unless aircraft were already sitting on the ramp with the AGM-183A hanging on a pod, it would probably take 10 min to load each AGM-183A and then the aircraft has to get airborne
meanwhile if an icbm was the delivery vehicle the weapon would already be loaded, the icbm already fueled and could be airborne in less than 1 minute thus fullfilling the term "rapid response weapon"
