Ask yourself a simple question.

Have you ever heard anybody pray that God's will would be done in Heaven?

It would sound a little silly.

Have you ever heard anybody pray that God's will would be done on Earth?

Not silly at all.

So there must be at least the possibility that God's will is not done on Earth.

Perhaps God made a covenant with himself that Earth would be a special zone wherein the will of His creation Man would be done, for better or worse.

So to say that "God is in control" is a subtle statement.
