you're reading it wrong, Q is talking about why she got a free pass previously, because she had inside help to cover up e-mails and Benghazi….she could not have done so otherwise.
From the Q drop, it sounds like maybe we have a ways to go before the agencies are clean to move forward, in both DOJ & FBI still have black hats in the pipeline….how much more cleaning is left? Just a few more or are there many left?

For the Org changes, I think Q is telling us there is more cleaning to be done, as more black hats in the pipeline to be cleaned out.
Not really sure…..I mean, if it's only a few ppl, it should take long, but how deep does it go? Maybe the org charts can give us an idea?
