Back when it happened, I replayed and replayed it wondering what the hell fell out of her pants. I never even thought of the possibility of her being shackled, but they sure are handling her like she is. Her feet can't move also her arms stay to the sides like she can't catch herself because she's cuffed. This makes much more sense now!
