That is what Americans have a problem with. The remainder amount was pure fuckery. Q intimated that it was partly paying some debts owed between cabal minions and partly to pay for the uranium and rocket parts.
Regardless, we resent the ludicrous amount of money (the remainder) being taken from us and given to them (or anyone, really).
