One of the most ill-fated decisions of the entire COVID-19 pandemic has come back to haunt the Eastern Cape Health Department. Former MEC Sindiswa Gomba signed off on the scooter ambulances, costing the local fiscus R10 million. Infamously, she went on to blame ‘apartheid’ for her bizarre decision – but the Acting Public Protector is having none of it.

 

Kholeka Gcaleka released the department’s report into the procurement process for these widely-panned vehicles, and found that the tender process was rotten to the core: A heap of irregularities were uncovered, making the scheme both baffling AND illegal. The public consultation programme was also only open for nine days, rather than the 21 required.

 

“The procurement process followed by the Eastern Cape Department of Health, when it decided to supply motorbikes with side car ambulances (or scooters), is deemed to be improper and in contravention of applicable legal prescripts. The investigation has revealed significant administrative or conduct failures during the procurement process”

 

“The appropriate steps in respect of disciplinary action in terms of section 38(h) of the PFMA against the officials that were involved in and responsible for the procurement of the scooters, will be finalised within 90 days from the date of this report. In fact, the conduct of the Health Department was improper and constitutes maladministration.”

 

Gomba, who has since been dismissed from her post, courted a wave of controversy last July. She blamed the procurement of the scooter ambulanced on the ills of apartheid, and the inequalities it has created…

 

However, this defence was savaged by the critics, who rightly pointed out that poorer provinces and districts had not resorted to such questionable measures. MEC Gomba’s hot take on the fiasco is truly something to behold.

 

“The pandemic came unexpectedly and presented itself in a new dynamic. It has also exposed the weaknesses of our health system, and that’s all down to the design of apartheid. [The scooter ambulance project] just shows the true extent of inequalities in our society”.

The fight for the soul of the ANC could take an uglier turn as supporters of secretary-general Ace Magashule and former president Jacob Zuma plan a series of shutdowns around the country, beginning this week.

 

City Press reported that the shutdowns will coincide with the 30-day period that Magashule has been given by the national executive committee (NEC) to step down from his position or face disciplinary action.

 

Among the supporters’ demands is that “the ANC recalls the president of the country and his Cabinet”.

 

The planned actions go against the directive given by the NEC, as enunciated by President Cyril Ramaphosa in his televised speech, that no party members are to convene media briefings, march or canvass support for any members who are criminally charged.

 

Circulars being distributed among the so-called radical economic transformation (RET) group call for the disruption of “key points”.

 

“We must block national roads, metro roads, all access roads to and from business hubs, and those access points coming to and from their rich suburbs,” it reads.

 

It also urges “progressive political parties, NGOs, civil organisations, faith-based organisations, the MK veterans, ANC RET forces and supporters of progressive policies” to join the “#CRMMustFall shutdown”.

 

It adds that “details of key points and logistics will be communicated” at a later stage.

 

SUPPORT FROM NEC MEMBERS AND REGIONS

 

In Magashule’s home province of the Free State, where much of the mobilisation is taking place, the secretary-general’s loyalists include senior officials who this week called a media briefing denouncing the NEC decision. They called on Ramaphosa to make the accounts of the funding for his campaign to become ANC president in 2017 public within 30 days.

 

A Free State provincial executive committee member said: “Don’t be fooled. Magashule still enjoys great support within the organisation [the ANC] and these sentiments [contained in the factional circular] echo the stance of many within the party.”

 

“While some might say he’s mobilising support and thus going against NEC resolutions, we don’t see it that way.”

 

He said the support was coming from “NEC members, provincial executive committee members from the Free State and other provinces, its former members who were kicked out like dogs by this current administration, ground forces who identify more with Magashule’s demeanour and disgruntled ANC members who face the same fate as that faced by Magashule”.

 

The provincial executive committee member said: “The fight-back strategy is simple: get the branches and ground forces behind you and you win the soul of the party.

 

Forget the leaders and the men in suits – it’s the structures that have a stronger say in who leads them.”

 

He added that the fact that Magashule was on the ground, as he was this week during a whistle-stop tour of Soweto, would give him “a lifeline as the clock ticks towards the 30 days he’s been given to step down”.

 

NEC members close to Magashule told City Press that the secretary-general had personally placed his bets on the party’s branches calling for a special conference, which he hoped would exempt him from the step-aside resolution.

 

“Within the leeway afforded to him by the NEC, Magashule is consulting former leaders and engaging with regions, including Gauteng, the Free State, Limpopo and KwaZulu-Natal. While some might say he’s mobilising support and thus going against NEC resolutions, we don’t see it that way. We see it as him utilising his right to engage and seek counsel. Branches are the heart of our movement and if they deem it necessary to put pressure on national office-bearers to reverse their decision, then so be it,” said an NEC member.

 

Another NEC member said: “I don’t think the secretary-general is against the planned national shutdown because it’s beneficial for him, but I think he might have preferred to shake things up quietly. However, at this point, it’s time to try any means necessary. There was talk of getting those who support him in the NEC to resign en masse, which would force the party to hold a special conference, but not all might follow through with that and, should it fail, it would come as another embarrassment.”

‘A FORM OF ANARCHY’

 

Free State spokesperson Thabo Meeko said that “technically”, the media briefing by the Free State regional leaders was permitted by the party.

 

“The ANC does allow for any member at any level, even the regional leaders who held the media briefing, to air their thoughts. This, however, is supposed to be in line with party policies and regulations and in accordance with party resolutions. Given that the briefing happened before the president’s address stating that party members were barred from organising and mobilising against the step-aside resolution, the regional leaders weren’t in breach of any resolution.”

 

“What you might see happening is RET members who aren’t known taking to the streets in their numbers on April 5, with the leaders taking a back seat and respecting the resolutions.”

 

However, Meeko added that the provincial executive committee “frowned on” the leaders’ actions and was not in support of such open defiance of a sitting NEC at the time.

 

About the circular, Meeko said the party regarded it as “a form of anarchy”.

 

A Limpopo ANC leader told City Press: “We’ve received word from comrades in the Free State and Gauteng and we’re also engaging with branches in Limpopo seeking not only to join the national shutdown, but also to be among the branches set to raise their voices in calling for a special conference that will definitely exempt the secretary-general from this step-aside resolution that’s now being weaponised.”

 

The Gauteng RET grouping had been planning to hold a meeting today to strategise and get support for former president Jacob Zuma and Magashule, but this was called off on Friday after the ANC threatened action against those who attended.

 

A Gauteng leader who identifies as an RET member said of the aborted meeting that “the timing was meant so that we [RET forces and those sympathetic to Magashule] can strategise and get instructions from the command centre … on what course of actions to take the next day, when the national shutdown is scheduled”.

 

The RET member said that, despite the statement announcing that there would be no mass meeting, “a plan is still being hatched to ensure that Magashule retains his position”.

 

“What you might see happening is RET members who aren’t known taking to the streets in their numbers on April 5, with the leaders taking a back seat and respecting the resolutions.

 

“RET members are also branch leaders and members, and will continue to canvass support for the secretary-general in order to force a special conference. At this point, a special conference is the only thing that will ensure that our leader [Magashule] retains his position. We’re hoping for a prolonged mass action, though, on April 5 that will show the leaders how serious we are about them recalling Ramaphosa and his Cabinet,” he said.

 

IMPACT OF SCA RULING

 

The Supreme Court of Appeal (SCA) this week ruled that the 2018 election of the ANC’s Free State provincial executive committee had been unlawful and unconstitutional after disgruntled members of the provincial party challenged the election, saying audits of ANC branches had not been done.

 

A senior ANC member within the Ramaphosa camp said this could come as a blessing in disguise for Magashule: “Given that the provincial executive committee, who’ve been very evidently behind the secretary-general, are now free to fully express their support without consequence, they don’t have positions from which they can be suspended.”

 

However, since Magashule still enjoys great backing from the provincial leadership, which appears to be the command centre for the fight-back campaign, the court ruling could throw a spanner in the works because the Ramaphosa camp could appoint an interim structure more sympathetic to the president.

 

This would upset the fight-back campaign’s plans.

 

The ANC member also noted that “the financial taps that come with holding those positions of power in the province could now be closed – and at the wrong time, as they need financial backing to forge a serious fight-back”.

 

Branch structures that fall under the Matjhabeng Local Municipality, where Magashule loyalist Nkosinjani Speelman is mayor, have written to him and asked the provincial leadership to act against him for being party to the defiant anti-NEC briefing.

 

They said Speelman should “cease and desist” from purporting to speak on their behalf.

 

The ANC Youth League Free State provincial task team also wrote a statement supporting the NEC.

 

“We are convinced a charlatan like Ace, who thrives on chaotic moments and disunity, will find it hard to resign and save our organisation embarrassment,” read the statement.

A shocking altercation has played out in Khayelitsha, as reporters from eNCA were robbed of their equipment while filming in the township.

 

Reporters for eNCA news were targeted by armed robbers on Wednesday afternoon, shortly after completing a live crossing back to the studio – the group was held up at gunpoint for their equipment, while working in Khayelitsha.

