This appears to be a checkpoint at an 'autonomous zone' in the middle of a public street in Minneapolis. Streamer says that ambulances are not allowed to go through the gate.
It must be somewhere around 'George Floyd Square', although it doesn't look like the area right at Cup Foods, which is identified in their list of demands. The demands are on a sign at the gate.
"Continue the closure of the intersection of 38th Street East and Chicago Avenue South until after the trial of the four officers charged for the murder of George Floyd."
