Opinion: Why Is the Chinese Regime Having Trouble Recruiting More Soldiers?

The Chinese regime’s military expansion in the Indo-Pacific region is becoming a hot topic, and Chinese leader Xi Jinping has told troops to prepare for war. However, there is a growing number of draft dodgers and deserters in China. What are the reasons behind this phenomenon? What does it reflect?

 

I used to work at the grassroots level of government organizations and assisted in the conscription process. I would like to share what I know about draft dodging and desertion in China.

 

First, a lot of young men refuse to serve in the military because they think it’s too difficult. Under the one-child policy, many young people are spoiled and do not want to bear hardships—this phenomenon is known as “little emperor syndrome.” Some of them find the recruit training very challenging, and when they think about the difficult days ahead, they will escape from the military camps regardless of the consequences.

 

The second reason is family obligations. For example, the young man doesn’t want to join the army because he is being groomed to take over the family business. This kind of family is often quite wealthy and has political ties.

 

The third reason is ideological resistance to the CCP. For example, many people who lived through the Cultural Revolution don’t trust the CCP and they believe the military only protects the regime’s interests. Some people may not pass the political censorship of the authorities. Those who could be ineligible for military service include: dissidents or outspoken critics of the CCP; protesters; petitioners (those who appeal their complaints and grievances to central authorities in Beijing); Falun Gong adherents and other members of religious groups targeted by the CCP.

 

The fourth reason is low morale. It has been getting worse for Chinese draft dodgers in recent years. Since Xi Jinping took over the military, the CCP has issued strict penalty requirements on people who refuse to serve in the military.

 

On April 4, authorities in Shushan district of Hefei city, Anhui Province, posted a notice with regards to the treatment of a raw recruit who refused to continue to serve in the army.

 

According to the local government’s website, Liu Shuai, a native of Hebei Province, was admitted to Anhui Agricultural University in 2019 and enlisted in the army in September 2020. He was assigned to serve in a military unit under the Xinjiang Military Region. Shortly after enlisting, Liu asked to leave the army. Two months later, his name was removed from the military. But it left a permanent record in his household registration booklet, citing “objection of military service.” State-run media published Liu’s story and called him a “negative example.”

 

Liu faced eight penalties, including a fine of 46,866 yuan (about $7,200). He was prohibited from working for a government agency or state-owned company, re-enrolling in Anhui Agricultural University in the next two years, leaving the country in the next two years, and setting up his own business in the next three years.

 

These penalties are severe, as they’ve taken away the young man’s future in China. His only way out is to leave the country after two years’ time when the ban is removed.

 

Soon after Liu’s situation was publicized, various government departments reported the story again in such a high-profile manner, in an attempt to deter more people from refusing or resisting military service. But, it hasn’t worked.

 

The frequent incidents of young people refusing to serve in the military, after much official publicity, can also affect those still in the service and bring a subtle shock to military morale.

 

According to CCP’s National Conscription website, “Chinese male citizens who have reached 18 years of age by December 31 shall register themselves under the law” and “those who have registered can enlist directly online for active service.”

Chinese Regime Lowers Age of 80-Year-Old Believer in Order to Jail Her

The Chinese regime recently sentenced an 80-year-old Falun Gong practitioner to 1 and a half years in jail by claiming she was five years younger.

 

In China, the law provides more leniency for minors and the elderly, and the age of 75 sets the bar.

 

The woman, Chen Guifen, received the court verdict at the hospital bed as she underwent treatment for half paralysis and cerebral thrombosis, both symptoms she developed in September last year during her detention.

 

Chen was arrested while distributing materials about the regime’s ongoing persecution of her faith in a residential compound in her hometown Chongqing, a city in southwestern China, according to the U.S.-based Minghui.org that tracks the oppression campaign.

 

Chen had defended herself in a July 2020 court hearing by explaining how she had benefited personally from the practice. On Sept. 17—two weeks after she was hospitalized, the local court conducted a show trial at the patient room and proclaimed her guilty.

 

The witnesses listed on the court document were five police officers from Degan Police Station, the same facility that had ordered Chen’s arrest, according to Minghui. She was also fined 1,000 yuan (around $153).

 

The Chinese spiritual discipline Falun Gong teaches five sets of slow-moving exercises and asks adherents to improve their moral upbringing by following three core tenets: truthfulness, compassion, and tolerance. An estimated 70-100 million people took up the practice by 1999, when the regime deemed its popularity a threat and began a ruthless campaign designed to wipe it out.

