We can't assemble the states until the federal swamp is drained. Because it doesn't matter how a state assembly drafts amendments or submits them…because it is always still CONGRESS that 1) determines the ratification process, 2) decides on the final form of the amendment and 3) makes the final vote to amend or not
If Congress…the way it is now…gets their editor hands on a proposed amendment and opens the Constitution to being amended, we can say goodbye to much of it. When it comes to putting the Constitution in their hands, we have to wait till we can trust our representatives to do exactly as we tell them to do, and no more.
