Yes. Perhaps, if you took your side by sides, with the lines of the markers, like:

Note that (o) = the center of wheel.

Then take the flag picture that Q posted that has another picture in another layer. I think that the other picture was stars with highlighted dots…

(seemed to be some lessor bright dots also) The markers might need to be mirrored instead of written again as is.

If you put the highlighted (o) on top (dots would be punched holes) over top of the markers, wound the wheel like a clock, you would get certain letters and numbers to form a string (key code). Would be out of my pea brain, but how would one remember a long key code for main access, plus each country's code, and/or top person? If it was a wheel, it could be turned to each country or specific person for it's access code.

It could be on computer or even like a physical distomap. It would seem to me that the main key(s) would have to be written physically for more than one person in case something happened to the main person. Sorta like the football that the Prez carries. Ha, maybe the codes are on the "football"!
