The wording of this is odd. They have the power to pull you over and ask specific things, but it doesn't state that the special powers extend beyond stopping you and asking you those questions.
I'll have to do a bit of research and post it here. I think certain criteria has to be meet on a federal level before they can do anything besides harass you at the border.
