For the first time, prominent Republican state senators on Wednesday put their support behind legislation in Pennsylvania to change the law to allow now-adult victims of child sexual abuse to sue the perpetrators or institutions that did not prevent it when it happened years or decades ago.
The vote, 11-3, in the Senate Judiciary Committee comes after years of damning investigations into child sexual abuse by clergy in Pennsylvania’s Roman Catholic dioceses and signals that the legislation may have enough Republican support to pass the full state Senate.
Similar legislation passed the House earlier this month and Democrats – including Gov. Tom Wolf, state Attorney General Josh Shapiro and practically all of the party’s members of the Legislature – have backed the effort.
“Today’s vote brings these brave survivors the closest they have been to having their day in court,” Shapiro said in a statement.
Many childhood victims of sexual assault lost the right to sue in Pennsylvania when they turned 18 or were young adults, depending on state law at the time.
Advocates for survivors of childhood sexual abuse say restoring the right to sue will benefit adults who, as children, were abused not only by Catholic clergy, but by public school teachers, coaches, relatives or youth group leaders, for starters.
Under the legislation, they would have two years to sue over their alleged abuse, no matter how long ago it occurred.
Brooke Rush, who says she was molested at age 11 by Johnstown pediatrician Johnnie Barto, was elated Wednesday at the news that a two-year window to sue appeared to be close at hand. If it passes, Rush would presumably be able to join a civil lawsuit against Barto’s former pediatric practice.
“I know that this is something that, for a lot of people, is a literal lifeline,” said Rush, now 45, her voice cracking with emotion. “It just never ceases to strike me to the core how much pain so many people are living through. They finally have the ability to not be silent anymore. ”
Barto is serving an effective life sentence for sexually abusing patients in his exam room. As she spoke, Rush’s phone dinged constantly, lighting up with excited messages from people she calls her “survivor sisters.”
The survivor community has spent years pushing lawmakers to act and, for years, Senate Republicans have blocked such legislation, arguing that it is unconstitutional. Roman Catholic bishops and insurers opposed it, too.
In 2019, Senate Republicans shifted to backing a constitutional amendment to restore the right to sue as more states began changing their laws on it.
On Wednesday, Senate President Pro Tempore Jake Corman, R-Centre, said that, as long as lawmakers are unified around changing the constitution, he is willing to back legislation to change the law and see what happens in court if it is challenged.
“If there’s enough vagueness at least to be argued, I’m prepared to let all the lawyers have their day, the judges to have their day, and most importantly victims of these terrible crimes to have their day,” Corman told the Judiciary Committee hearing.
Under the bill, a legal challenge goes straight to the state Supreme Court.
Corman’s office, however, would not predict whether it will pass the Senate, saying only “it will be an ongoing discussion” among Republicans in in coming days and weeks.
The Legislature had been on track to let voters in the May 18 primary election decide whether to allow a two-year window, the final step to changing the constitution. But it was derailed in early February by the revelation of a massive bureaucratic blunder, spurring more urgency.
“If you believe as strongly as I do that abuse victims have been denied a fair remedy for far too long, then we are obligated to attempt every avenue to deliver a just result,” Senate Judiciary Committee Chair Lisa Baker, R-Luzerne, told the committee.
A prominent backer of the legislation, Rep. Mark Rozzi, D-Berks, praised Corman for showing the leadership in his first months as the Senate’s top officer to get the bill through the committee. Corman’s predecessor as president pro tempore, Joe Scarnati, had staunchly opposed the legislation.
It is the first time such legislation has gotten a real committee vote since he joined the Legislature in 2013, Rozzi said.
“I feel really, really good right now, I feel like we’re in a really good spot,” said Rozzi, who has told of his rape by a Roman Catholic parish priest when he was 13. “I think we have the votes in the Senate too.”

