Looks to me like smoke being blown up our ass about "leadership" (i.e. Pelosi), not being informed of any threat and going forward with the Jan 6 certification because she thought everything was "normal".
IOW, there could have been a FF threat announced, but that would have forced her to postpone the cert. So just bullshit everyone by saying she didn't know anything, and that has to be changed. Pretty sure, on my end, here, she knew it was coming because she planned it.
Her remedy, of course, is demand reading in Cap police suits at higher sec level, "so this doesn't happen again".
Tells me, she's out of the comms loop. SSDD as demanding nuke codes. She's flying blind and is trying to force changes to justify getting her bag men access to high sec comms.

Sometimes they'll close the road to protect frogs/toads during the migration period, which isn't very long.
They are also a skid risk when there's a lot of them and the roads are wet.