 

The sprawling township just outside of Cape Town has been unsettled for a while, with frequent protests about service delivery and housing spilling onto a number of major highways. This week, attention has turned to the abysmal state of the roads within Khayelitsha, and eNCA turned up to assess the situation.

 

Sadly for them, they were subjected to a horrendous ordeal. Nobody was hurt during the confrontation, but the volatile atmosphere here is stopping journalists and municipal workers from trying to help these communities.

 

Monique Mortlock was delivering a piece to camera, just moments before being apprehended. The trauma, however, didn’t stop with the robbery: According to the reporter, a local police officer only served to prolong the harrowing experience…

 

“We were just robbed at gunpoint in Khayelitsha after doing a live crossing. Now my colleague and I have to deal with an inept police officer telling us we can’t open the case at this station – a two-minute drive from where it happened – because it’s not in their jurisdiction… WTF?”

Although the videos aren’t dated, it’s understood that they were taken recently. Duduzane Zuma – who once famously claimed he wasn’t born with a silver spoon in his mouth – can first be seen taking a speedboat out for a spin, singing along to Madonna’s La Isla Bonita. In the second video, he sends a birthday shout-out to his friend while on a yacht.

 

A crowd of beautiful women all take turns wishing his friend Max a ‘happy birthday’, including one South African citizen. The videos don’t last long, but they certainly tell us all we need to know about Zuma Jnr’s lavish lifetstyle in the UAE.

 

Fair enough, everyone’s entitled to spend their free time how they want – but Duduzane Zuma is likely doing this on the taxpayers’ bill. The Daily Maverick claims that DZ is still funding his playboy antics with ‘state funds’. On top of that, however, there are even more morally questionable factors.

 

Duduzane is pretty much at the heart of the entire state capture network. The 37-year-old worked closely with the Gupta brothers, and even defended them during his appearance at the Zondo Commission. The fact he is now in the same city as the Indian billionaires, potentially spending our money on his parties, is a slap in the face for many South Africans.

KwaZulu-Natal Premier Ben Ngubane’s office says it is going ahead with a R5-million grant to an anti-crime scheme managed by controversial double agent Mohammed Amin Laher – alias Mark Todd – in spite of Laher’s murky past.

 

Laher, who is under investigation for alleged fraud, assault and misrepresenting his identity, featured prominently in Mail & Guardian articles a year ago which explored a wider conspiracy in the April 1993 assassination of South African Communist Party leader Chris Hani.

 

Laher went to ground at the time. The Truth and Reconciliation Commission’s investigations unit tried unsuccessfully to find him, because it wanted to interview him about his knowledge of the assassination. The commission’s amnesty committee last month wrapped up its hearings into amnesty applications by Clive Derby-Lewis and Janusz Waluz, both serving life sentences for Hani’s assassination, but has not yet announced a decision.

 

The M&G recently stumbled across Laher when tipped off that the operations director of the Car Watch Community Programme in Durban was under police investigation.

 

Laher allegedly gave a false name – Mark Todd – and identity details when he joined Durban’s CR Swart community policing forum’s area board early this year. His Car Watch business card lists his name as Mark Todd, the name by which recent associates appear to know him.

 

He has told the M&G he used the new name because disclosure of his true identity might endanger his life. He claimed he was in the process of legally changing his name. He gave his new name as both Mark Laher and Mark Laher Todd.

 

Last year the M&G learnt of a number of other aliases he used, including Joseph Khan and Dave Brunner. But the most intriguing name used by Laher – son-in-law of deceased drug lord Shariff Khan – is “Ramon”, the code name that appeared on intelligence documents for which Laher was the source.

 

Among these documents was a missive likely to have been delivered to the old National Intelligence Service (NIS) before Hani’s assassination, warning of the plot against the communist party leader. Laher’s handler was Eugene Riley, a member of the notorious military intelligence Civil Co-operation Bureau, who also maintained contact with the NIS. Riley was killed in an yet-unsolved shooting in January 1994.

 

Equally intriguing, Laher also kept in contact with members of the African National Congress’s then-department of intelligence and security. Although the ANC denied knowledge of Laher last year, former operatives in the department later confirmed the contact and the name of Laher’s “handler”.

 

Laher has told the M&G he was a double agent and gave sketchy details of how he came to have pre-knowledge of the Hani assassination plot, variously implicating ANC leaders and operatives on “both sides of the spectrum”.

 

Durban’s Car Watch scheme has been hailed as a forerunner to similar operations countrywide – a co-ordinated effort to regularise parking “attendants”.

 

Premier Ngubane last month made a R5-million pledge to Car Watch at a provincial crime summit. He hailed the scheme for its efficiency in controlling crime in downtown Durban and along the beachfront.

 

The premier this week reconfirmed his commitment to Car Watch, saying he believed Laher had good intentions but he did not want to be “dragged into” allegations about his past.

 

Laher’s lawyers, VJ Kooblal and Associates, say they have written to Minister of Safety and Security Sydney Mufamadi questioning the allegations against Laher.

At 10:25 a.m. on the morning of April 10, Chris Hani, chairman of the South African Communist Party (SACP) and heir apparent to Nelson Mandela as leader of the African National Congress (ANC), was gunned down in the driveway of his home in a well-to-do Johannesburg suburb. Hani had been the long-time leader of the ANC's military wing, Umkhonto we Sizwe (MK), and a legend among the angry youth of South Africa's townships.

 

The halo of martyrdom surrounding Hani' s assassination instantly transformed the nation's politics. Suddenly, the ANC made, and the ruling National Party of President F.W. De Klerk acquiesced to, two demands: the establishment of a Transitional Executive Council (TEC) to rule the country, within the astoundingly short time of six weeks, and a firm date, probably in early 1994, for one-man, one-vote national elections. The ANC also demanded, as a member of the TEC, joint control over the nation's powerful security forces. Though these demands had formally been on the agenda of the negotiating process then under way toward majority rule, they were making very little progress until the assassination.

 

Such apparently noble goals-which amount to the final dismantling of the brutal apartheid system-are not what they seem. Though once representative of the aspirations for social justice and equality of the majority of South Africa's black citizens, the ANC's leadership has, since the early 1950s, increasingly been hijacked by the South African Communist Party, itself historically a tool of outside forces, in the West as well as the East, committed to the destruction of South Africa.

 

Within an hour after Hani fell in his driveway with at least two wounds to the head, the police captured a 40-yearold Polish immigrant, Janusz Walus, reportedly a fierce anticommunist active in right-wing circles. Within hours, the police arrested another man, a key Conservative Party leader and member of the State President's Council, Clive Derby-Lewis, as the alleged mastermind of the plot. Derby-Lewis had, according to police leaks in the media, not only supplied Walus with the gun, but had drawn up a longer list of targets for assassination as well. Almost immediately, the South African and international press was filled with speculation that Derby-Lewis was the mastermind of an international plot which involved right-wing circles in at least Britain, France, and Germany. On May 1, Derby-Lewis's wife Gaye was formally indicted for the assassination.

 

Yet many questions remained. At least two eyewitnesses reported two cars involved in the assassination, one red and one white, which converged on Hani's house. But almost immediately, any mention of more than one person disappeared from all police statements, in favor of the lone assassin Walus, backed by Derby-Lewis's international network. The alleged assassin Walus also behaved in an extremely curious fashion: He was caught right in the middle of the town where Hani lived, at least half an hour after the assassination, still in possession of the alleged murder weaponone the police say was taken from a notorious break-in at a South African air base in 1990right on the seat beside him. He had driven his own bright red car, with license plates traceable to him, and despite the fact that he was Poland's Formula One race car champion in 1977, got no further than 10 kilometers from the scene of the crime by the time police arrested him. Walus's father told the Sunday Tribune April 18, "My son is not a murderer. This is just a plot to frame him, just like the Lee Harvey Oswald story. My son is not stupid. Why would he drive a red car to the scene of the murder? You can see a red car for miles. And why would he leave the gun in the car? Why would he leave that list lying around the house for anyone to find? This is a political provocation. "

 

The police claimed that the gun Walus had used had a silencer, yet several people in Hani' s neighborhood heard at least four, possibly five, shots. South African intelligence sources consulted by EIR in Johannesburg evaluated the assassination as "extremely professional," while ANC officials interviewed by the Tribune described the job as one of a "a marksman," who had shot Hani professionally right behind the ear.

 

Even more interesting, Hani, who had been the victim of several previous assassination attempts and whose concern for his own security was notorious, had unaccountably given his two bodyguards time off, the precise day the assassin(s) struck. The bodyguards' pabsence smelled of complicity from inside the ANC, and in fact Hani' s factional ally Winnie Mandela charged that the ANC had killed him.

The whole affair was so riddled with inconsistencies that even the left-wing newspaper the New Nation commented April 23, "To attribute the assassination to the lunatic rightwing fringe is a poor attempt at exonerating the more sophisticated forces from culpability." The police's nice-and-tidy verdict of Walus as a "lone assassin," backed by a loose bunch of right-wingers, is viewed by most informed people within South Africa with the same incredulity with which Americans regard the Warren Commission's verdict that Lee Harvey Oswald killed President John F. Kennedy.

