That's called the Neighborhood Watch program. Remember McGruff the crime dog? That's when it started. I personally know of professional snitches "working" a small town near here. It's their sole source of income. I believe they also get a piece of the civil/criminal asset forfeiture as frosting on the cake. They are coached by the cops on setting people up, recording and editing conversations, planting evidence and creating conspiracies out of thin air. Your tax dollars at work.
