Maybe in a way, but if they use a modified adenovirus containing DNA it will very likely result in DNA changes. mRNA jabs are not traditional vaccines but actually seem a bit less scary to me (though I will not take ANY) in terms of permanent cellular genetic changes.
According to the above piece the "traditional" vaccines are not being offered here. Not that being "traditional" is great either. If they are grown on human cells they can contain human DNA. Where would you grow a human virus? Typically on human cells! Though if it is true that bacteria can harbor SARS-CoV-2 then maybe you could use bacteria, but I don't know.
