Just thinking out of the box here…but I think we should build up (2) islands…totally separate from "Law and Order", and Civilized Communities…(Survival Island)
One Island for major criminals, (10 to Life) murders, child pedo's, politicians, terrorists…etc…drop supplies and let them survive on what that can do best!!!
One Island or minor criminals,(5 to 10) white collar crimes, small houses, supply them with enough to build a community and survive!!!
Keep the local prisons for (1 to 5) minor crimes, allow them to participate in society!!!
Won't need that many Cops, because their won't be that many repeat offenders!!!
Immigrants I would purchase all the "Vivosx" shelters…wall off the whole community…work on them as best we can!!!