 

A competent investigation of the crime begins with the question, cui bono?-who benefits? On the lower level, the ANC and its negotiating partner, the National Party, both of whom are determined to see the SACP-dominated ANC in power in the near term. But as EIR has demonstrated in a feature series, and in a new book now rocking South Africa, Tiny Rowland: The Ugly Face of Neocolonialism in Africa, the British establishment and its American junior partners have been the chief sponsors of the South African Communist Party-dominated majority of the ANC's leadership. Their intent is to put a regime in power that would, in fact, represent a black-minority regime, resting on a minority of the black population of South Africa; the ANC, dominated by the Xhosa tribe, has at most 500,000 card-carrying members, compared, for example, to the 2.8 million members of the Zulu dominated Inkatha Freedom Party (IFP). Such a minority regime would oversee the International Monetary Fund-ordered destruction of the South African economy. The question is: Are there any British intelligence links to the plot? The answer is yes.

 

According to South African intelligence sources, Janusz Walus was intimately associated with the South African Institute for Maritime Research (SAIMR), about which, said one intelligence veteran, "That's a very curious outfit. They have no naval guys in it, and they do no research." Furthermore, the SAIMR reportedly has been involved in various coup operations, including in the Seychelles Islands. In fact, according to a November 1990 article in the Sunday Times of London, the SAIMR was founded as a mercenary group of elite special forces people operating throughout Africa. An investigation by one South African intelligence agency determined that SAIMR was a front for Britain's MI-6.

 

Walus was also associated with, and according to press accounts, had even contributed money to, another British intelligence front, the Stallard Foundation, one with which Derby-Lewis was also reportedly associated. In Britain, one member of Parliament called for an investigation as to whether "British intelligence services" were involved in any way in the murder.

 

__Walus's possible involvement with British intelligence becomes highlighted also with the sudden visit to South Africa, just days before the assassination, of one of the most important figures in British intelligence, former MI-6 Africa desk head Nicholas Elliott. Despite being in his seventies, Elliott made the arduous journey to Johannesburg from London for a mere three days of meetings. According to sources in London, he met with Julian Ogilvie-Thompson, head of the Anglo-American Corp., the ANC's chief financial sponsor inside the country. Elliott, whose father had been headmaster at the elite British boarding school Eton, was the lifelong friend of Soviet spy Kim Philby, and was suspected of having tipped off Philby in 1963 that he was being investigated by British counterintelligence, allowing him to escape to Moscow. Elliott is also a former board member of Lonrho of Tiny Rowland. Rowland's Lonrho purchased the ANC's Johannesburg headquarters for them, and is bankrolling a planned new ANC newspaper.

 

Nicholas Elliott is no stranger to "wetwork"-terror and assassinations. He was a controller of the London-based Sikh radical Jagjit Singh Chauhan, whose associates assassinated Indian Prime Minister Indira Gandhi in 1984.

 

Immediately after Hani's murder, the ANC called for "outside investigators" to oversee the investigation. The British government then appointed the recently retired head of Scotland Yard's Anti-Terrorist Branch, George Churchill-Coleman. Formerly responsible for coordinating police response to all acts of terrorism in Britain, Churchill-Coleman is a high-level Freemason, who, according to one intelligence source who knew him, quashed an investigation into relations between the IRA and the ANC. According to South African police, Churchill-Coleman is merely "advising" them in the Hani murder probe.

Who benefits?

 

The assassination, combined with the identification of Walus as the sole assassin, accomplished several British intelligence objectives simultaneously.

 

First and foremost, it has propelled the ANC toward power in a way unimaginable before the hit. In May 1992, the ANC left the negotiating table of the Congress for a Democratic South Africa (Codesa), as the negotiations for majority rule were called at the time, because it was not getting its way in the face of opposition from the Inkatha Freedom Party of Chief Mangosuthu Buthelezi; the Conservative Party; self-governing states such as Bophuthatswana and Ciskei; various smaller parties, and even sections of the National Party itself. The ANC's attempt to seize power through "mass action" died in a hail of bullets when Chris Hani and others of the "Stalinist' faction of the SACP/ ANC organized an assault-march in Ciskei, which resulted in the deaths of nearly 30 marchers. The failure of this "mass action," forced the ANC back to the negotiating table. By April 1993, the ANC was making only slow progress in its goal of seizing power, until Hani was gunned down. Now, the ANC has proclaimed a campaign of mass action beginning May 1, involving shutdowns of the economy, until its demands are met.

 

Second, political observers in the country note that the identification of the Derby-Lewises as the masterminds of Hani's murder provides a convenient pretext for the ANC and National Party to suppress opposition to their domination of the negotiating process, initially in the Conservative Party in which the Derby-Lewises were active, but soon in others as well. The nation's press has reported charges that lists of opposition figures, both black and white, have been drawn up of those who will be detained in the event of an ANC-NP "coalition government." IFP sources report that the ANC intelligence and security apparatus already coordinates on an intimate basis with its opposite number in the government. Said one person close to the IFP leadership, "Much of the fearsome repressive structure built up during apartheid still exists, which is gradually being merged with the MK [the ANC's armed wing] which ran the torture camps in Angola and elsewhere. This could be a police state even worse than anything in the past."

 

Third, the assassination eliminated Hani himself, who despite his moderate statements of the weeks preceding his death, was the leader of the "Stalinist faction" of the ANC, which believed in shooting its way to power, rather than negotiating. Hani and Winnie Mandela had announced they would form a new party, implicitly against the ANC, should the ANC come to power, and according to intelligence sources in Zimbabwe, had started creating a new armed force there. Aside from Hani and Mandela, this faction also includes Natal Midlands ANC chairman Harry Gwala, ANC Youth League leader Peter Mokaba, and others.

 

Their opponents in the so-called "Leninist" faction include Nelson Mandela, ANC "foreign minister" Thabo Mbeki, head of manpower development and training Mzwai Piliso, ANC General Secretary Cyril Ramaphosa, and until his recent death, ANC Chairman Oliver Tambo.

 

The Stalinist faction has been associated with such dinosaurs as the August 1991 coup plotters against then Soviet boss Mikhail Gorbachov, as well as Fidel Castro, while the Leninists are more closely associated with Gorbachov's dialogue partners in the British and American establishments, and their powerful multinationals. According to intelligence sources, in the early 1980s ANC security forces obtained documentation that leading Leninists Thabo Mbeki, Hani's rival as heir apparent to Nelson Mandela, and Mzwai Piliso had been recruited as agents of MI-6, which may explain why they both reportedly travel on British passports. Ramaphosa is also notorious for his connections to the Anglo-American Corp. since his tenure as head of the Congress of South African Trade Unions (Cosatu), when he was a regular Anglo-American negotiating partner.

Fourth, the timing of the assassination, and the orchestration of Hani's funeral, did much to turn a notorious communist Chris Hani into almost a Christian martyr, a factor of great consequence in a nation of millions of black Christians otherwise opposed to the communist dominated ANC. Hani was killed on Easter Saturday. Anglican Bishop Desmond Tutu told the 80,000 people gathered at Hani' s funeral that he and Hani had once stood beside each other singing Christian hymns. "Mr. Hani was murdered between Good Friday and Easter Sunday at the holiest weekend in the Christian calendar," Tutu proclaimed. "God turned the death of Jesus Christ into a great victory of good over evil. The death of Mr. Hani will also inspire the people to a great victory. His death is not a defeat but a victory." Hani was accorded a Catholic funeral, and four white doves (symbolizing the Holy Spirit) were released over his grave.

 

The British 'strategy of tension'

 

One of the most crucial effects of Hani's assassination was to inflame racial tensions in the country. ANC Youth leader Peter Mokaba's chant to a rally of ANC youth, "Kill the Boer, kill the farmer," was widely publicized in the nation's Anglo-American Corp-controlled press, as were inflammatory statements by spokesmen for such white rightwing factions as the Afrikaner Weerstandsbeweging (AWB) and the World Apartheid Movement (WAM). The last, an extreme right-wing group with which Walus was associated, has not only offered to pay Walus's and Derby-Lewis's court costs, but publicized its vision of "worldwide apartheid."

 

The violence is now escalating in South Africa, with the May 1 killing of five whites in King Williams Town, the attacks and murders of Afrikaner farmers in remote areas, and the almost-daily slaughter of both Inkatha and ANC members, as well as ordinary people in the townships.

 

This methodical blind terror has been attributed, by ANC leader Nelson Mandela as well as others, to some "third force," which is trying to incite hatred between Inkatha and the ANC, and now more generally between blacks and whites. According to a report in The Star of Johannesburg April 22, Walus himself was linked to "third force"-style violence as part of a film crew which would mysteriously show up in black townships just as residents were being shot by unknown gunmen.

