No. The shortage in automotive chips is simpler (and stupider) than that. The chips are based on 1960s era tech. They're 5V actuators that turn on fans and stuff, replacing all the myriad of little rubber vaccuum hoses that used to be all over cars. 5V were abandoned for 9V in the late 60's early 70s. The chip wafers, not really made any more, and the wide circuitry stripes, also not really used any more by most chip manufacturers since they're chasing 5 nanometer scale photolithography techniques.
