Partially true…only the vehicles that are "Flightline" vehicles…for reasons/purposes of crossing or working around the runways mid-field or general flightline area…basically they want to "TRACK" anything the fits in the area of the runways…so you couldn't steal a truck and quickly park it on a runway in hopes of a incoming aircraft hitting it and causing a big BOOM…kek…the only thing that they couldn't monitor is the duck/geese on the runways…