 

Though the degree of such "third force" violence now striking South Africa would be impossible without complicity of at least sections of the National Party government's security forces, and although its short-term purpose is to force both white and black South Africans to accept an SACP/ANC-dominated government as the only way to stop the violence, the animosities being inflamed are becoming so intense that such a government would be merely the next step in the downward descent of the country into Yugoslavia-style bloody chaos and war. The "third force," like the assassination of Chris Hani, is clearly orchestrated from abroad.

Intelligence agent Arthur Kemp appears to have knowledge of a wider plot behind Chris Hani’s assassination, writes Stefaans Brmmer

 

ARTHUR KEMP, the right-wing journalist who gave address details for a “hit list” to Chris Hani’s killers, had links with the old National Intelligence Service (NIS) – raising new questions about possible complicity or foreknowledge in official agencies.

 

The Mail & Guardian has also confirmed the identity of one of two NIS “handlers” involved with one-time Civil Co-operation Bureau agent Eugene Riley. The handlers allegedly received intelligence reports from Riley warning of Hani’s impending assassination. Riley died in an unsolved shooting in early 1994, but his girlfriend, Julie Wilken, has confirmed she typed the reports.

 

The reports, revealed in the M&G a fortnight ago, correctly specified April 10 1993 as the date Hani would be killed, and claimed members of the African National Congress’s security and intelligence structures would be involved. Wilken has claimed at least one of the reports reached Riley’s handlers before the assassination.

 

Kemp, who at different times worked for The Citizen and rightwing publication Die Patriot, was arrested after the assassination. He was used as a state witness in the trial of Conservative Party politician Clive Derby-Lewis and Polish immigrant Janusz Walus, who are both serving life sentences.

 

In their trial Kemp testified how he had supplied a list with addresses – which he claimed he believed would be used so demonstrations could be held at the homes of enemies of the right wing – to Gaye Derby-Lewis, wife of Clive Derby-Lewis. The prosecution contended the list of 10 names had been a hit list. Hani’s name appeared third on the list, after Nelson Mandela and Joe Slovo.

 

Intelligence and police sources have confirmed to the M&G that Kemp, a former police security branch member, had been an informant for the NIS. It is alleged that after the assassination the NIS decided to play “open cards” with FW de Klerk’s government: the agency told the then- president of its relationship with Kemp, while denying that Kemp had acted in an official capacity.

 

But in a new twist Kemp, who moved to Britain last year, recently contacted a London publication, claiming to have knowledge of a wider plot behind Hani’s death. He did not give details.

 

Kemp’s claim of a wider plot echoes a similar one by Mohammed Amin Laher, whom Wilken has identified as a double agent for Riley and the ANC’s then-Department of Intelligence and Security (DIS), and as the source of Riley’s information on the impending assassination. Laher has claimed in a call from an undisclosed location that Hani’s death involved a conspiracy “on both sides of the spectrum”.

 

While Wilken and some of Riley’s former associates believe Riley had fed the information to the old department of military intelligence, the M&G this week confirmed that the addressees on the documents – identified in the documents only as “P&F” – were in fact two NIS members who at the time operated under the false company name of Jacaranda Pamphlets, an NIS front.

 

“P”, whose name has been supplied to the M&G but who cannot be named for legal reasons, specialised in gathering information on the right wing in the early 1990s and also had extensive contact with DIS members when they returned from exile after the unbanning of the ANC. He was instrumental in setting up links between DIS and NIS members in the negotiations that led to the amalgamation of the two intelligence bodies to become the new National Intelligence Agency.

 

“P”, who now works from the agency’s head office in Pretoria, this week denied having received the documents or having known Riley. Agency liaison officer Willem Thron declined comment, saying the matter concerned the “now-defunct NIS”.

  • One of the original members of the DIS team that did an investigation on behalf of the ANC into the assassination confirmed Hani had had fears about his own security and had unsuccessfully agitated with the ANC to step up his security.

 

He said the DIS investigation had found evidence of a second killer or group of killers, besides Walus, whom the DIS believed had been involved. He said this was based on an eyewitness report of a second car besides Walus’s; on the angle of a bullet which seemed to have come from a different direction to where Walus had been standing, and on evidence that someone had been hiding behind a wall next door to Hani’s Boksburg home at the time of the assassination.

 

He claimed police at the time had been “unwilling” to follow the leads uncovered by the DIS investigation.

 

  • The documents in the M&G’s possession are only part of a much larger collection of information which Riley had fed to “P&F” at the NIS, a large proportion of them supposedly based on information supplied by Laher.

 

A senior serving intelligence official, formerly with DIS, has confirmed the existence of the documents, which deal with matters as divergent as arms smuggling, politicians’ affairs and a supposed plot to use a computer programme to favour the ANC in the elections. But he claimed the information contained in the documents often had no bearing on reality.

 

The question remains, however, how Riley and Laher could have had foreknowledge of the assassination plot, and how they could have remained in the NIS information- gathering chain if they had supplied consistently false information.

 

  • Hani and another leading South African Communist Party leader had repeated contact with an askari, a former ANC member “turned” by the police security branch, who “turned” again and clandestinely gave the SACP information on security branch matters. FLIGHT SA 232 from Johannesburg to London on February 6 1993, two months before Chris Hani was assassinated, had three passengers of note – the South African Communist Party leader himself; right-wing journalist Arthur Kemp, who was later arrested in connection with his murder; and Inkatha Freedom Party militarist Philip Powell.

 

This “coincidence” was discovered by the Mail & Guardian amid allegations that Hani’s assassination had been part of a plot that went beyond right-wing politician Clive Derby-Lewis and Polish immigrant Janusz Walus.

 

Kemp gave the tip-off about the South African Airways passenger list to a London Sunday paper a number of weeks ago during an attempt to sell new evidence on Hani’s assassination. The flight details were verified by M&G.

 

Kemp was not charged with the murder, but was used as a state witness in the trial – he had supplied address details for the “hit list”. This week, he remained mum, saying only: “I have a story to sell. I am prepared to negotiate the price.”

 

In a letter to the M&G this week, Kemp invited the Truth and Reconciliation Commission to revisit the assassination – claiming it would find nothing new as “there is nothing to hide”.

 

Kemp, now resident in London, also denied he had been associated with the old National Intelligence Service (NIS), as claimed in the M&G last week. The allegation that he had been a source for the NIS had been confirmed by members of the police and the new National Intelligence Agency before publication. He did not deny he had earlier been with the police security branch.

 

SACP deputy secretary general Jeremy Cronin confirmed Hani had been on the flight, saying he had been with a delegation en route to Cuba.

 

Powell confirmed he had been on the same flight, saying he was on a holiday to London. He had encountered Kemp at Johannesburg International Airport before boarding, and had only realised Hani was on the same flight when he saw him at passport control in London.

 

Powell’s alleged role in IFP military activities – and links to the apartheid security forces – was highlighted last year in the trial of Vlakplaas commander Eugene de Kock. Testifying in mitigation of sentence, De Kock said Powell had been a security branch agent and was later associated with the Military Intelligence front company Longreach. De Kock implicated Powell in Vlakplaas-backed gunrunning to IFP military units in KwaZulu-Natal.

In a statement this week, Walter Sisulu University confirmed that student protest action has damaged university property and disrupted classes at its campuses in Buffalo City, Butterworth and Mthatha.

 

Professor Rushiella Songca, Principal & Vice-Chancellor of Walter Sisulu University, announced that the WSU Butterworth Campus will be closed from today, 15 April.

 

“The proactive stance taken by management and the ISRC has resulted in many issues being resolved and the remaining receiving urgent attention. Unfortunately, despite these efforts, some students and/or political formations have taken the unfortunate decision to embark on disruptions resulting in the University’s property being damaged and the lives of WSU staff and students being threatened, she said.

 

“We want to state upfront that students have the right to exercise their rights and express their grievances, but that cannot be done at the expense of others’ rights or the destruction of University property and reputation.”

 

She added that due to these circumstances management has decided to close the Butterworth Campus until further notice. Students were asked to vacate both the WSU and private residences by 15:00 this afternoon, 15 April 2021.

 

“In addition, management will put interventions in place to ensure the safety of its staff and property,” said Songca.

Six people were killed in a mob justice attack in the Eastern Cape. Four men were allegedly burnt alive, while two others were found hanging.

 

Four men were burned alive while two others were found hanging in what police described to be a mob justice attack in Lady Frere, Eastern Cape. A seventh man escaped with serious injuries.

 

In a statement released on Thursday, police said four bodies were found at the Zingqolweni village, in the Ndonga administrative area in Lady Frere on Wednesday, 14 April. The bodies of two others were found hanging in a nearby forest at around 17:45.

 

Brigadier Tembinkosi Kinana said community members alerted police of four men that were burnt alive in an open veld. The ages of the deceased range between 21 and 27.

 

Kinana said police members responded swiftly, and as they were busy processing the scene of the crime, another report came through of two more bodies found hanging in a nearby forest.

 

“This brought the number of the deceased people to six, while one managed to escape the attack and was rushed to a nearby hospital to receive medical attention,” he said.

 

The brigadier said the motive for the mob justice attack remains unknown. “Six cases of murder and one of attempted murder have been opened for investigation.”

