa. Certain satanic rituals require a human sacrifice, usually of children. Respondents indicated that the need for victims leads cults to approach criminal syndicates involved in human trafficking. The respondents who spoke about this problem were former members of satanic cults in South Africa, they reported that these cults are very well connected and can be very dangerous. As ex members of such cults these respondents appeared to be genuinely concerned about their own safety and reported that they had received death threats in the past.

 

Respondents indicated that the satanic cults operate in all areas of South Africa and have an abundance of financial resources. They revealed that the main operational centre for satanic cults is in Krugersdorp, Gauteng. In some instances adult men or women may also be sacrificed, depending on the ritual being performed. Respondents said the criminal syndicates that the satanic cults deal with are often Nigerian.

 

Members of satanic cults are usually white and are often affluent members of society, including doctors, lawyers and businessmen (including women).

 

One police officer said he had heard of the practice of human sacrifice by satanic cults as well as ‘snuff films’2 allegedly perpetrated by such cults. The officer said he had also heard that there is talk among prostitutes about snuff films. However he said no concrete evidence has been revealed, possibly due to the secrecy of the cults and the fear they instil; or because such things do not take place.

 

The respondents said if these cults are unable to acquire victims from local criminal syndicates they resort to kidnapping – often from rural areas. They added that satanic cults generally target street children and prostitutes. If the ritualistic killing requires a male victim, they target gay men in bars and sedate them through the use of drugs, as it is more difficult to kidnap men directly from the street due to the level of resistance.

 

Respondents said satanic cults often operate with the assistance of corrupt SAPS officials. Cults also focus on other forms of criminal activity such as drug trafficking. One respondent added that some police allegedly bring narcotics that have been seized in police operations for use by the cult. The narcotics are distributed to local criminal syndicates (often of Nigerian nationality) and resold on the street, with the police official and the satanic cult taking their respective cuts. One respondent added that, on one occasion, a police official had in his possession heroin and crack cocaine with a street value of almost 800 000 ZAR, which was to be supplied to a Nigerian crime syndicate. The respondent emphasises that this is a regular occurrence.

 

The respondent in question even provided researchers with an opportunity to view a recording of a satanic ritual that involved the sacrifice of a human being. For the protection of the respondents, the video was not released nor were any of the details of the ritualistic killing divulged.

 

The data obtained thus far, while far from comprehensive, indicates an urgent need for further academic and police exploration.

 

9.12 CONCLUSION

 

Over the course of this research, two issues became apparent. The first is the lack of proactive law enforcement both on a general level and in relation to human trafficking specifically. There appears to be a lack of coordination among different law enforcement entities as well as within the SAPS itself. Based on interviews with respondents, there appears to be very little communication and command and control. One respondent reported that the issue of human trafficking is not considered a priority within the SAPS; therefore it is very difficult to obtain support for counter-human trafficking efforts either from a monetary or a resource perspective. The second issue concerns the repeated allegations of corruption within law enforcement units: specifically, the SAPS and Department of Home Affairs (DHA).

AfriForum has personnel in Piet Retief that monitor protests in the town and provide AfriForum’s head office with real-time information. The civil rights organisation has also appointed a legal representative to monitor the court proceedings closely.

 

Lastly, AfriForum condemns the comments made by Vusi Shongwe, MEC for community safety and security in Mpumalanga, who earlier this week suggested that violence could possibly break out in the province if the five men were indeed granted bail.

 

The MEC should have called for calm instead.

 

The court proceedings have been postponed until 30 June 2021.

The relative freedoms we enjoy at Level 1 of lockdown could soon be limited, after Zweli Mkhize confirmed the government is now ‘going through a process’ to decide which tougher restrictions should be brought back. This, despite South Africa’s rates of new infections mainly remaining significantly low.

 

SOUTH AFRICA COULD FACE ‘TOUGHER LOCKDOWN RULES’

 

The Health Minister isn’t likely to win many people over with his call for a harder version of lockdown, but as reported by Bloomberg, Mzansi could be left with no choice: Cabinet and the National Coronavirus Command Council have seemingly been spooked by events in India, where a devastating wave of COVID-19 brought the country to its knees.

 

It’s common knowledge that a third wave of infections – in some shape or form – will occur as South Africa heads deeper into its winter season. Mkhize and his comrades are mulling ‘pre-emptive’ action for the weeks ahead, as they look to mitigate the impact of any possible virus resurgence. The minister told an online conference on Thursday:

 

“The challenges we have seen in India are very serious. We have received an advisory from the Ministerial Advisory Council (MAC) that we have to consider some restrictions and we are now going through that.”

