Actually, if you read carefully, the section cited IS the constitutional authority given to Congress to find 10 square miles to create the seat of US government, which they called the District of Columbia, (once MD and DE gave up part of their land for that purpose).
The way I read that constitution clause, the constitution does not establish the 10 square mile as a separate US state………. rather it says that the federal government has the (legal) authority over that 10 square miles now known as DC, as opposed to some former or newly created state having authority over DC.
D.C. is federal district, not land within a state district.
Capitol police are federal employees.

States had to give up territory so a new FEDERAL district could be created as the seat of government to house the three branches of federal government, white house (executive), congress (legislative), supreme court (judiciary).
And US congress has authority over everything purchased to run/protect the federal government. They did "delegate" day to day management to the Mayor of Washington DC.
