CIA CANT OPERATE ON US SOIL, ARE NATIVE AMERICAN RESERVATIONS CONSIDERED US SOIL?

Maybe a lawyer or someone who understands land ownership can speak to this but the whole “cia can’t operate domestically” while obviously I don’t believe them, but by technicalities maybe there is a truth there. Maybe they use US forests or Native American lands as basis of operation.
