It appears such 'shills' (whoever/whomever and wherever they are), attempt to recruit an army of people they despise and will blindside anyway (successful more times than I want to acknowledge).
'To take advantage of people that just want a productive, peaceful life (whom of which have a strong herd mentality and fear of ostracism)'. It's a really disgusting ploy.
Unfortunately, when this tactic is pushed onto societies, citizens often find themselves doing it amongst themselves, and labelling it 'survival'.
