Not sure if she's cuffed.

But they are not handling her as though they are concerned about her - a prez candidate.

And she doesn't really go down until they open the doors and strong arm her into the van. That's when it looks like she tries to resist by leaning back and they push harder and she lets herself go limp and fall like cowards do when they're arrested. Also before the van pulls up, it looks like she's trying to beg/ argue the arrest. They are taking her against her will, clearly. She's trying to resist arrest.
