I think it may be some type of under the shirt hi-tech bullet proof vest, motocross style.
Pic of Cuomo in T-shirt seems like there's something under his shirt in lower rib cage to stomach area. "nipple rings" and bulges at hips in the t-shirt pic are the clasps, maybe.