 

Meanwhile, Eastern Cape Provincial Commissioner Lieutenant-General Liziwe Ntshinga has ordered a 72-hour activation plan to ensure that all necessary resources are mobilised.

 

“My forces are not going to sleep until these heartless criminals are found. Mob justice remains a serious offence and those who continue to engage in vigilante-style activities must face the consequences of their actions,” said Ntshinga.

The ANC is considering drastic measures to stop damaging audio leaks from national executive committee (NEC) meetings.

 

These measures include returning to physical venues instead of using online platforms, and banning all electronic gadgets, including smartphones, from these venues.

 

The City Press reported that everyone in the meeting would be requested to leave all electronic devices at the door.

 

They will be patted down at the door and will also be under constant surveillance during the meeting to ensure there are no recordings.

 

Should a person be caught recording a meeting or leaking the discussion, there will be severe penalties.

 

These plans follow cases where ANC NEC members recorded online discussion and later leaked this sensitive information.

 

Earlier this week, ANC deputy secretary-general Jessie Duarte accused ANC secretary-general Ace Magashule’s supporters of leaking NEC and Top 6 audio recordings.

 

One of the leaked audio clips is a discussion between the ANC’s leaders meeting with former president Jacob Zuma.

 

In this clip Duarte could be heard saying she believes Zuma should not appear before the state capture commission and deputy chief justice Raymond Zondo.

 

Duarte told the SABC the audio leaks are aimed at dividing the party and drawing people into factions.

 

She said Magashule’s supporters wanted her to be part of that faction, but that she has resisted being drawn into any faction.

 

Duarte believes she is now being targeted by Magashule’s supporters who are behind the leaked audio recording.

 

The ANC is not the only organisation which is struggling to data security problems like audio leaks.

 

Many companies, including large corporates, have been hit with leaks of their sensitive information during videoconferences.

 

Videoconferencing software typically enable companies to block unauthorised recording of the meeting or conference, but this is not a full-proof measure.

 

Attendees can easily use a recording device like a smartphone next to their computer to record the full meeting. This is no effective way to stop this.

 

Another problem is the video files being available online. The Washington Post has recently highlighted that thousands of sensitive Zoom videos have been left viewable on the Internet.

 

These videos included business meetings that contained private company financial statements and other sensitive data.

 

It is therefore important to ensure that any authorised recording of the meeting is not made available online without strict access control.

However, as the net was cast wider to the ‘upper echelons’ of government, DCJ Zondo and his team experienced a significant pushback. Witnesses have grown increasingly uncooperative, and former President Jacob Zuma made a mockery of the panel by refusing to attend on several different dates.

 

Msholozi, however, has support from his friends still inside the ANC’s top brass. Jessie Duarte was heard leaping to uBaba’s defence last week, criticising Raymond Zondo in the process. However, the motivation behind this robbery is yet to be established – and the obvious failure in security protocol is likely to come under scrutiny.

The Walter Sisulu University remains closed due to student riots and protest action in Mthatha. On Monday, a police nyala was set alight.

 

Two members of the Public Order Police (POP) escaped in the nick of time when university students allegedly set a nyala alight in Mthatha on Monday 19 April.

 

Four other police officers conducting foot and vehicle patrols sustained injuries when a group of protestors threw stones at them. The incident occurred near Walter Sisulu University in Mthatha.

 

Police spokesperson Brigadier Vishnu Naidoo said members of the Public Order Unit were monitoring the protest in Mthatha when they came under fire, allegedly by university students.

 

“Two members monitoring the violent protest in a police Nyala, fortunately, escaped unharmed when the Nyala was set alight. The pair managed to jump out moments before the armoured vehicle burst into flames.

 

“Four POP members sustained injuries when a group of violent protestors threw stones at members conducting foot and vehicle patrols. One member has since been hospitalised.”

 

Naidoo added that criminal cases including malicious damage to property and assault had been opened.

 

“No suspects have been arrested as yet.”

 

CURRENT ACADEMIC YEAR UNDER THREAT

 

WSU Vice-Chancellor and Principal, Professor Rushiella Songca, said in a statement on Monday that the university had no choice but to immediately close all its campuses until further notice.

 

“In light of the events taking place on our campuses, the University has no other choice but to close the university forthwith until further notice. Students must vacate both the WSU and private residences by 16:00 this afternoon, 19 April 2021.

 

“During this period, the university will continue with its academic project online using a multi-modal approach for which we are geared. Those staff members who have the tools of the trade can continue to work from home. Management condemns the damage to public and university property and the attacks on its staff members.”

 

She added that an institution-wide shut-down has been declared by the Institutional Student Representative Council (ISRC).

 

“We now find ourselves at an impasse that sees the 2021 academic year under threat, including our staff and university property that stand at risk due to continued student protest action.”

Johannesburg - The National Treasury and the South African Reserve Bank (SARB) have dismissed claims by ANC veteran and businessman Tokyo Sexwale that he was instrumental in depositing billions of rand at the central bank to help poor university students.

 

Sexwale made the claims during an eNCA talk show Truth to Power hosted by JJ Tabane in which he said that he raised billions of rands and that the funds in question were channelled to the central bank in 2016.

 

According to Sexwale, former president Jacob Zuma and incumbent President Cyril Ramaphosa were aware of the funds which he said were meant for free education of poor students.

 

But Treasury and the central bank have dismissed the claims.

 

During his interview on the news channel, Sexwale said two weeks ago they reported a case of theft to the police after funds, while under the care of the central bank, allegedly went missing.

 

But in a joint statement, both Treasury and the SARB said: “Allegations made by Mr Tokyo Sexwale on alleged billions that have been deposited at the South African Reserve Bank (SARB) points to a common scam. Over the years, National Treasury and the SARB have received many such requests for, or promises, of billions (and now trillions) of rands or dollars, and from experience regarding these as simply scams."

 

They added: “Any claim that such funds are meant for deserving causes such as Covid-19 relief, social grants or grants for free education are simply empty promises, to secure the interest of the potential victim."

 

They also indicated that they had previously received correspondence from Sexwale and many others that alleged that billions of rands have been stolen from a fund that had been referred to as the ‘White Spiritual Boy Trust’ and which was set up by a foreign donor. “It is further alleged that there are trillions of dollars in the said fund and that, inter alia, a certain Mr Goodwin Erin Webb was its mandated representative in South Africa. On investigation, the SARB can confirm that it had no record of the existence of the said fund and it had advised Mr Sexwale in writing that, given the SARB’s experience and knowledge of this and other similar matters, it could only conclude that the alleged fund was a scam,” the statement read.

 

The entities said it should be noted that Sexwale was not the first prominent person acting on behalf of Mr Webb or an unknown donor, for such funds, and such requests could be traced to many years before 2016.

 

“The SARB can confirm that all cross-border transactions are reported to the SARB by commercial banks who are appointed as authorised dealers in foreign exchange transactions. The SARB has concluded that there is no evidence to support the existence of such funds. If Mr Sexwale believes otherwise, the onus is on him and his unknown sponsor to provide independently written proof of the existence and/or transfer of such funds, as well as certified copies of actual identification and citizenship of such ‘donors’, in line with the normal FICA- type anti-money laundering requirements,” the statement said.

 

The central bank is adamant that the allegations of theft of non-existent funds have no validity.

 

Meanwhile, attempts to contact Sexwale to elaborate on his comments were unsuccessful as his phone rang unanswered.

There have been 1 303 investigations launched into corrupt SAPS members since 2009, with 680 police officers found guilty.

 

It has been revealed that of the 1 303 corruption cases brought against members of the South African Police Service (SAPS) in the Western Cape since 2009, over 50% have found the officers to be guilty of various crimes.

 

Minister for Safety and Security in the province Albert Fritz provided this information in written reply to parliamentary questions, adding that of the 680 members found guilty of crimes, 376 of them are still employed by the SAPS.

 

HOW CORRUPT IS THE WESTERN CAPE SAPS?

 

Fritz said in his reply that there remains a large number of investigations yet to be concluded, and provided the following information about the Western Cape’s fight against corruption within the SAPS:

 

  1. There have been 1 303 investigations launched into alleged corrupt SAPS members in the Western Cape since 2009;

  2. 1254 of these investigations have been concluded,

  3. 680 SAPS members have been found guilty,

  4. 304 SAPS members who were implicated were dismissed,

  5. 376 still remain in the police service and

 

Democratic Alliance (DA) MP Reagen Allen submitted the questions to Fritz, and also enquired as to why so many of the members found guilty of corruption have not been dismissed. Here’s what Fritz said in response:

 

“They were not dismissed for a variety of reasons including members were found not guilty and in some instances lesser sanctions were imposed.”

 

‘INVESTIGATIONS NEED TO BE CONCLUDED’

 

Allen said that although more than half of the corruption cases amongst SAPS in the Western Cape were found guilty, rooting out internal corruption stands at a rate of 96% as only 49 of these (1 303) cases have yet to be concluded.