'Russiagate' investigator Kash Patel slams 'hypocrisy' of Washington Post column on leaks

A former high-ranking Trump administration official criticized a report that said the Justice Department is potentially investigating whether he disclosed classified information.
Kash Patel told One America News Network this week that Washington Post columnist David Ignatius writing about the alleged inquiry is "the height of hypocrisy," considering how a key element of the Trump-Russia investigation, the FBI's targeting of retired Lt. Gen. Michael Flynn, came to light in a column the journalist wrote more than four years ago.
"He was the same individual who knowingly published classified information back in 2016, 2017 to kick off the Russiagate conspiracy, and then I spent the next two years combating it to make sure that the truth came out, and now he writes an article that may possibly contain even more classified information accusing me, the lead investigator, of possibly being under investigation," Patel said.
"I think that is the height of hypocrisy and careless journalism, and that is why the American public cannot stand the mainstream media," he added.
The alleged inquiry into Patel was revealed in a column last Friday by Ignatius, who said Patel is "now facing [a] Justice Department investigation for possible improper disclosure of classified information, according to two knowledgeable sources who requested anonymity because of the sensitivity of the probe." He did not provide evidence or many details. Also, Patel did not respond to requests for comment, Ignatius wrote.
In January, the Justice Department quietly closed without charges the investigation into leaks of likely classified information about intercepted phone calls between Flynn and a Russian envoy to the press. This had been reported by none other than Ignatius in early 2017.
Michael Sherwin, the then-acting U.S. attorney for the District of Columbia, signed off on closing the inquiry into the disclosure of the December 2016 calls between former President Donald Trump's first national security adviser and Russian Ambassador Sergey Kislyak at the recommendation of prosecutors in Washington, D.C., a person familiar with the investigation told the New York Times. The report said the inquiry, code-named Operation Echo, looked into Obama administration officials with access to the sensitive contents of the discussions but “ultimately found no wrongdoing.”
After just a few weeks on the job, Flynn resigned as White House national security adviser in February 2017 amid the controversy that followed Ignatius reporting in the Washington Post about his December 2016 contacts with Kislyak. Flynn fought to dismiss the government's case against him throughout 2020 after he pleaded guilty in December 2017 to lying to investigators about those conversations. The U.S. government intercepted Flynn's discussions with Kislyak, after which now-fired FBI agent Peter Strzok and FBI agent Joseph Pientka interviewed him on Jan. 24, 2017. The Justice Department dropped its case against Flynn last year, and he received a pardon from Trump on the day before Thanksgiving.
The New York Times reported in April 2020 that now-special counsel John Durham was looking into media leaks, which dominated the Trump transition period and the early days of the Trump administration. He was reportedly looking into a Jan. 12, 2017, article in the Washington Post by Ignatius, which said that Flynn “cultivates close Russian contacts” and cited a “senior U.S. government official,” who revealed that Flynn had talked to Kislyak on Dec. 29, 2016, the same day former President Barack Obama expelled 35 Russian officials. Ignatius raised the possibility Flynn had violated the Logan Act, a rarely enforced law, which some Obama officials considered using against Flynn.
A follow-up article by the Washington Post on Feb. 9, 2017, revealed likely classified details from Flynn’s monitored calls with Kislyak, citing “nine current and former officials."
During his confirmation hearing, now-Attorney General Merrick Garland declined to promise to allow Durham to finish his work and to make his impending report public.

Former U.P. priest to serve prison time after plea in abuse case

LANSING — Efforts by the Michigan attorney general’s clergy abuse investigation team has resulted in another plea agreement and will lead to prison for a former priest in the Upper Peninsula.
Gary Jacobs, 75, pleaded guilty to four counts of criminal sexual conduct in Ontonagon County on Thursday afternoon, according to a news release from the Michigan attorney general’s office.
As part of the offer, Jacobs was required to plead guilty to one count, and the highest charge, on each of the four cases he faced. This resulted in admission of guilt on three counts of criminal sexual conduct-first degree and one count of criminal sexual conduct-second degree, officials said.
Other aspects of the plea agreement include:
≤ Jacobs will serve between eight and 15 years on each count, which will run concurrently;
≤ Lifetime sex offender registration on the three counts of CSC-first degree;
≤ Tier II registration on the CSC-second degree charge;
≤ All victims — those involved in the charged cases and those who came forward since — can speak at sentencing if they wish;
≤ Sex offender counseling; and

Documentary describes La Jolla psychiatrist’s battle against church secrecy
Sex, Lies and the Priesthood’ tells the story of the late Richard Sipe, who helped expose abuse.

