Resistance needs to start in one state and the others will follow to form an alliance. Ie….TX starts a state run militia including issuing full auto and even light artillery for communities and a contingency plan to acquire military bases perhaps.
Like minded neighboring states can follow suit. Ie OK, rural parts of NM, CO all of OK etc.
