My brother-in-law is a retired cop and he said basically the same thing. They would catch bad guys, go to court and the judge would let them off. Very frustrating for cops to see this happen over & over.

Not sure about UK, but in US I was being harassed by census taker and I finally told her: look, the census is a count to see how many representatives each State is allowed to have in the House of Representatives, it is not meant to gather personal information of people. She gave me one of those "deer in the headlight" stares and never came back.