 

MKHIZE CONSIDERS ‘RESTRICTIONS’ TO BLUNT THIRD WAVE

 

It’s quite possible that Zweli Mkhize and the MAC have got one eye on India, and the other on several provinces across South Africa. Rates of new cases, and indeed, hospitalisations have been increasing in the Northern Cape, North West, and Free State – with test positivity rates also on the march.

 

On their own, this wouldn’t be enough to warrant a national lockdown just yet: But there is genuine fear within the government that an India-type situation could happen in Mzansi. With no proper vaccine rollout to speak of until next month, SA remains vulnerable to deadly waves of the virus until millions of citizens have received their jabs.

The NSPCA has instructed their legal team to appeal the judgement against Thandi Modise after she was acquitted of animal cruelty charges.

 

The National Society for the Prevention of Cruelty to Animals (NSPCA) are set to appeal the judgement handed down to Thandi Modise on Friday.

 

Modise, speaker of the National Assembly in Parliament, was acquitted of all six charges relating to animal cruelty in the Potchefstroom Regional Court today, 30 April.

 

The court determined the man she hired to look after the animals “failed in his duties” when he left the farm complaining that he hadn’t been paid and that he should be held responsible.

 

In 2014, the NSPCA filed charges against Modise after it found scores of dead animals on her North West farm.

 

LEGAL TEAM INSTRUCTED TO APPEAL JUDGEMENT

 

Marcelle Meredith, NSPCA Executive Director, said in a statement on their Facebook page that the organisation will be appealing the judgement.

 

“The NSPCA has instructed Mr Nel and the legal team of Afriforum to appeal the judgement handed down by the Potchefstroom Magistrates court today. This is a complete travesty of justice for the animals that suffered and died a horrendous death, but we will not give up.”

 

“We are indebted to Advocate Gerrie Nel and the legal team of Afriforum for their great efforts in assisting us with the private prosecution, ” said Meredith.

 

‘ANIMALS INDEED SUFFERED AND DIED’

 

The NSPCA added that there has been overwhelming evidence that proves animals indeed suffered and died on the accused’s farm- “this is a fact that has never been denied by the accused’s defence team”.

 

This week Dr Sameer Abbas and a farm worker Thebogo Mokaedi testified about “the horrible circumstances “on Modise’s farm when the local DBV intervened in 2014.

 

“After almost seven years of pursuing justice for the animals that were subjected to heinous cruelty on her farm, the NSPCA is extremely disappointed that Thandi Modise has been acquitted of all charges of animal cruelty brought against her,” said Meredith.

The hammer has fallen on controversial ANC stalwart Ace Magashule. After refusing to budge from his position as the party’s Secretary-General, President Cyril Ramaphosa and his ‘Top Six’ comrades were left with no other choice, and officially suspended the 61-year-old on Wednesday afternoon.

 

WHY HAS ACE MAGASHULE BEEN SUSPENDED BY THE ANC?

 

The suspension will be a temporary measure, but it does now enforce the ANC’s ‘step aside’ policy as a legitimate course of action. On Tuesday, KZN’s Deputy Leader of the 109-year-old organisation confirmed he was leaving his role ‘until his own cases of corruption have been resolved’ – the decision seemingly paved the way for Ace’s suspension.

 

Magashule is accused of graft in the province of Free State. While he ruled as the provincial premier, the political veteran stands accused of orchestrating a fraudulent operation worth more than R250 million, enriching himself and his cronies through an alleged ‘asbestos auditing contract’. He has been charged by the Hawks, and further litigation awaits.

 

STEP ASIDE RULE CLAIMS PARTY STALWART

 

The ‘step aside’ rule is a gentle push in the right direction for any ANC member accused of corrupt acts. If they do not voluntarily give up their positions after 30 days, a suspension will be enforced.

 

Ace Magashule is now banned from carrying out any public duties in his capacity as an ANC member – and the suspension has been backdated to Monday 3 May. We can now expect some significant pushback from Magashule and his factional supporters within the party – and he’s likely to challenge the decision in the coming days.

The hospital experienced a critical water shortage between 2 and 5 May 2021 due to poor management and poor maintenance of water pipes. This resulted in insufficient drinking water supply, while patients had to use fire hoses to flush toilets.

 

“It is shocking that it had taken the Gauteng Department of Health three days to restore water supply to the Steve Biko Academic Hospital. This type of mismanagement is part the ANC’s DNA, unfortunately, and is a clear indication of what will happen to the healthcare industry if government carries through its plans to implement National Health Insurance. Government’s lackadaisical attitude made it abundantly clear on many an occasion that it cares very little for the man in the street’s welfare,” says Jacques Broodryk, AfriForum’s Campaigns Manager.