 

“We commend the efforts in this regard, but do seek further clarity on the timeframes for investigations to be concluded,” he said, adding that he will put forward additional questions on the impact these cases have had at a station level in our province and how this has been rectified accordingly.

 

According to the Institute of Security Studies (ISS), historically 98% of corruption cases are investigated at station level, he said.

 

“It is important that we establish and maintain integrity and professionalism within the police service. SAPS remains key to establishing community trust in order to achieve public order and effectively fight and prevent crime,” said Allen.

 

Reflecting on efforts by the SAPS to re-establish anti-corruption measures to develop greater levels of accountability in 2015, Allen said that there remains work to be done.

 

“The reply indicates progress, but is also a cause of concern because the reality is that we should have zero corruption amongst our police.”

Cape Town – Police detained 11 suspects in the early hours today after a series of shooting incidents in Khayelitsha on Saturday that left 13 people dead and several injured.

 

The suspects were nabbed at a hotel in Sea Point at about 3am by a task team comprising Lockdown II forces, intelligence officials, organised crime detectives and a combat contingent, Western Cape police spokesperson Brigadier Novela Potelwa said in a statement.

 

’’They are currently being questioned with a view to charging them later. Once charged, the suspects will face murder and attempted murder charges. As the investigations progress, more charges could added,’’ said Potelwa.

 

Nine people were shot and killed at different locations in Site B, Khayelitsha, on Saturday. Four others died due to injuries sustained from the shooting incidents in hospital and five were seriously wounded.

 

Shortly after the murders occurred, Western Cape acting provincial police commissioner Major-General Thembisile Patekile instituted a 72-hour Activation Plan.

 

Patekile said yesterday: “We have moved from the unknown to the known. Persons of interest include possible suspects in the shooting due to a number of reasons, including that they were near the scene or were at the scene.

 

“The investigation will reveal what the motive was, but we are looking at the groups that have been working towards extortion in this area.”

 

A witness, who asked to remain anonymous for fear of victimisation, said he was in a nearby shack when he heard gunshots, the Cape Times reported.

 

“About 15 of these men went past the shack carrying huge guns. They were wearing masks. They came here to look for members who belong to a rival extortion gang who had allegedly killed their boss.

 

“They went into a Somali shop and demanded money, but the Somali guy refused and they shot at him,” the resident said.

 

The Somali Community Board of South Africa blames police inaction for the unabated extortion of foreign-owned businesses and killings in the townships.

Three men exited the bakkie and approached the man who was in his white BMW. One of the bakkie’s occupants levelled a firearm at the man told him to get out of the vehicle. They took off in the BMW, which was found abandoned and burnt a few minutes later in the same street.

 

“A case of hijacking has been registered for further investigation. The situation is still tense and closely monitored by the police,” said Makhele.

The ANC has formally decided to oppose the party’s suspended secretary-general, Ace Magashule's court bid to have his suspension overturned.

 

ANC spokesperson Pule Mabe confirmed in a statement on Monday afternoon that ANC officials had met and had decided to oppose the application.

 

The party has assembled a formidable legal team that includes an attorney, three senior counsels - that includes top advocates Wim Trengrove and Fana Nalane - and one junior counsel.

 

"The ANC has appointed Ledwaba Mazwai Attorneys as instructing attorneys supported by the following three senior counsels and 1 junior counsel, respectively: advocate Wim Trengrove SC, advocate Ngwako Maenetje SC, advocate Fana Nalane SC and advocate Buhle Lekokotla," Mabe said in statement.

 

Independent Media had reported earlier on Monday that it had seen a court filing from ANC officials indicating the party's move to oppose the application.

 

In court papers signed and dated on Friday last week on behalf of Ramaphosa, Duarte and the ANC stated: “Be please to take notice (sic) that the first, second and third respondents intend to oppose the application and hereby enter its appearance to oppose.” The papers were also addressed to Eric Mabuza, of Mabuza Attorneys, which is representing Magashule.

 

Magashule has approached the court to challenge not only his suspension but the ANC’s step-aside resolution.

 

According to court papers, the matter will be heard on June 1, 2021, at 10am.

 

In his application, Magashule wants the court to rule that: “The ANC step aside rule 25.70 of the ANC constitution (is) unlawful, unconstitutional, invalid and null. The suspension letter issued by ANC Deputy Secretary-General Jessie Duarte suspending him to be null/void, the suspension by Magashule to be valid and effective until lawfully nullified and the instruction announced by Ramaphosa and the ANC for Magashule to apologize for issuing the suspension letter to Ramaphosa to be unlawful.”

South Africa’s system of anti-minority discrimination laws has been compared to Nazi Germany once or twice, and there is some similarity in the way in which they approached transformation, though the Germans were of course much more severe, and the warm-up to expropriation without compensation took only 5 years, rather than the 25-30 year time frame we are witnessing today.

 

But there is another aspect which is much more interesting, and that is the similar ways in which they took control of the economy. Fascist economic policies were popular across the world in the inter-war period, both in America, where FDR drew on the economic policies of fascist Italy for the basic structure of his New Deal program[1]. Contemporary America has renewed this approach to the tech sector and steers the policies of the big tech monopolies through a series of PPPs with the CIA known as the Enduring Security Framework.

 

Fascist economics, as remarked by British fascist Oswald Mosely[2], is essentially just Keynesianism – the school of economics which has so come to dominate the thinking in the west, that most of its basic assumptions are simply taken for granted. Using national debt and loose monetary policy to produce a full-employment, welfare-buffered consumption economy.

 

But Nazi Germany was different – instead of consolidating control in permanent state contracts and nationalisation, they re-privatised firms they nationalised when coming to power. The difference is that they made sure the firms went to friends and members of the party[3], and that Jews were economically excluded. This ensured political control of the economy, while keeping it outside the control of bureaucrats, who might be tempted to impose too much rule of law on matters.

 

The recent headlines about SAA are seeing celebrations abroad in the investor class, as they greet Ramaphosa as finally fulfilling his promise of liberal economic reform. But he has done no such thing. The situation is just ambiguous and opaque enough to be missed by casual readers of international foreign investment news – giving hope to the global capitalist class and corporate investors.

 

But the sale of SAA has gone to a consortium of senior party members and state-funded corporations, as well as handing “golden shares” (which give veto power over company restructuring) to the government. The transfer of ownership was also cost-free, suggesting government assistance of one form or another. Predictably enough, the change in management structure is accompanied by the announcement of a more aggressive race-based hiring policy for pilots.

 

The corporation given control of SAA is something called Takatso Consortium, which were given a 51% share, and will be headed by CEO Gidon Novick, the founder of the local budget airline Kulula. This consortium is comprised of two companies, Harith General Partners, an investment company largely driven by a significant quantity of public funding, and Global Aviation (GA), a South African aviation company that leases planes and technical staff to other airlines.

While GA appears to be competent and largely above-board, Harith GP is not nearly so. Its leadership is comprised of several individuals with close ties to both legacy financial corporations and the Public Investment Corporation. Chairman Tshepo Mahloele has served multiple times in both sectors, responsible for drafting BEE policy for Rand Merchant Bank, and has been investigated by the Mpati Commission for irregular dealings with the Government Employees Pension Fund, as well as selling a house at a below-market price to the infamously corrupt party functionary Brian Molefe, and has been mentioned alongside a long string of crooked deals going back at least a decade[4]. Other executives include Jabu Moleketi, a former cabinet minister and ANC member, and Alwyn Wessels, who was in charge of financing public infrastructure for ten years at ABSA.

 

It is highly possible that the handing over of key functions to experienced private administrators could well improve service, and insulate against union disruption, something indicated by workers’ union NUMSA when they objected to the restructuring. But the controls on the major structural features of SAA remain within the grasp of the national government, making it unlikely that looting will cease.

 

Wits Professor Tshepo Mongalo raises suspicions about lack of transparency and potential breaches of due diligence – no money changed hands as shares did, which indicates the potential use of a “vendor loan”, where the party selling shares provides a low or zero-interest loan to the party purchasing, essentially gifting the company.[5]

 

Amid all this is the constant feature of BEE, which operates as a means for ANC-aligned companies to pressure minority and foreign businesses into handing over control, often to a party subsidiary of Chancellor House, an investment company controlled by the ANC. The enrichment of cadres is often a feature of headlines, but the flip side of the coin is that it increases party control and influence over the economy as a whole, while dispossessing native racial minorities.

 

This is a pattern that extends increasingly to every sector of the economy, and to smaller and smaller businesses, who must give away larger and larger shares of their businesses to black people, for free. Since those close to power benefit from favours, this incentivises businesses to find equity partners close to the ruling party, increasing their stranglehold while depleting the remaining functioning economy.

 

The main ideological program of the ANC, the National Democratic Revolution, is itself a National-Socialist plan in essence. Originally used by the Soviets to describe the program of economic exclusion and violent ethnic cleansing used by Indonesia to expel the Dutch, it was operationalised as a general strategy for Soviet-aligned third-world nations to expel Western minorities[6].

