I have worked with numerous savants in the past. They are highly intelligent, highly skilled (scary) but very, very low social skills and at times extremely disconnected from reality. Almost as if they are living in a dream.
He seems highly believable because his intelligence helps him to be convincing especially with the technology that most people do not understand. People that would 'follow' him might be less educated, experienced, or of lower intelligence than him, unable to recognize his thoughtfully crafted multi-layered delusion.
He has been diagnosed with some mental illness. It seems that he is cognizant of his diagnosis and is intelligent enough to leverage the 'disadvantage' to be an advantage.
He has realized that his diagnosis (he likely doesn't believe) comes with some benefits like protection from the Americans with Disabilities Act for Psychiatric disability.
This guy is gaming the system.
His disability gives him protections under federal law.
He can apply for federal jobs.
Employers must make accommodations for his disability.
If he has been diagnosed with something like schizophrenia he could say that he is 'DIA' nearly without consequence because he has protections from the ADA for his psychotic delusions, just as if he were to say he was a Martian or Napoleon.
He has a nice little scam going leveraging his mental illness, especially if he has been maintaining his record of mental illness, which might help him avoid prosecution.

The only 'credibility' I assigned myself is having worked with savants before which I have, numerous times.
