Philippines Holds Maritime Drills in South China Sea

(Bloomberg) – The Philippines said it conducted maritime exercises in the South China Sea, a move that could escalate tensions in the disputed waters.
The coast guard said it deployed eight ships along with the fisheries bureau, as they trained on navigation, small boat operations , maintenance and logistical operations in Scarborough Shoal and Pag-asa Island.
The maritime exercises come days after the Philippines fired diplomatic protests over the continued presence of Chinese vessels in a disputed reef.
“We are supporting the whole-of-nation approach in securing our maritime jurisdiction,” coast guard spokesman Armando Balilo said, adding it will also conduct medical missions with residents in Pag-asa Island next week.
Philippine President Rodrigo Duterte on April 19 said challenging China in the South China Sea will only lead to violence, and that he will only do so if Beijing drills for oil in in the disputed waters.

LONDON: Billionaire philanthropist Bill Gates has said that Britain must urgently restore its aid budget, saying its funding is of “critical importance” for the worldwide distribution of COVID-19 vaccines.
The technology icon said that Britons should be proud of their role in supporting Gavi, an international vaccine distribution alliance.
But he added that Gavi’s impact would shrink if Britain’s commitment to spending 0.7 percent of GDP on aid continues to be cut.
The budget was temporarily diminished due to the economic crisis caused by the pandemic.
“The quicker the UK can get its aid level back up to the 0.7 percent the better,” he told Sky News’s Sophy Ridge on Sunday program.
“It’s been the strongest proponent of getting behind vaccines and making sure we eradicate polio, and with the cutbacks we won’t be able to do as much so I hope that gets restored because it is of critical importance.”
Gates’ comments come as the UK has been slammed for “unconscionable” cuts to aid to many Arab countries, including war-torn Yemen, where the UN has warned of a famine “knocking on the door.”
Somalia is another country in crisis, fearing the worst after concerns about Britain’s aid budget. Charity workers have warned that a significant portion of the country’s health clinics could be shut down by the cutbacks.
Gates said that he anticipated COVID-19 infection rates would be in “very small numbers” by the end of 2022 as the vaccine rollout reaches the rest of the world.
He added that the US and other major economies will have excess vaccines to share with the developing world within “the next three or four months.”
Gates said: “Because many of the vaccines worked, although we are looking at some of the side-effects now and making sure we can treat those and that they are very rare, that good news means we will be able to supply others.
“The other good news is that the actual death rate from this epidemic in the poorest countries has actually been quite low.
“So the places where you want to get everyone over 60 vaccinated, like South Africa, Brazil, that will become a priority just in the next three or four months . . . when the US will move into that excess position.”

Someone is handling your presidential election ballot. What's ensuring integrity? Nine cameras.
The recounting of Maricopa County's nearly 2.1 million ballots at Veterans Memorial Coliseum in Phoenix continues Saturday, and here is a breakdown of what the cameras might see.
Neither the Arizona Senate, which subpoenaed the ballots and is ultimately in charge of the effort, nor Cyber Ninjas, the private technology company hired by the Senate to conduct the activities, has agreed to allow journalists inside.
Thus, the only way for the press — and the public at large — to watch events is via nine cameras set up inside the coliseum and that are streaming at https://azaudit.org.
An Arizona Republic reporter served as an official observer at the coliseum Friday but was not allowed to take notes, take photos or do any other work a journalist would do in monitoring a recount.
But that experience did provide some insight as to what is happening on the floor of the coliseum, as well as a press conference Thursday prior to the start of the effort.

We believe these actions were a coordinated attack against the democracy of our country.
The DHS will be submitting a final report to the WH/DOJ/other state and local agencies outlining our findings as early as March [ ], 2018. While this report only encompasses a sampling of twenty-two (22) counties across the U.S., it is strongly suggested, based on the evidence provided, that a mandated countrywide investigation begin under the recommended US50-EIC guidelines as set forth in Section VII of the final report. Ducey’s political ambitions are a mystery. He told the New York Times in January that he is not running for the U.S. Senate. But obviously it’s an ongoing story.
Then there’s the never-ending story of the election audit, led by the Arizona Senate Republicans. It’s a desperate move, and so far it’s been an absurd one.
“The ballots will be scrutinized not by election officials, but by a group of private companies led by a private Florida-based firm, whose owner has promoted claims that the 2020 election was fraudulent and who has been cited as an expert by allies of former president Donald Trump seeking to cast doubt on the election in other parts of the country,” Rosalind S. Helderman writes in the Washington Post.
Why not? Of all the stories about Arizona that national media — international media, even, thanks to the Guardian — latch onto, this ultimately may be the Arizona-iest. It’ll keep us in the spotlight for a while.