 

While the difference between South Africa and Nazi Germany are large and significant, the structural similarities are worth noting and are instructive in understanding the mechanisms of control shared by communist and fascist government systems, whose political programs seek total control before all other considerations. The main difference with the ANC is their lack of urgency. Judging by the scale of looting, it can be reasonably adduced that, unlike the European fascist parties, for ANC cadres, becoming wealthy is taking precedence over securing long term power.

Pretoria - Civilians suffered the most in military attacks by the African National Congress in its fight against apartheid, the Truth and Reconciliation Commission (TRC) said on Friday.

 

In its final report released in Pretoria it notes the stated objective of Umkhonto we Sizwe (MK), armed wing of the ANC, was not to target civilians or white people.

 

MK member Aboobaker Ismail underlined this when he said in his amnesty hearing: "While MK had the means to attack civilians … it never did that sort of thing."

 

The TRC report says: "Despite these noble intentions, the majority of casualties of MK operations were civilians."

 

A total of 71 people died in such attacks between 1976 and 1984. Of these, 52 were civilians and 19 were security force members.

 

Among these civilians were people who the ANC apparently regarded as legitimate targets, says the TRC.

 

'Deliberately targeted'

 

They included "collaborators" such as councillors, state witnesses at the trials of the ANC members, and suspected informers.

 

"In other words, they were 'deliberately targeted individuals', says the report.

 

In attacks such as the detonation of car bombs outside buildings housing security forces, the casualties were predominantly civilian passers-by.

 

There were also a number of blasts in public places such as restaurants. Cadres seeking amnesty for such attacks explained that wrong intelligence had led them to believe security force members frequented these places.

 

The report observes that armed attacks virtually came to a halt between 1963 and 1976.

 

Between 1961 and 1963 about 190 attacks were recorded, undertaken mainly by regional operatives in Johannesburg, Durban and Cape Town.

 

"Armed actions inside South Africa were, by and large, terminated with the arrest of key members of MK's high command in Rivonia (Johannesburg) in July 1963, all of whom were subsequently sentenced to life imprisonment," says the report.

 

Steady growth

 

"The 1976 student-led uprising inside South Africa injected new life into the ANC."

 

From 1976 to 1984 there was a steady growth in armed attacks, with about 265 incidents recorded. These included assassinations and attacks on police stations.

 

"MK activity peaked between 1985 and 1988. The number of incidents increased from 44 in 1984 to 136 in 1985 and 228 in 1986," says the report.

The war related famine in Yemen is “much bigger than anything any professional in this field has seen during their working lives.” Indeed, 14 million people could perish if they don’t receive aid soon. That is half the population of Yemen. To paraphrase foreign policy analyst Michael Horton, since the Saudis couldn’t defeat the Houthis militarily, they used starvation as a weapon.

 

The United States of America no longer has the moral authority to lecture anyone in the world about being a state sponsor of terror. We have overtly supplied money, arms, planes, and technical support to the government of Saudi Arabia which they used to wage war in Yemen causing the worst present humanitarian crisis on the planet.

 

These weapons have been used to bomb markets, school busses, a funeral-hall, and other civilian targets. Fragments from a bomb dropped on a school bus last August indicate that it was made in the United States by the defense contractor Lockheed Martin. The attack killed 44 children. Nearly one third of all bombings in Yemen have been against civilian targets. Another 33% of the air strikes had no known military target. This means that about two-thirds of all air strikes have been against civilians.

 

Another hopeful sign is the U.S. Senate passed a resolution on Thursday, December 13th which directed the President to “remove troops from hostilities in or affecting Yemen within 30 days.” For the resolution to be binding, however, it has to work its way through the House of Representatives, and then be signed by the president. The Senate was inspired to pass this resolution only after receiving testimony that the crown prince of Saudi Arabia, Mohammed bin Salman, was responsible for the murder and dismemberment of Washington Post journalist Jamal Khashoggi after luring him into the Saudi embassy in Turkey.

 

Of course, our government has known about these war atrocities committed by the Saudi led coalition for years now. Even worse, we have participated with, and armed, the members of the coalition which includes the United Arab Emirates, Jordan, Egypt, Kuwait, Qatar, Bahrain, and others. In addition to the United States, France and Great Britain are also partners in this coalition.

 

What makes this unconscionable, and potentially criminal, is that the Saudi’s and their coalition partners have weaponized starvation as a tactic of war. Alex de Wal, a leading expert in famine, has argued that Mohammed bin Salman should be prosecuted for starvation crimes. After looking at all of the actions the Saudi coalition Wal concludes that:

 

There is a manmade famine in Yemen, even if it has not been officially acknowledged. The man who made it is Mohammed bin Salman, the crown prince of Saudi Arabia, and there is strong prima facie evidence that he should be charged with causing starvation in an international court.

 

Wal continues:

 

Taken together, over more than three years, these actions amount to the use of starvation as a method of warfare, which is prohibited by the Geneva conventions, the Rome statute of the international criminal court, and UN security council resolution 2417…

 

If Wal is correct, and Mohammed bin Salman is guilty of war crimes, then the United States and the other coalition partners should be prosecuted as accomplices.

 

The rest of us ought to indict ourselves for our negligent ignorance, and immoral silence. Believers should recognize the dire need that exists and work and pray for immediate relief for Yemenis.

Investigation by EIR have uncovered a planning apparatus operating outside the control of the White House whose sole purpose is to reduce the world’s population by 2 billion people through war, famine, disease, and any other means necessary.

 

This apparatus, which includes various levels of the government, is determining U.S. foreign policy. In every political hotspot – El Salvador, the so-called arc of crisis in the Persian Gulf, Latin America, Southeast Asia and in Africa – the goal of the U.S. foreign policy is population reduction.

 

The targeting agency for the operation is the National Security Council’s Ad Hoc Group on Population Policy. Its policy-planning group is in the U.S. State Department’s Office of Population Affairs, established in 1975 by Henry Kissinger.

 

This group drafted the Carter administration’s Global 2000 document, which calls for global population reduction, and the same apparatus conducting the civil war in El Salvador as a conscious depopulation project.

 

“There is a single theme behind all our work – we must reduce population levels,” said Thomas Ferguson, the Latin American case officer for the State Department’s Office of Population Affairs (OPA). “Either they [governments] do it our way, through nice clean methods or they will get the kind of mess that we have in El Salvador, or in Iran, or in Beirut. Population is a political problem. Once population is out of control it requires authoritarian government, even fascism, to reduce it.

 

“The professionals,” said Ferguson, “aren’t interested in lowering population for humanitarian reasons. That sounds nice. We look at resources environmental constraints. We look at our strategic needs, and we say that this country must lower its population – or else we will have trouble. So steps are taken. El Salvador is an example where our failure to lower population by simple means has created the basis for a national security crisis. The government of El Salvador failed to use our programs to lower their population. Now they get a civil war because of it… There will be dislocation and food shortages. They still have too many people there.”

 

Civil wars are somewhat drawn-out ways to reduce population, the OPA official added. “The quickest way to reduce population is through famine, like in Africa or through disease, like the Black Death,” all of which might occur in El Salvador.

 

Ferguson’s OPA monitors populations in the Third World and maps strategies to reduce them. Its budget for FY 1980 was $190 million; for FY, it will be $220 million. The Global 2000 report calls for doubling that figure.

 

Behind the back of the President

 

Ferguson and other involved with the OPA and NSC group maintain that the United States will continue a foreign policy based on a genocidal reduction of the world’s population. “We have a network in place of cothinkers in the government,” said the OPA case officer. “We keep going, no matter who is in the White House.” But Ferguson reports that the “White House” does not really understand what they are saying and that the President “thinks that population policy means how do we speed up population increase. As long as no one says differently,” said Ferguson, “we will continue to do our jobs.”

Intentionally starving civilians is often used as a tactic of war. In Switzerland, it is classified as a war crime. Based on a Swiss initiative, in December 2019 the states parties to the Rome Statute declared the intentional use of starvation of civilians to be a war crime before the International Criminal Court (ICC) in civil wars as well. Previously, it had only been classified as such in wars between states. At its meeting on 19 May 2021, the Federal Council adopted the dispatch for the Federal Assembly to approve the corresponding amendment to the Rome Statute of the ICC. Ratifying the new amendment would not require any changes to Swiss law. It would however improve protection for people in war zones, which is also one of the objectives of the Federal Council's Foreign Policy Strategy 2020–23.

 

Hundreds of millions of people suffer from hunger all over the world. Intentionally using starvation of civilians as a method of warfare is commonplace in non-international armed conflicts (civil wars). It is prohibited under international humanitarian law (IHL) and is considered a war crime under Swiss law. However, before the ICC such acts could so far only be prosecuted as war crimes in international armed conflicts, i.e. wars between states, in accordance with the Rome Statute.

