If the sky is clear, there is nothing to reflect from.

 

Can you explain why the northern lights cannot be seen when there is cloud cover? If your hypothesis was true, cloudy nights would be the only time they could be seen… and the clouds would have to be far off in space, given the wide swath of places they can be seen.