 

‘Definitely Illegal’

Wu Shaoping, a former human rights lawyer in Shanghai, believed that the authorities had deliberately changed Chen’s age with the goal of inflicting harsher punishment.

 

Under Chinese criminal law, seniors who are 75 or older should receive more leniency. Drawing on his experience, Wu said that authorities have typically given suspended sentences under similar circumstances unless the case falls into eight most egregious categories—intentional homicide, arson, spreading hazardous substances, robbery, rape, kidnapping, bombing, and aggravated assault—none of which applies to Chen’s case.

 

The court’s action was “definitely illegal,” said Wu in a phone interview with The Epoch Times.

 

“Manipulating people’s date of birth is in itself a breach of the law,” he said. “Especially given that their goal is to throw innocent persons into jail.”

 

In past political campaigns, Chinese police were often under pressure to fulfill quotas, according to human rights watchers. To appease their bosses and get monetary rewards, police sometimes would make arrests without caring so much about evidence, according to Wu.

 

“Even when there isn’t a case, they would come up with one. It’s quite scary,” he said.

 

He added that in China, “normal citizens are no better than ants.”

 

“When facts are missing, they just make up the facts. If they can do this to one person, they can do the same thing to another,” he said.

 

“[They] can fabricate any facts at will to frame you and get you into prison.”

 

Chen had been a regular target of police harassment prior to her arrest, with her house raided at least twice in 2016 and 2019. In one house visit in 2017, the police and local officials asked her to write “repentance statements” to renounce her faith and stop spreading literature about the practice, threatening to send her to the brainwashing center if she refused to comply.

 

In 2020, at least 114 Falun Gong practitioners were sentenced over their belief, including Chen. The oldest among them was 88.

 

The year saw 42 elderly deaths under the persecution. Nearly 1,200 others—a great majority of them aged between 70 and 94—reported arrests or harassment.

Chinese Embassy in Australia Downplays ‘Rumors’ of Uyghur Abuses in Xinjiang

The Chinese Embassy in Australia on April 7 painted a rosy picture of life in Xinjiang Province during an extraordinary press event, while warning the government in Canberra against joining the EU, UK, and the United States in sanctioning Chinese officials over the oppression of the Uyghur ethnic minority group in the northwestern region.

 

Local media outlets were treated to a two-hour presentation, titled “Xinjiang Is a Wonderful Land,” featuring testimonials from Uyghurs and Xinjiang officials promoting the region’s economic growth and religious harmony.

Erkin Tuniyaz, vice chairman of Xinjiang Province, claimed foreigners with ulterior motives were turning a blind eye to the positives of the region and were spreading “rumors” about concentration camps, forced labor, religious conversion, and the sterilization of women.

“These allegations cannot be more preposterous, and they are downright lies,” he said. The video was also aired in London last month as part of a global propaganda push.

 

Chinese Ambassador to Australia Cheng Jingye said the event was organized to “help” Australian journalists understand the situation in Xinjiang after there had been “distorted coverage about Xinjiang in certain Western media.”

 

“Those reports are basically based on disinformation or misinformation,” he added.

 

The Australian Uyghur Tangritagh Women’s Association said the Chinese Communist Party must have been in a “state of desperation” to hold the event.

 

“The Australian community is already aware of the harsh realities of human rights abuses and genocide being committed,” it wrote in a Facebook post.

 

Liberal Sen. Eric Abetz called the video a “sickening display of propaganda,” saying there was ample evidence of human rights abuses in the province.

 

“From the inquiry by the Canadian House of Commons Subcommittee on International Human Rights, the horrific report from the BBC, and the recent and first independent expert application of the 1948 Genocide Convention, the truth of what is occurring in Xinjiang is slowly revealing itself,” he told The Epoch Times in an email.

 

The senator also pointed to the dropping birth rate in Xinjiang, from 15.88 percent in 2017 to 8.14 percent in 2019, as evidence of forced sterilization.

 

“Though the CCP tries to hide and obfuscate information from Xinjiang and the human rights abuses committed there, increasing evidence reveals the CCP’s intention to commit genocide against the Uyghur people,” he said.

 

Cheng also warned Australia against adopting similar sanctions to those introduced by the United States, United Kingdom, and European Union against Chinese officials involved in human rights violations in the region.

 

“We will not provoke, but if we are provoked, we will respond in kind,” he said.

 

Ahead of the press conference, Prime Minister Scott Morrison indicated the government would continue speaking out on human rights issues.

 

“We want a positive relationship, but we will have a positive relationship that is consistent with Australia acting in accordance with its values and its national character,” he told reporters in Canberra.

 

“That would never be something that we would yield for the sake of a relationship.”
