We anons need to find the original quote, ascertain its validity and get a good source that can be used on memes, and if it checks out, make lots of memes that just leave the question hanging in the air.

No, I don't think so, unless he was identified by an alias on the passenger list or unless the passenger list was incomplete (Possible).
Pic related is my self-annotated copy of the passenger list. Many other anons had different versions of the list.
I don't see LIKHACHEV Alexei or ЛИХАЧЕВ алехеи in the list.
Rosatom lists Alexey Likhachev as Director General on its website

and they transliterate his name into English as Alexey Likhachev.

which is propertly transliterated into English as
Alexei (or Alexey) Likhachov .
The two dots over the ё is not the 'e' sound but the 'yo' sound.
Nevertheless I don't see his name on the passenger list of the February 2018 plane crash.