 

New amendment is a success of Swiss foreign policy

Based on its national legislation and humanitarian tradition, in April 2018 Switzerland launched an initiative to close this loophole in the Rome Statute and enable the ICC to prosecute the starvation of civilians as a war crime in civil wars as well. Switzerland's diplomatic efforts in the ensuing negotiations won over an increasing number of states. In December 2019, the Assembly of States Parties adopted the amendment to the Rome Statute unanimously. "Switzerland received a great deal of recognition for its initiative and the way it carried out the whole process," confirmed Federal Councillor Ignazio Cassis, head of the Federal Department of Foreign Affairs (FDFA).

 

Strengthen protection for people in war zones

Ratifying the amendment would not require any changes to Swiss law. However, in doing so Switzerland would in turn encourage other states parties to ratify the amendment and make the intentional starvation of civilians in civil wars a punishable offence. The practical relevance of the ICC in contemporary armed conflicts would be bolstered. The overriding objective is to improve protection for people in conflict zones and end impunity for war crimes. This is imperative for lasting reconciliation and peaceful co-existence as the Federal Council underscores in its Foreign Policy Strategy 2020–23.

 

The amendment also seeks to promote IHL by empowering the ICC to enforce the prohibition of intentional starvation in civil wars. It also reinforces the work of humanitarian aid seeking to improve food security and humanitarian access in conflict zones. For these reasons, at its meeting on 19 May 2021 the Federal Council referred to the Federal Assembly the dispatch to approve the amendment of 6 December 2019 to the Rome Statute. The Rome Statute is the founding treaty of the ICC.

 

ICC a historical achievement and integral part of of the international order

The ICC is the result of decades of efforts to prosecute the gravest of crimes, such as those committed during the Second World War, and thus prevent them from happening again. Its jurisdiction is clearly limited to war crimes, crimes against humanity, genocide, and the crime of aggression. The court may only initiate investigations against individuals and in cases where the law enforcement authorities of the country in question is unwilling or unable to do so. Switzerland has been consistently active in supporting an effective ICC which can carry out its work efficiently.

A SA businessman has scored a R40m victory in court against the playboy vice-president of Equatorial Guinea, Teodorin Nguema Obiang.

 

Daniel Janse van Rensburg has been embroiled in protracted litigation with Obiang over his detention in the central African country. Obiang, who has gained international notoriety for his taste for life's finer things, is the son of the president.

 

Janse van Rensburg was twice held in Equatorial Guinea’s notorious Black Beach prison despite being cleared of allegations of fraud and theft.

 

His ordeal, which entailed “torture, inhumane and degrading treatment”, spanned 549 days of detention, 423 of which were at Black Beach.

 

According to Janse van Rensburg, who is from George in the southern Cape, he was arrested at the instance of Obiang’s uncle, Gabriel Mba Bela.

 

He sued Obiang, who “was at all relevant times the minister in charge of state security and prisons in Equatorial Guinea and was responsible for his unlawful arrest, imprisonment and torture”, after his return to SA in 2015.

 

In 2017, the high court in Cape Town ordered the attachment of Obiang’s SA properties, and on Friday it ordered the vice-president to pay Janse van Rensburg more than R39.8m in damages.

 

“This is a case that epitomises a sheer abuse of power and authority by [Obiang]. [Janse van Rensburg] was fortunate to have survived this ordeal.

 

"[Obiang] defied orders issued by judges in his country who after listening to [Janse van Rensburg’s] case found that there was no basis for him to be arrested or detained. They released him.

 

“Though they released him and gave him permission to leave the country [Obiang] abused his power and rearrested [him] to demonstrate his total disregard of the rule of law.”

The surprising appointment is due to Ramaphosa's visit on Friday to Lusaka for the funeral of the late President Kenneth Kaunda.

 

Angie Motshekga, Minister of Basic Education was appointed by President Cyril Ramaphosa to serve as Acting President on Friday.

 

THE APPOINTED WAS ANNOUNCED ON FRIDAY

 

In a statement, the Presidency announced the appointment has been made in view of the President’s visit today to Lusaka, Zambia.

 

“The President will attend the State Funeral Service for the late President Kenneth Kaunda.”

 

Kenneth Kaunda, the founding President of Zambia, died at the age of 97 on Thursday, 17 June, just days after he was admitted to Maina Soko Military hospital.

 

The cause of death is yet to be revealed. Kaunda was admitted for treatment for pneumonia at the hospital in Zambia’s capital, Lusaka, on Monday. He was said to be recovering and an administrative assistant, Rodrick Ngolo, insisted that the former political leader had not contracted COVID-19, at the time.

 

The Presidency added that Angie will take this position on Friday while Deputy President David Mabuza is currently receiving medical treatment in the Russian Federation.

 

“Deputy President Mabuza has requested from the President, to take a few days of leave.”

 

During this time, the Deputy President will undertake a visit to the Russian Federation for a scheduled medical consultation.

 

“This consultation is a follow-up to previous medical consultations that the Deputy President received from the Russian Federation.”

 

The Presidency said it is unclear what Mabuza is being treated for, or why he cannot receive sufficient treatment locally.

 

This is not the first or the second time Mabuza has sought medical treatment in Russia. In 2018, Mabuza spent more than 15 days in Russia for “routine” medical treatment.

Heavily involved in the now-disbanded MKMVA wing of the party, the Zuma ally spent the best part of the last week kicking a hornet’s nest outside of Nkandla – leading illegal gatherings outside of the former president’s home. His behaviour, however, has now got him suspended from the party.

 

CARL NIEHAUS SUSPENDED BY THE ANC – HERE’S WHY…

 

In a letter issued to Niehaus, the ANC NEC made it clear that he was guilty of ‘bringing the party into disrepute’ thanks to his alleged inflammatory speech, addressed to thousands of supporters. On Tuesday, Jessie Duarte compared his language to ‘words used by terrorists’, after the 61-year-old called for loyalists to form a human shield around Msholozi.

 

“The NEC has noted with concern your inflammatory speeches made outside of Nkandla this week. They were broadcast on live TV, and have brought the ANC into disrepute. We have resolved that this conduct was a contravention of the party’s Constitution, and warrants disciplinary action. The NEC has also decided to temporarily suspend you from the ANC”

 

“It is reasonable to believe that you will continue with your acts of misconduct and cause further damage to the name and reputation of the ANC. The suspension comes into effect immediately, and justified the removal of a 48-hour period for you to respond to the allegations. You can, however, appeal against this decision.”

 

CARL NIEHAUS RESPONDS TO ANC NEC DECISION

 

Usually bombastic in his retorts, Carl Niehaus posted a rather timid reply to the suspension on his Twitter page. A brief statement confirmed his intention to challenge the ruling, and he branded himself a ‘dedicated liberation fighter’.

 

SUSPENDED! ‘INFLAMMATORY LANGUAGE’ FLAGGED BY ANC

 

Earlier in the day, Niehaus had defended his use of the term ‘human shield’ and rejected any terrorist connotations associated with it. The RET enthusiast argues that there is a more peaceful meaning behind these words. However, his Tweets did nothing to alter the NEC’s final decision, as they ignored Carl’s last-ditch attempt to explain himself.

 

“The description of a ‘human shield’ as a ‘terrorist phrase’ is totally wrong. The use of human shields was popularized by Mahatma Gandhi as a weapon of peace. In SA our people often used human shields to peacefully resist, and protect leaders against apartheid security forces aggression."

eSwatini’s government claims they had to enforce the internet shutdown as a measure against forces that were behind the violent protests

 

The eSwatini government has once again distanced itself from the pro-democracy demonstrations which have erupted in chaos across the country. The country was the scene of mayhem and violence last week, as residents took to the streets, calling for an end to the absolute monarchy.

 

The eSwatini government has also denied reports of the army being heavy-handed towards civilians, claiming they had been roped in to protect the kingdom’s assets, which were being targeted during the protests.

 

There have been worrying videos being shared on social media, showing soldiers and other eSwatini law enforcement officials using excessive force towards civilians.

 

Speaking to eNCA, eSwatini’s commerce, industry and trade minister Manqoba Khumalo insists that the situation has now calmed.

 

“The situation in the kingdom has improved significantly this week. Yesterday our acting prime minister announced that normal business operations are resuming,” Khumalo said.

 

ESWATINI GOVERNMENT ON THE INTERNET BLACKOUT

 

There have been growing concerns about the situation in eSwatini. The government even shutdown the internet, something media groups said amounted to a violation of freedom of speech. The minister however has an explanation for this: Khumalo claims on 24 June, they discovered that some of the pro-democracy protests in eSwatini had been hijacked by outside sources, including mercenaries from neighbourhood countries that were bringing in firearms.

 

He said these “sources” intentionally created a campaign of violence, which lead to the bloody scenes in the previous week.

 

“We discovered that this was all planned via social media platforms and internet websites that were undercover. So in trying to isolate the threat of the security of our people, we then had to go through a series of elimination which affected internet”

While civil society movements and political parties in eSwatini say as much as 70 people were killed – government has put the figure at 27.

 

Lack of democracy in eSwatini, which was previously called Swaziland, has long been an issue plaguing the kingdom – King Mswati has absolute power, including in senior appointments like the prime minister, cabinet ministers and members of the judiciary.
