I know I must seem really thick to you but I've never been able to understand the statement No Need to step down if not needed to testify. Maybe I'm getting all the negatives twisted in my head or something. Is it saying he IS needed to testify and so therefore he MUST step down? Does this imply that he WAS involved in bad stuff?
