Maybe the plan is to show the fraud in the places without the strong liberal defenses. Small and quick audit. Once fraud is shown even in small states, that will increase the need/demand for audits in the bigger states.
Can you imagine how long an audit would take in CA or NY? Especially with the opposing lawsuits filed at every turn?
