As the story goes, he'd never done so w/o approval from the Bidan WH.
Since then (and a bit before already) Ukis have been moving troops and equipment.
Once the russians learned of it they started their logistics as well and they won't make it easy for them at least what concerns crimea, I'm sure. Kek!