In a scene in “Spotlight,” the Oscar-winning film about clerical sex abuse, Boston Globe reporters huddle around a speakerphone listening intently to the words of Richard Sipe, portrayed by actor Richard Jenkins.
Sipe, a former Benedictine monk renowned for his defense of clerical sex abuse victims, died at his home in La Jolla at age 85 on Aug. 8, 2018.
Sipe stunned the Globe reporters when he said 50 percent of American Catholic priests do not practice celibacy. He assumed that at least 6 percent of Boston priests were sexual predators.
He was wrong. The Globe uncovered nearly 100 priest predators in the Boston archdiocese, about 10 percent of its clergy.
The Globe series, relying heavily on Sipe’s research, won a Pulitzer Prize and led to Cardinal Bernard Law’s early retirement and transfer to Rome.
“Sex, Lies and the Priesthood,” which premiered in March, is the latest documentary on Sipe by Boston filmmaker Joe Cultrera. In an interview, Cultrera said the project was funded by Terrence McTiernan of bishopaccountability.org, an independent watchdog on clerical sex abuse.
Anne Barrett Doyle, the group’s co-founder, said it has amassed more than a million documents, often quoted by researchers, social scientists and journalists.
“Terry wanted to preserve Richard’s story,” Cultrera said. “We spent five days with him at his San Diego home and in Minnesota, where he lived and taught.”
Sipe narrates his own story. We see surfers in La Jolla and Sipe’s artwork and needlepoint exhibited on the walls of his home.
After ordination in 1959, Sipe soon discovered though his psychotherapy practice and hearing priests’ confessions that clerics had active sex lives.
“At the heart of this is what I call the confessional layer,” he told McTiernan. “You have the reality of what goes on. Above all that is the image of priests and bishops as perfect human beings. This hermetically sealed on the level of ‘Bless me father, for I have sinned.’”
Sipe spent several decades as a priest psychotherapist, interviewing hundreds of priests, bishops and victims of sex abuse. He served at St. John’s Abbey in Minnesota, as a student at the Menninger Foundation in Topeka, Kan., and at the Seton Psychiatric Institute in Baltimore.
He even interviewed parish housekeepers. “I asked one of them how she knew about the pastor’s abuse of underage boys,” he said. She responded, ‘I do the laundry.’”
A young priest told Sipe that when he reported that his pastor was inviting underage boys to his room at night, his bishop responded: “Look, you are naive. Mind your own business.”
In 1986, he sent his findings to Archbishop Daniel Pilarczyk, head of the National Conference of Catholic Bishops. He never received a reply. But someone leaked the data to Newsweek magazine, and the story went viral.
Sipe later published the research in his book “A Secret World: Sexuality and the Search for Celibacy.”
Meanwhile, Sipe was dealing with his own personal struggles. The sex scandals at Minnesota’s St. John’s Abbey, when he served as personnel director, disturbed him. When the abbot suggested Sipe be nominated as his successor, he balked.
He resigned from the priesthood and received a dispensation from his vows from the Vatican in 1970. He married Marianne Benkert, a former Maryknoll nun and psychiatrist.
“We both felt vulnerable,” he said. “It was time to move on.”
One of Sipe’s final gestures was to share his research with Bishop Robert McElroy of San Diego. The San Diego Union-Tribune reported that Sipe’s meetings with him were “rocky” and eventually broke down over legal issues.
During a virtual discussion with the filmmakers, Benkert Sipe revealed that her husband’s passion for helping sex abuse survivors had something to do with his own trauma.
“Richard remembered being abused by an uncle when he was a toddler,” she said, “and later as a teenager when he was sexually assaulted by an ex-Marine whose bed he shared at a summer camp.”
Looking back, Sipe concluded in the documentary, “A friend told me: ‘You have a prophetic vocation. You are telling people who don’t want to listen to you things they don’t want to hear.’ That gave me a sense of comfort. You just wait, just do it, just be it. Something good will come from it.”

