There is no "sec 98" or verbiage as presented by the OP. Still needs sauce because this might get someone hurt or killed.
Accepting things like this on an anonymous image board without supporting sauce from legitimate sources and acting upon it as if it were true is very dangerous.

This says the government can (and has) violated our rights under the constitution.
