I speculate that Trump declassified some things proactively. If I had been in his position, I would have written an order as follows: "Even though this sort of thing is typically classified, for the year 2020, all relevant info is declassified when disclosed by NSA and military sources. Do not mention this declassification order until the Supreme Court challenges you."

 

So the NSA can go ahead and drop whatever it likes, and the Deep State can scream for the Supreme Court to punish the NSA, and then the NSA shows the order to declassify, signed DJT, best POTUS ever.

 

That's just my speculation, if you've got a better theory, I'm willing to listen.

All true. I have never been a government guy, much less a spook with a fancy security clearance, but I imagine that they all love to play games of intrigue and double-cross against their rivals. So most agencies probably have considerable numbers of Deep State infiltrators who would screw up Trump's plan if the declas disclosed everything to everybody in the agency. God only knows how many legal loopholes are getting stacked together to make a labyrinth of tricks.