ROCHESTER, N.Y. — A federal judge has said the names of priests accused of sexual abuse in the Diocese of Rochester cannot be kept confidential during the diocese’s bankruptcy proceedings.
U.S. Bankruptcy Judge Paul Warren on Thursday sided with Gannett Co., Inc., the parent company of the local Rochester Democrat and Chronicle.
Gannett had filed a motion to intervene in the diocese’s bankruptcy proceedings after the diocese asked in an earlier motion to have the identity of abused priests kept confidential.
The motions involve the diocese’s Chapter 11 bankruptcy proceedings, which were begun in September 2019 following a flood of lawsuits accusing priests in the diocese of sexual abuse.
Gannett argued that keeping the identities of accusers secret would “perpetuate the very secrecy that has allowed the scandal to continue for generations.”
However, the Diocese of Rochester said in court documents that it was not trying to conceal information but rather “reduce the risk of vigilantism or other breaches of the peace.”
A spokesperson for the Diocese of Rochester told CNA that the purpose of their motion was to protect survivors who had come forward and exposed sex abuse.
“The primary purpose of our recent court motion was to protect from public disclosure in required ‘Certificate of Service’ documents – which notify all interested parties of case filings – the identities of those persons who have come forward in this case as survivors of childhood sexual abuse, and who wish to remain anonymous,” the spokesperson said.
“It should be noted that the Committee of Creditors in our Chapter 11 case, which represent survivors, supported our motion,” the spokesperson said.
The spokesperson said the diocese wanted to “preserve public safety and avoid potential breaches of the peace that might possibly ensue with the publication of the names and addresses of those accused, as well as preserve the due process rights of individuals against whom allegations may not at this time be substantiated.”
The diocese maintains that Gannett’s objection did not force them to withdraw their previous motion.
Rather, the spokesperson said, they had determined that they did not have an immediate need to file Certificates of Service containing perpetrator information, so they withdrew their motion from the court prior to the court hearing and the judge’s decision.
The diocese said it will still be permitted “to protect the privacy of survivors and…to request redaction at a future time of those who are accused but whose cases have not as yet been proven or acknowledged.”

ALBUQUERQUE, N.M. — A federal appeals court on Wednesday upheld a former Roman Catholic priest’s convictions and 30-year prison sentence in a New Mexico case centered on sexual abuse of an altar boy at a veterans cemetery and military base.
A 58-page decision by the three judges on a 10th U.S. Circuit Court of Appeals panel denied Arthur Perrault’s appeal, saying they were convinced Perrault “received a fundamentally fair trial in compliance with his constitutional rights.”
Perrault had fled the United States decades before he was returned from Morocco after being indicted in 2017.
Perrault was convicted in April 2019 of six counts of aggravated sexual abuse and one count of abusive sexual contact with a minor under 12. He maintained his innocence during his October 2019 sentencing.
Formerly a pastor at an Albuquerque parish and a chaplain at Kirtland Air Force Base in Albuquerque, Perrault was accused of sexually abusing a boy at the base and at Santa Fe National Cemetery .
The two sites are within federal jurisdiction, which allowed U.S. authorities to file charges with no statute of limitations.

