Looks very early in the morning before sunrise today.

Black helicopters descend upon Richard Bolling Federal Building in downtown Kansas City with some folks repelling onto the rooftop below. People seen running to a waiting chopper.

After doing some triangulating on the video's origin, I believe the creator / person behind the camera came in with the choppers. There are no buildings nearby that would accommodate someone standing that close to the rooftop of the Federal building without a five-star wanted level.
