Canada doesn't have the disorder problem to the same extent as in the US, so they don't see the need for a 1A. Private, licenced firearms are higher per capita than the us simply becuase of wildlife. You can get restricted PAL for a handgun if you can demonstrate need.
This is more of a western issue too. Migration patterns in the east differ than the prairies and west. White Rock and Surrey and Richmond in BC have very bad gang and gun problems due mostly to smuggling from WA through ethinic migration.
