Cuomo is NOT Schneiderman's "boss"
Both Cuomo and Schneiderman are elected officials with separate areas of authority. It is not like POTUS and Attorney General. Cuomo runs for election. Schneiderman runs for election.
The real question is was Cuomo the leaker and did he leak because AG Schneiderman had an ongoing investigation into his branch of government that Cuomo wanted to shut down.