The R64 million question is heading to court. Lindiwe Sisulu is now being sued for hiring 24 Cuban engineers to work on several South African projects.

 

Solidarity is taking their battle with the ANC over a delegation of Cuban engineers to court. As filed in their legal papers, Minister Lindiwe Sisulu didn’t meet the deadline to make a proposal to defuse the dispute between the trade union and the government, forcing Solidarity to shift to the next stage of their challenge. The judicial process will now include:

 

 The disclosure of further information about the roles and responsibilities of the Cuban engineers.

 An interdict to stop the deployment process.

 An application for review of the government’s decision.

 

THE R64 MILLION QUESTION

 

The appointment of 24 Cuban engineers to come and oversee several water infrastructure projects in South Africa has caused its fair share of controversy. Sisulu, whose portfolio includes water and sanitation, argues that these technicians are more skilled than anyone currently available on our shores – and was happy to pay R64 million for their services.

 

Solidarity, of course, did not take too kindly to that. They published a list of 120 qualified South African candidates, and asked the Ministry to review the names before going ahead with the team from Cuba. Unfortunately, the situation had hit something of an impasse – but the organisation has now upped the ante with its latest move:

Police and emergency teams have been summoned to a horrendous crime scene on Wednesday, after an alleged ‘mob justice’ incident took the lives of four people – and severely injured another five. This chilling act of vigilantism took place in Zandspruit, which is just to the north of Roodeport in Gauteng.

 

‘MOB JUSTICE’ KILLINGS IN ZANDSPRUIT, ROODEPOORT – WHAT WE KNOW SO FAR:

 

The details surrounding this incident are still sketchy, but local authorities remain on the scene for further investigations. It’s understood that angered members of the community rounded up the nine men, and dragged them to a field before setting them on fire. The survivors have been sent to hospital in a critical condition, with ‘multiple burn wounds’.

 

The four victims declared dead had passed away before the paramedics could roll out any treatment for them. Local authorities are sticking to their verdict that this was the result of mob justice, after pointing out the presence of community members near the location where this horrific act took place.

 

CRIME SCENE DESCRIBED BY FIRST RESPONDERS

 

In a statement published on Wednesday, ER24 – the first responders in Zandspruit – confirmed several major details for us. According to the emergency care specialists, a ‘smouldering tire’ was still burning when medics arrived.

 

“Four men were killed and five others critically injured in an alleged mob justice incident in Zandspruit this morning. ER24 paramedics were called to the scene by the local authorities, arriving at 8:00. Medics found nine men bound, lying in the middle of the field near a smouldering tire. A large gathering of community members had circled the area.”

 

“Medics assessed the men and found that four had already succumbed to their numerous burn wounds. Nothing could be done for them, and they were declared dead. Five other men were found with multiple burn wounds and were in critical condition. They were given life support interventions – before being transported to nearby provincial hospitals.”

An angry group of about 200 community members in Zandspruit, Johannesburg, are believed to have fetched nine men from their homes, in the wee hours of Wednesday, 19 May 2021.

 

“It is reported that on Wednesday, at approximately 2am, a group of about 200 people went out to search for boys who were allegedly robbing the people in the area of Zandspruit,” said police spokesperson Capt Kay Makhubele, at the time.

 

The community members claim the men are behind some of the crime in the area and had decided to take the matter into their own hands, instead of counting on proper law enforcement.

The number of men who have died after being savagely attacked my outraged Zandspruit community members, in what is believed to be a mob justice incident, is now at six, after two more fatalities were confirmed on Thursday, 20 May 2020.

 

Three people were also arrested in connection with the mob attack.

 

Nine men were assaulted by about 200 residents of the Johannesburg township, in the wee hours of Wednesday morning. The community members have accused the men, aged between 20 and 30, of terrorising the area and being behind the crime.

 

The details of the alleged mob incident are rather scary – the men were stripped naked, beaten and set on fire, at a local sports field.

 

According to the Zandspruit community, the pleas for intervention with the South African Police Service (SAPS), fell on deaf ears, something which Gauteng Police Commissioner Elias Mawela has taken responsibility for.

 

“I will always take full responsibility for the crimes in the province, but it does not justify anyone taking matters into their own hands because you can not solve crime with crime,” Mawela is quoted as saying.

 

Despite the latest Zandspruit arrests, the commissioner said they are still investigating and are looking for more suspects. This means more suspects are likely to be handcuffed, for their alleged role in the mob justice attack.

 

The trio already handcuffed face several counts of murder and attempted murder.

 

Four victims of the attack were confirmed dead at the scene, while one died overnight at a hospital. A sixth man succumbed to his injuries later on Thursday.
