On the assumption that Friday's capitol attacker wasn't an MK Ultra'd asset and a legit psycho, chances are if the Capitol police weren't stationed at that barrier Friday, they wouldn't have lost one of their own.
1) Congress wasn't in session that day.

2) If there were no security and he drove up on the steps or walked up on the steps with a knife, they would've been able to take him down from a distance. He probably would've got a tourist though.
3) He probably chose the capitol as a target because of the security measures. Obviously was looking to go out in a blaze of glory. Would've targeted a military base or police station if no capitol police presence.
