It's not gonna be long before people give up on this "plan", and start taking to the streets for war. People are getting fed up, so if there won't be civil war (as Q claimed)…they better hit the fuckin' gas, because the tension is at a fever pitch…and eventually something's gonna give.
The panic will come when everyone finally realizes there is no "plan"…and that the United States will be no more. THAT was the "plan"… and the pacification op to assist it along worked like magic.
