Though inappropriate, it's not illegal, and more often than people realize, it's really is consensual. People have been trained to think every time there's a sexual act between two people, it's rape. It's simply untrue.

Massage parlors? Well, those are almost always trafficking situations, and surely the woman is going to come on to the guy. But most everyday situations when someone goes home with someone else is just two people doing to banging. The stigma with workers in the massage business is always going to be there, I'm afraid.

They cannot do that, and at any time, you can submit a written request for your entire file. If they refuse to process it, you can go after their asses. The VA is held by some very specific rules when it comes to this. Give them time to update your file, and then demand a copy of it in its entirety.