Good relations between the Italian leadership and the popes tend to have massive repercussions, not only in the peninsula but also within Vatican City and for the estimated 1.2 billion Catholics in the world. Francis and Draghi are both perceived as reformers, at a time when Italy and Catholicism face staggering challenges. They could become a powerful duo when it comes to the future of Europe, the environmental crisis and immigration.
The deep, historical ties between the Vatican and Italy have always had an impact on the Catholic Church. When Pope Francis was elected in 2013, he picked up a church in shambles. His predecessor, Pope Benedict XVI, shocked the world when he announced his retirement and chose to live as emeritus pope at the Vatican. Sexual abuse scandals emptied the pews and media reports uncovered decades of financial mismanagement. Francis was brought in as a reformer, with the hope he might restore the church’s structural and moral credibility worldwide.
Draghi comes into the picture in a similar way. Not only have years of political instability and corruption crippled the Italian economy, but the pandemic has dealt a devastating blow to the peninsula, with unemployment rates skyrocketing to over 10% in February, according to the latest data from the Italian statistical agency ISTAT.
During his first speech to members of the Italian Parliament on Feb. 17, when Draghi told lawmakers that “today, unity is not an opinion, unity is a duty,” it’s hard not to see the similarities with Pope Francis’ reminder one year ago that in facing the pandemic and today’s global challenges “we’re all in the same boat.”
In line with Francis’ continued appeals to cater to those who have suffered the most during the pandemic, Draghi vowed to “take care of those who are suffering now, those who are losing their jobs or forced to close their businesses.”
When it comes to the environment, Draghi was even more explicit about who he took his cues from, quoting Pope Francis directly. “We want to leave behind a healthy planet,” he said, “not only a healthy economy.”
Francis and Draghi also have in common the isolation of the reformer, even more strident when addressing the topic of immigration. Francis’ first trip was to the island of Lampedusa, where immigrants and refugees are amassed in camps. Draghi’s first foreign visit, on Tuesday and Wednesday (April 6-7), was to the Northern African country of Libya, which beyond being instrumental for Italy’s economy is an important point of passage for immigrants coming to Europe.
Just as Francis faced considerable backlash for his efforts in promoting the safeguard of immigrants, Draghi has met opposition from those who think his policies are doing too little — or too much — to regulate migratory routes in the Mediterranean.
Even before his speech, Draghi held a strong reputation in Catholic circles. In 2013, when he was still president of the European Central Bank, he and his family were invited to have a private audience with the pope at the Vatican. Only last year, Francis appointed Draghi to be an ordinary member of the Pontifical Academy for Social Sciences, the Vatican think tank on social and political issues.
On March 2, Draghi met with Pope Francis’ right-hand man, Vatican Secretary of State Cardinal Pietro Parolin, and the head of the Italian Bishops’ Conference, Cardinal Gualtiero Bassetti, for the 92nd anniversary of the Lateran Treaty, which defined relations between the Vatican and Italy.
Not only is Draghi a Catholic, but he attended a Roman high school run by Jesuits,the same order to which Pope Francis belongs.The prime minister has credited the order with teaching him “rigor,” a defining trait of his career spent handling the European sovereign debt crisis. Last year he spoke at the Rimini Meeting, a massive annual gathering organized by the Catholic movement Communion and Liberation. Sitting next to Draghi during the audience with Pope Francis on March 27 was Marta Cartabia, whom Draghi appointed as minister of justice and who has strong ties to the Catholic movement.

Adam Weishaupt (1748–1830) became professor of Canon Law and practical philosophy at the University of Ingolstadt in 1773.
A JESUIT CONNECTION
He was the only non-clerical professor at an institution run by Jesuits,whose order Pope Clement XIV had dissolved in 1773.
The Jesuits of Ingolstadt, however, still retained the purse strings and some power at the University, which they continued to regard as their own.
Christians of good character were actively sought, with
Jews and pagans specifically excluded,along with women, monks, and members of other secret societies.
Favoured candidates were rich, docile, willing to learn, and aged 18–30.[13][14]
Transition
Having, with difficulty, dissuaded some of his members from joining the Freemasons, Weishaupt decided to join the older order to acquire material to expand his own ritual.
He was admitted to lodge "Prudence" of the Rite of Strict Observance early in February 1777.
His progress through the three degrees of "blue lodge" masonry taught him nothing of the higher degrees he sought to exploit,
but in the following year a priest called Abbé Marotti informed Zwack that these inner secrets rested on knowledge of the older religion and the primitive church.
Zwack persuaded Weishaupt that their own order should enter into friendly relations with Freemasonry, and obtain the dispensation to set up their own lodge.
At this stage (December 1778), the addition of the first three degrees of Freemasonry was seen as a secondary project.[15]
With little difficulty, a warrant was obtained from the Grand Lodge of Prussia called the Royal York for Friendship, and the new lodge was called Theodore of the Good Council,
with the intention of flattering Charles Theodore, Elector of Bavaria. It was founded in Munich on 21 March 1779, and quickly packed with Illuminati.
The first master, a man called Radl, was persuaded to return home to Baden, and by July Weishaupt's order ran the lodge.[15]

lodge Theodore became independently recognised, and able to declare its independence. As a new mother lodge, it could now spawn lodges of its own.

Provided with material by Weishaupt, Knigge now produced pamphlets outlining the activities of the outlawed Jesuits, purporting to show how they continued to thrive and recruit, especially in Bavaria.
Meanwhile, Knigge's inability to give his recruits any satisfactory response to questions regarding the higher grades was making his position untenable, and he wrote to Weishaupt to this effect.
In January 1781, faced with the prospect of losing Knigge and his masonic recruits, Weishaupt finally confessed that his superiors and the supposed antiquity of the order were fictions, and the
